Effects of Law Enforcement Accreditation by Stephen A. Baker Pdf

For many years, law enforcement administrators, government officials, and researchers have explored the possibility of professionalizing law enforcement agencies and their officers. Some have called for mandatory college education requirements while others have argued for the formation of a national police force. In 1979, police practitioners from various law enforcement executive organizations met to develop a process to professionalize police agencies by instituting standards covering the wide range of police functions. The Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) was born. This book describes the results of a study that evaluated the impact of CALEA accreditation on specific personnel administration practices in municipal police departments. The author compares accredited and non-accredited departments for personnel practices including procedures for officer selection, promotion, and the integration of formal education requirements.

The San Jose Police Department by John Carr Jr.,Jarrod J. Nunes Pdf

Originally known as San Jose de Guadalupe, San Jose was ruled by Mexico until 1848, when, after the Mexican-American War, California joined the United States of America. In 1849, the newly elected government appointed a chief of police, and the San Jose Police Department was born. Its mission has been to respond to the distinctive needs of the community from the early agricultural age to today’s high technology age. The San Jose Police Department has been a leader in law enforcement technology and training and is considered a model for modern police departments. Today, with a thousand sworn officers and 200 support personnel, the San Jose Police Department serves over a million citizens in the city and polices an area of over 180 square miles. The wonderful photographs compiled over the department’s history illustrate the efforts of the hundreds of men and women who built the San Jose Police Department into one of the premier law enforcement agencies in the United States.

Police by United States. National Advisory Commission on Criminal Justice Standards and Goals Pdf

This report provides suggestions for overall improvement in delivery of police services for greater protection against crime. The National Advisory Commission on Criminal Justice Standards and Goals considers the patrolman the primary force in reducing and preventing crime and thus directs its report recommendations toward increasing police effectiveness. Suggestions for improvements in police functions are presented in the areas of community, planning and organization, technology and support services, fiscal management, and coordination with other criminal justice agencies. These proposals appear in the form of more than 120 specific standards and recommendations that spell out where, why, and how these improvements can and should be made in the police segment of the criminal justice system. Report on police is a reference work for the practitioner -- patrolman to police chief -- as well as for the interested layman. Before implementing any of the changes advocated, police departments are advised to detail the legal limits of police authority and develop guidelines for the exercise of that authority. In order to improve cooperation between the police and the community it is suggested that police agencies establish a specialized unit for maintaining communication with citizens. Each police department should encourage and participate in neighborhood security programs and establish procedures to facilitate processing of complaints. Suggestions for more effective utilization of manpower include continued consolidation, stricter personnel requirements, increased employee benefits, and the employment of more women, minorities, and civilians in police work.

Police Shootings and Citizen Behavior by James P. McElvain Pdf

McElvain explores police shootings from a fresh perspective. Combining the theories of routine activities and social disinhibition, McElvain uses citizen behaviors (i.e., alcohol and/or drug intoxication, and prior arrests for violent criminal conduct) as contributory factors to officer-involved shootings. Prior research generally focused on officer characteristics to explain police use of deadly force. McElvain also considers the role of the citizen. When citizen intoxication and prior violent criminal activity are considered along with officer characteristics--gender, race, and age--the offi.
