Conflict Over Fisheries in the Palk Bay Region by V. Suryanarayan Pdf

The Palk Bay region, which separates the coastal regions of Tamil Nadu from northern parts of Sri Lanka, has been in the headlines during recent years. The rich fishing waters, especially lucrative on the Sri Lanka side of the maritime boundary, became a bone of contention between Tamil Nadu fishermen and the Sri Lanka Navy during the years of the ethnic conflict. With the declaration of a ceasefire between the Sri Lanka Government and the the Tamil Tigers, a new dimension has been added to the problem. Sri Lankan fishermen have resumed fishing operations; however, they find poaching by Indian trawlers into Sri Lanka waters to be a major hindrance to their livelihood. The irony of fisheries in the Palk Strait is that while the trawling ground is limited, trawlers are unlimited. As more and more fishermen start fishing for less and less, storm clouds gather over the Palk Bay. What is the background to this controversy? What are the major issues? Can Indian interests, especially the interests of Tamil Nadu fishermen, be ensured, fostered and protected without depriving the livelihood of Sri Lankan fishermen? Can India and Sri Lanka work together and jointly enrich the marine resources in the southern part of South Asia? This book is an attempt to throw light on these and other relevant critical issues. It is hoped the conclusions would stimulate fresh thinking in New Delhi, Colombo, Chennai and Jaffna. REVIEWS

Fisheries Exploitation in the Indian Ocean by Dennis Rumley,Sanjay Chaturvedi,Vijay Sakhuja Pdf

The book aims to further the debate on the impacts of fisheries policies in the Indian Ocean Region in order to facilitate a new regional policy direction. A key argument of the volume is that ecologically sustainable and socially just development and management of Indian Ocean fisheries require a paradigm shift in the perceptions and policies of major stakeholders. A central policy challenge is to identify a collective regional interest for fisheries and accordingly the development of integrated management policies that link ecology and society and which incorporate individuals, communities, agencies, states and regimes into a holistic cooperative endeavour. Successful ocean governance therefore requires greater inter-state and inter-agency consultation and cooperation, an improvement in linking national initiatives to local action, increased participation of local government and local communities and the enhancement of local capability. In order to achieve this overall goal requires either the enhancement of existing regional institutions or the creation of a new regional body. Contested Coastlines by Charu Gupta,Mukul Sharma Pdf

This book is about the tragic journeys and livelihood insecurities of coastal fisherfolk jailed by India, Pakistan, Sri Lanka and Bangladesh for having entered each other’s territorial waters. While reflecting on national anxieties and the deleterious politics of boundaries, it reveals how these fisherfolk create alternative maps and a new world of ‘debordering’. These fishworkers and coastal conflicts have been subjects of everyday news, but never a subject of serious study. A first of its kind, the present book breaks new ground by examining the journeys of these fisherfolk and coastal conflicts in South Asia from several overlapping but distinct perspectives: declining sea resources, security and border anxieties, suffering of the fisherfolk, their ambiguous identities and transnational movements. The book is also innovative in terms of methodology: it is fisherfolk-centric as it marginalizes the concerns of the state from the perspective of security; it questions the very basis of security and argues for a shift in its perspective.

Re-imagining Border Studies in South Asia by Dhananjay Tripathi Pdf

This book presents a radical rethinking of Border Studies. Framing the discipline beyond conventional topics of spatiality and territoriality, it presents a distinctly South Asian perspective – a post-colonial and post-partition region where most borders were drawn with political motives, ignoring the socio-cultural realities of the region and economic necessities of the people. The authors argue that while securing borders is an essential function of the state, in this interconnected world, crossing borders and border cooperation is also necessary. The book examines contemporaneous and topical themes like disputes of identity and nationhood, the impact of social media on Border Studies, trans-border cooperation, water-sharing between countries, and resolution of border problems in the age of liberalisation and globalisation. It also suggests ways of enhancing cross-border economic cooperation and connectivity, and reviews security issues from a new perspective. Well supplemented with case studies, the book will serve as an indispensable text for scholars and researchers of Border Studies, military and strategic studies, international relations, geopolitics, and South Asian studies. It will also be of great interest to think tanks and government agencies, especially those dealing with foreign relations.

New Futures for BIMSTEC by Adluri Subramanyam Raju,Anasua Basu Ray Chaudhury Pdf

BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation) represents one of the most diverse regions of the world. Providing a unique link between South Asia and Southeast Asia, it brings together 1.5 billion people and a combined GDP of $2.7 trillion. This volume focuses on issues related to connectivity, commerce, and security challenges facing BIMSTEC. It studies BIMSTEC’s relevance as an inter-governmental organization in the changing international milieu. The volume discusses the necessity of connectivity to enhance Bay solidarity and analyses the political, strategic and security concerns that restrain commercial connectivity. It also looks at the Bay of Bengal region as a zone of competition—and possible collaboration—between the littoral countries and major powers involved in the region. Comprehensive and topical, this volume will be an essential read for scholars and researchers of international relations, South Asian studies, foreign policy, diplomacy, Southeast Asian studies, defence and strategic affairs, maritime studies, international trade, regional cooperation, and political studies.

South Asia in World Politics by Devin T. Hagerty Pdf

South Asia in World Politics offers a comprehensive introduction to the politics and international relations of South Asia, a key area encompassing the states of Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan, and Sri Lanka. While U.S. interest has long been sporadic and reactive, 9/11 alerted Washington that paying only fitful attention to one of the world's most volatile and populous regions was a recipe for everyday instability, repeated international crises, major and minor wars, and conditions so chronically unsettled that they continue to provide a fertile breeding ground for transnational Islamic terrorism. Exploring the many facets of this dynamic region, the book also assesses U.S. policy toward Afghanistan and explains the importance of Bangladesh and Pakistan, two of only a handful of Islamic states with significant track records as democracies.

India's Relations with Her Neighbours by Ramesh Trivedi Pdf

The present book offers a fascinating area of academic discourse which needs to be examined for a clear understanding of the elements of international politics which necessarily carry political ramification. It attempts to assess the bilateral relations, co-operations and contours of trades, accords and understandings. To be more precise, it deals with the treaties and accords, political and economic co-operations, trade relations, wars and conflicts of each neighbouring-nation with relation to India. The present book should be of interest to students, scholars, journalists and policy makers interested in the study of SAARC countries. It should be an indispensable reference for students of Political Science.
