Korea’s Paradigm Shift for Sustainable and Inclusive Growth: A Proposal by Yangkyoon Byeon,Kwanghae Choi,Heenam Choi,Jun I. Kim Pdf

Korea is facing mounting economic challenges. Productivity growth has been on a trend decline amid demographic headwinds, while the societal demand for inclusive growth has been on a steep rise. Furthermore, the government-led unbalanced growth model—which served Korea well in the past—has become less effective and politically palatable in recent years. As such, Korea needs a major paradigm shift to embark on a new sustainable and inclusive growth path. But policy response has been modest at best with no major reforms being implemented over the past two decades. We propose a paradigm shift in Korea’s economic framework, involving a simultaneous big push for greater economic freedom and stronger social protection within the parameters set by long-run fiscal sustainability. We also provide a detailed account of structural reforms to boost economic freedom and sustainable funding plans for stronger social protection.

Labor Market Duality in Korea by Johanna Schauer Pdf

Labor market duality is a complex and critical issue for many countries that can lower productivity, contribute to inequality and result in negative externalities. In this paper, I study duality in the Korean labor market and analyze its sources and potential policy options. I find that employment protection legislations and large productivity differentials are the key drivers of Korea’s duality. In addition, applying a general equilibrium search-and-matching model and calibrating it to the Korean economy, I show that well-calibrated flexicurity policies can significantly reduce duality and inequality and raise welfare and productivity. Notably, the introduction of all three pillars—flexiblity, a strong safety net and active labor market policies—is critical for its success. If only one pillar is introduced it can result in negative side-effects and might not reduce duality.

Handbook on Green Growth by Roger Fouquet Pdf

Economies around the world have arrived at a critical juncture: to continue to grow fuelled by fossil fuels and exacerbate climate change, or to move towards more sustainable, greener, growth. Choosing the latter is shown to help address climate change, as well as present new economic opportunities. This Handbook provides a deeper understanding of the concept of green growth, and highlights key lessons from the experience of green transformations across the world following a decade of ambitious stimulus packages and green reforms.

Sustainable, Smart and Solidary Seoul by Tony Robinson,Minsun Ji Pdf

This book showcases how innovative state policy in Korea transformed Seoul from one of the world’s most impoverished, polluted, and congested cities into a global leader in green urban planning, smart city innovations, and social economy initiatives that have dramatically improved the local quality of life. Today, Seoul’s urban planning innovations are increasingly touted as replicable best practices for export to cities across the globe. This book describes how innovative state policy has made Seoul a world leader in sustainable, smart, and solidary urban initiatives. Beginning in the 1960s, Seoul led the fastest urbanization and modernization project in world history, becoming a colossal 26-million-person metropolitan region and one of the largest footprints of humanity on earth, transforming the nation from one of the world’s poorest to having the 10th largest GDP in 2020. Today, Seoul has become one of the most productive and innovative urban agglomerations on earth. Seoul’s residents enjoy the world’s highest penetration of high-speed internet, a model mass transit system, and advanced smart-city technologies. The vast city has become increasingly green and sustainable, while also recycling about 90% of all waste. Seoul has become a leader in social economy innovations like cooperative villages, mutual benefit societies, and social investment funds that advance equitable development goals amid a booming capitalist economy. To broaden our imagination of what good urbanism can achieve, this book reviews Seoul’s recent innovations in smart, sustainable, and solidary urbanism, including: green urban planning, sustainable development through recycling and reuse, well-managed mass transit, smart city design, and solidarity economy initiatives.

Can Green Sustain Growth? by John Zysman,Mark Huberty Pdf

Green growth has proven to be politically popular, but economically elusive. Can Green Sustain Growth? asks how we can move from theoretical support to implementation, and argues that this leap will require radical experimentation. But systemic change is costly, and a sweeping shift cannot be accomplished without political support, not to mention large-scale cooperation between business and government. Insightful and timely, this book brings together eight original, international case studies to consider what we can learn from the implementation of green growth strategies to date. This analysis reveals that coalitions for green experimentation emerge and survive when they link climate solutions to specific problems with near-term benefits that appeal to both environmental and industrial interests. Based on these findings, the volume delivers concrete policy recommendations for the next steps in the necessary shift toward sustainable prosperity.

Changing Course by Asian Development Bank Pdf

Most Asian cities have grown more congested, more sprawling, and less livable in recent years; and statistics suggest that this trend will continue. Rather than mitigate the problems, transport policies have often exacerbated them. In this book, the Asian Development Bank outlines a new paradigm for sustainable urban transport that gives Asian cities a workable, step-by-step blueprint for reversing the trend and moving toward safer, cleaner, more sustainable cities, and a better quality of urban life.

Emerging Knowledge Economies in Asia by Dessy Irawati,Roel Rutten Pdf

The book aims to identify key issues and developments in ASEAN-5 that illustrate the transition of this region towards a knowledge-based economy. The book contributes to understanding the opportunities and challenges faced by emerging economies. It explains the transition process from a knowledge based perspective, showing how knowledge creation and innovation contribute to the competitiveness of companies and sectors in this region. The book takes a distinctly ASEAN perspective by discussing examples of the transition process from all ASEAN 5 nations that show how this region is attempting to link up to the global knowledge economy of the 21st Century. Part I discusses ASEAN-5 as an emerging hub in the global economy. Part II discusses the global links of the ASEAN region. Part III highlights innovation support in the ASEAN region. Each part identifies key developments and discusses relevant challenges and opportunities regarding the economic transition process based on examples for the various ASEAN-5 nations. The book contributes to the literature on emerging economies by explaining their challenges and opportunities of the catching-up process from a knowledge-based perspective. It is definitely a must-read.

The International Monetary System, Energy and Sustainable Development by Sung Jin Kang,Yung Chul Park Pdf

Korea was the first non-G7 member and Asian country to host the recent G20 Summit, acting as a bridge between advanced and developing nations. At the G20 Seoul Summit, green growth as well as development and a global financial safety net were on the agenda. Against this backdrop, the aim of this book is to comment on and suggest how to go about setting agendas and shaping further discussions of future summits. The book consists of three major parts: the first part discusses the role of G20 in reforming international monetary system, the status of the IMF since the European sovereign debt crisis, the use of the yuan as the world’s reserve currency, and the establishment of a more resilient global financial system. The second part examines trade measures in times of volatile energy prices, the impact of merchandise price volatility on the G20 economies, the EU’s pricing policies and the world’s price volatility, high oil prices and Russia, and oil markets in South America. The third part reviews G20’s financing for green growth, green growth and sustainable development within the G20 framework, and G20’s role in addressing climate change and green growth. This book offers an in-depth review of major issues discussed at the recent summits and will be of interest to policy makers.
