En somme, la Nouvelle Politique de Voisinage(PEV) de l'Union européenne est, dans ce livre, cernée, analysée, évaluée et scrutée, dans ses dimensions de future évolution, par des universitaires et par des décideurs qui nous révèlent, en effet, sa double face de Janus: celle qui s'adresse aux anciens et nouveaux, depuis l'élargissement, voisins de l'Union, n'ayant pas de caractère européen; celle qui se tourne vers des pays européens nourrissant, à moyen ou à long terme, un espoir d'intégration, mais demeurant conscients d'un devoir d'attente.
