Policy Analysis in France by Halpern, Charlotte,Hassenteufel, Patrick,Philippe Zittoun Pdf

Understanding policy analysis in France requires first a thorough exploration of the distinction usually made in French academic and practitioner debates between policy studies and policy analysis--essentially the difference between studies of policy and studies designed for the use of policy. This book begins there, then delves into questions of how and by whom knowledge of policies is produced within and outside the French state, showing that while the tension between the two types of study is real, the continued exchange of ideas between them has led to an enrichment of both spheres. The book thus lays the foundation for a more systematic understanding of policy analysis in France.

The History of Political and Social Concepts by Melvin Richter Pdf

Since the 1960s, German scholars have developed distinctive methods for writing the history of political, social, and philosophical concepts. Applied to France as well as Germany, their work has set new standards for the historical study of political and social language, Begriffsgeschichte. The questions these scholars address, and the methods they apply systematically to a broad range of sources, differ as much from the styles of Hegel, Dilthey, and Meinecke as from those of A.O. Lovejoy, J.G.A. Pocock, and Quentin Skinner. Begriffsgeschichte treats political language neither as autonomous discourse, nor as the product of ideology, social structure, or elite manipulation. Although conceptual historians agree that the field of action is defined by language, they place concept formation and use within historical contexts. By surveying political and social discourses systematically, this genre traces how the great modern revolutions have been conceptualized in sharply contested forms by competing political and social formations, as well as by individual thinkers. Combining intellectual with social history, historians of concepts track linguistically the advent, mentalities, and effects of modernity. In The History of Political and Social Concepts, Melvin Richter analyzes the theories which have generated conceptual history, and their reinterpretation of key concepts such as Max Weber's three types of legitimate Herrschaft, and that of civilitÖè in France. What is it that we know when we learn the history of a concept? What difference does it make that we know it? After assessing the programs and achievements of Begriffsgeschichte, the author argues the need for an analogous project to chart the careers of political and social concepts used in English-speaking societies. Addressed not only to historians of political and social thought, this work will interest students and scholars of political culture, social historians, and historians of ideas, historiography, law, language, and rhetoric.

The Road to Social Europe by Jean-Claude Barbier Pdf

In the wake of the Greek and Irish crises, and at a moment when solidarity between states is hotly debated on a daily basis at EU level, it is important to understand how 'solidarity' can happen at all. The Road to Social Europe reviews the development of political cultural processes since the nineteenth century, showing how social protection and social justice have gradually become interwoven with systems of social protection, or welfare states. Grounded on extensive empirical research conducted in many EU countries and in the European Commission's administration over twenty years, the book provides a cultural analysis of welfare systems in Europe. It also presents an original enquiry into the importance of languages for politics in Europe, for the politics of welfare, and for sociological research. It shows how sociological and ethnographic analysis can help in understanding the current and future challenges of European integration that rely unilaterally on functional economics. This in-depth sociological analysis of European diversity will appeal to a wide audience of students and scholars of sociology, political science, political economy and European studies.

Integrated Coastal Zone Management of Coral Reefs by Kent Gustavson,Richard M. Huber,H. Jack Ruitenbeek Pdf

"The applied research indicates that, to improve awareness, park education programs should be targeted specifically to the user groups primarily through outreach programs. Further, the Park's management programs should be highlighted, particularly the beneficial, tangible products and services (benefits) the Park provides to each user group... The closer the tie between reef conditions and business earnings, the greater the users' support for reef conservation." Coral reefs are sometimes referred to as "canaries of the sea" because of their early warning ability to show near-shore oceanic stress. Because of their biological diversity, they are also called "rainforests of the sea." Coral reefs are vital to the well being of millions of people. Coral reef managers and government officials trying to save their valuable national resources have turned to research on coral reefs for help. The research presented in this publication merits a great deal of notice because the output is useful for decision support and training tools in integrated coastal zone management (ICZM). The work on cost-effectiveness analysis has developed integrated economic and ecological models, relying extensively on fuzzy logic procedures to model impacts and effects of interventions within the reef environment. By contrast, the marine system valuation work provides economic valuations of coral reefs, demonstrating the use of different modeling methods and treating key policy issues within this context. This publication will interest coastal zone experts and managers worldwide

Accounting for Culture by Caroline Andrew,Monica Gattinger,M. Sharon Jeannotte,Will Straw Pdf

Many scholars, practitioners, and policy-makers in the cultural sector argue that Canadian cultural policy is at a crossroads: that the environment for cultural policy-making has evolved substantially and that traditional rationales for state intervention no longer apply. The concept of cultural citizenship is a relative newcomer to the cultural policy landscape, and offers a potentially compelling alternative rationale for government intervention in the cultural sector. Likewise, the articulation and use of cultural indicators and of governance concepts are also new arrivals, emerging as potentially powerful tools for policy and program development. Accounting for Culture is a unique collection of essays from leading Canadian and international scholars that critically examines cultural citizenship, cultural indicators, and governance in the context of evolving cultural practices and cultural policy-making. It will be of great interest to scholars of cultural policy, communications, cultural studies, and public administration alike.

Mediated Politics in Two Cultures by Lynda Kaid,Jacques Gerstle,Keith R. Sanders Pdf

This first comparative study of the political communication processes in the United States and France brings together researchers from both countries to examine differences and similarities between the media's involvement in each nation's 1988 presidential election campaign. The book analyzes the construction of mediated political reality in the two countries, and concludes that French media do not concentrate more on policy issues than do American media. The authors discuss television news and newsmagazine coverage of the overall campaigns and their particular political debates, television commercials and broadcasts, and political posters. Also assessed are the interactions between party/candidate presentations of political reality and voter interpretations of that reality. The contributions are grouped into four sections: Comparing Politics in Two Cultures, which includes discussions of constructing a political communication project and the theoretical dimensions of the studies; Mediated Campaign Messages, which contains analyses of reality construction, political advertising, and political broadcasts; Media Coverage of the Campaigns; and Implications of Mediated Campaigning, which covers the effects of television broadcasts on voter perception and possibilities for improving the electoral process. This work is a useful resource for students, scholars, and politicians interested in political communication and comparative politics, as well as for journalists and members of the media.
