The Fast Track Land Reform Programme implemented during the 2000s in Zimbabwe represents the only instance of radical redistributive land reforms since the end of the Cold War. It reversed the racially-skewed agrarian structure and discriminatory land tenures inherited from colonial rule. The land reform also radicalised the state towards a nationalist, introverted accumulation strategy, against a broad array of unilateral Western sanctions. Indeed, Zimbabwes land reform, in its social and political dynamics, must be compared to the leading land reforms of the twentieth century, which include those of Mexico, Russia, China, Japan, South Korea, Taiwan, Cuba and Mozambique. The fact that the Zimbabwe case has not been recognised as vanguard nationalism has much to do with the intellectual structural adjustment which has accompanied neoliberalism and a hostile media campaign. This has entailed dubious theories of neopatrimonialism, which reduce African politics and the state to endemic corruption, patronage, and tribalism while overstating the virtues of neoliberal good governance. Under this racist repertoire, it has been impossible to see class politics, mass mobilisation and resistance, let alone believe that something progressive can occur in Africa. This book comes to a conclusion that the Zimbabwe land reform represents a new form of resistance with distinct and innovative characteristics when compared to other cases of radicalisation, reform and resistance. The process of reform and resistance has entailed the deliberate creation of a tri-modal agrarian structure to accommodate and balance the interests of various domestic classes, the progressive restructuring of labour relations and agrarian markets, the continuing pressures for radical reforms (through the indigenisation of mining and other sectors), and the rise of extensive, albeit relatively weak, producer cooperative structures. The book also highlights some of the resonances between the Zimbabwean land struggles and those on the continent, as well as in the South in general, arguing that there are some convergences and divergences worthy of intellectual attention. The book thus calls for greater endogenous empirical research which overcomes the pre-occupation with failed interpretations of the nature of the state and agency in Africa.

This volume brings together for the first time across three continents - Africa, Latin America and Asia - an intellectually consistent set of original investigations into this new generation of rural social movements. These country studies seek to identify their social composition, strategies, tactics, and ideologies; to assess their relations with other social actors, including political parties, urban social movements, and international aid agencies and other institutions; and to examine their most common tactic, the land occupation, its origins, pace and patterns, as well as the responses of governments and landowners. At a more fundamental level, this volume explores the ways in which two decades of neoliberal policy - including new land tenure arrangements intended to hasten the commodification of land, and new land uses linked to global markets -- have undermined the social reproduction of the rural labour force and created the conditions for popular resistance. This study has identified a number of examples in which concerns about the alleviation of poverty have been given some practical expression in adjustment programs. Because most of these examples are of very recent origin, it is difficult to assess how effective they have been in helping the poor. First, one striking feature of the illustrations compiled is that they are invariably orderly or planned structural adjustment programs that have often been implemented with Bank assistance (Bolivia, Cote d'Ivoire, The Gambia, Indonesia, Jamaica, and Thailand). Second, income distributions will inevitably change during adjustment. These changes are the principal incentives for resource reallocation, and without them the objectives of adjustment will not be realized. Third, the study highlights the advantages of interventions that increase the primary income claims of the poor. Finally, adjustment can act as a catalyst for policymakers to examine carefully the costs and benefits of their programs for the poor.

This report emphasizes the need to design an alternative development model to the Economic Structural Adjustment Programme (ESAP) in Zimbabwe. While acknowledging that SAPs are necessary, the study shows that they are insufficient in fostering development (that is, growth with equity). Zimbabwe's economy is characterized by a number of structural rigidities such as unequal access to land and finance whilst a large proportion of its population is engaged in the informal sector. It is the contention of the report that under such conditions, there is nothing inherent in ESAP policies that will lead to development. The main focus of the report, as opposed to SAPs, is to redefine the role of the state in the economy. While SAPs emphasize the rolling back of the state, this report is rooted in the premise that market failures are rampant in most less developed countries, including Zimbabwe. The state needs to intervene in factor markets, in the development of industrial and technological capabilities in order to foster competitiveness, etc, so as to deal with such market failures.
