Lao PDR's Nationally Determined Contribution (NDC) by Vongvisouk, T.,Thongmanivong, S.,Komany, S.,Inthaboualy, I.,Pham, T.T.,Moeliono, M.,Bong, I.W.,Phompila, C. Pdf

Key messagesLao People's Democratic Republic (hereafter "Lao PDR") was the first country in Asia to submit its NDC, doing so in September 2015. Building on national development and environmental protection policies, the country aimed to make full use of existing institutional capacity and financial resources, and embed NDC targets in existing policies and planning. To date, NDC results have been mixed. The initial target for 90% of the rural population having access to electricity has already been exceeded with the figure now at 95%, while the forestry target of 70% forest cover has yet to be achieved.Political commitment is strong. The Government designated the Department of Climate Change (DCC) under the Ministry of Natural Resources and Environment (MoNRE) to become the national focal point for coordinating NDC implementation in Lao PDR. The Government has also issued a number of related laws and regulations, such as the new forestry law in June 2019 and the Decree on Climate Change in September 2019.Major challenges impeding the country's efforts to achieve its forestry sector NDC targets are persistent and similar to those identified 10 years ago. These are: policies and measures to address major drivers of deforestation and forest degradation not being fully implemented on the ground; poor coordination between key sectors; a lack of accurate and available data and credible methodologies for measuring outcomes; inadequate institutional arrangements for sustainable forest management and community participation; as well as a lack of available funds for implementing proposed activities. In order to achieve and enhance current NDC target ambitions, policies, measures and enabling conditions for transformational change (e.g. funding availability, national ownership, cross-sector collaboration, results-based payment mechanisms, and clarity over carbon and non-carbon benefits) need to be in place.Knowledge gaps that need addressing in order to provide credible evidence for the Government and donors to revise and adapt NDC targets, and better implement the NDC include: rigorous impact assessments of existing policies and initiatives on forest protection and development outcomes; and an integrated sectoral assessment on how realistic and feasible NDC targets could be achieved in supporting the National Green Growth Strategy and Sustainable Development Goals by mainstreaming Climate Change into national socio-economic development plans, vis-à-vis Paris Agreement ambition targets in each period.

OECD Development Pathways Multi-dimensional Review of Lao PDR Financing Sustainable Development by OECD Pdf

Lao People’s Democratic Republic (Lao PDR) has made significant headway on its development path over the past three decades. The country’s sustained economic growth has been led by booming commodity exports and substantial inflows of external financing. Many Laotians have seen significant improvements in their well-being. Poverty has declined as household income has increased, and many important development goals in education and health have been achieved. In the face of macroeconomic challenges, a shift from commodity-driven growth to a more inclusive prosperity paradigm that emphasises the creation of broad-based opportunities, human capital development and green sustainability can unlock Lao PDR’s future development. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.

Nature's Frontiers by Richard Damania,Stephen Polasky,Mary Ruckelshaus,Jason Russ,Rebecca Chaplin-Kramer,James Gerber,Peter Hawthorne,Martin Philipp Heger,Saleh Mamun,Giovanni Ruta,Rafael Schmitt,Jeffrey Smith,Adrian Vogl,Fabian Wagner Pdf

The great expansion of economic activity since the end of World War II has caused an unprecedented rise in living standards, but it has also caused rapid changes in earth systems. Nearly all types of natural capital—the world’s stock of resources and services provided by nature—are in decline. Clean air, abundant and clean water, fertile soils, productive fisheries, dense forests, and healthy oceans are critical for healthy lives and healthy economies. Mounting pressures, however, suggest that the trend of declining natural capital may cast a long shadow into the future. Nature’s Frontiers: Achieving Sustainability, Efficiency, and Prosperity with Natural Capital presents a novel approach to address these foundational challenges of sustainability. A methodology combining innovative science, new data sources, and cutting-edge biophysical and economic models builds sustainable resource efficiency frontiers to assess how countries can sustainably use their natural capital more efficiently. The analysis provides recommendations on how countries can better use their natural capital to achieve their economic and environ mental goals. The report indicates that significant efficiency gaps exist in nearly every country. Closing these gaps can address many of the world’s pressing economic and environmental problems—economic productivity, health, food and water security, and climate change. Although the approach outlined in this report will entail demanding policy reforms, the costs of inaction will be far higher.

Regional analysis of the nationally determined contributions in Asia by Food and Agriculture Organization of the United Nations Pdf

The regional analysis provided in this report reflects the dynamism and diversity existing within Asia. Asia is experiencing dramatic demographic changes, high population growth, urbanization and growing economic inequities. The food system in the region varies significantly between and within its many sub-regions in terms of climate, landscapes, ecosystems and farming systems. All of these factors provide the context for climate action at the national level and have shaped to some extent how agriculture is reflected in countries respective National Determined Contributions. This report provides a unique, sector-specific synthesis of the NDCs from Asia. It summarizes the substantial contributions already put forward by countries, opportunities for further action and the gaps, barriers and needs that will need to be addressed if the agriculture sector in Asia is to raise mitigation and adaptation ambitions. The findings of this report will help member countries to reflect on their progress in advancing toward NDC priorities for agriculture and associated national climate goals including related targets under the Sustainable Development Goals (SDGs). The analysis also helps to make clear the links between the NDCs from the region and the ongoing work of the United Nations Framework Convention on Climate Change in support of the Koronivia Joint Work on Agriculture (KJWA).

Women’s Resilience in the Lao People’s Democratic Republic by Asian Development Bank Pdf

Globally, women are disproportionately impacted by climate change and disasters due to gender inequalities and limited participation in decision-making processes. Addressing this imbalance will involve integrating gender equality in laws and policies on climate change and disaster risk management and ensuring gender equality outcomes in building social and economic resilience. This report presents findings of a gender analysis of national legal and policy frameworks of the Lao People’s Democratic Republic (Lao PDR) and discusses whether laws, policies, and strategies consider gender inequalities as they relate to climate and disaster risk management. It includes recommendations to address gaps in sector laws and policies affecting women’s resilience to climate change and disasters in the Lao PDR.

Globalization of Low-Carbon Technologies by Venkatachalam Anbumozhi,Kaliappa Kalirajan Pdf

This book explores the opportunities and barriers within the Intended Nationally Determined Contributions (INDC) framework of the Paris Agreement for low-carbon technology diffusion. Further, it proposes appropriate and feasible mechanisms required at local, national and regional levels to achieve the INDC targets. The book employs both meta policy analysis and scenario building to examine, whether the diffusion of low-carbon energy future by 2030 is economically viable under the INDC framework and how international technology cooperation could accelerate investments on the scale required for achieving the INDC targets. Further, this book provides new perspectives on market and non-market mechanisms for the globalization of low-carbon technologies, within the framework conditions of the Paris Agreement, which will be of significant value to senior policy makers, multi-disciplinary academia, and investing communities.

Making Climate Action More Effective by W. Pieter Pauw,Richard J.T. Klein Pdf

Almost every country has formulated its Nationally Determined Contribution to the global response to climate change. These national climate action plans were key to the landmark adoption of the 2015 Paris Agreement. They will also be central to its implementation – even if, taken together, current plans are insufficient to meet the aims of the Paris Agreement. Every five years, countries update their NDCs to demonstrate increased ambition. But while essential, ambition alone is not enough. This book shows that to be able to realize their climate ambition, countries also need to enhance the effectiveness of their plans and policies. Enhancing effectiveness involves improving the transparency, coherence and implementability of their NDCs. To ramp up ambition and effectiveness, future NDCs must build on and learn from experience. Based on a detailed analysis of the first round of NDCs by some of the world’s most knowledgeable climate policy experts, this book offers critical insights relevant to mitigation, adaptation and means of implementation. The book also discusses key elements of the Paris Agreement and broader climate policy, including the Enhanced Transparency Framework and the Paris Committee on Capacity Building, as well as considerations of equity and development. It is a must-read for researchers, policymakers, practitioners, and civil-society experts working on climate policy. The chapters in this book were originally published as a special issue of the Climate Policy.
