Health and economic development are interconnected. Over the past decades, the health sector has become an increasingly important component of the global economy, evidenced by the growing trend of health expenditures as a share of GDP. The interconnectivity of health and economic development and the cyclical nature of economic performance have emphasized the critical need to build health sector resilience to prepare for inevitable economic downturns. The objective of the book is to raise awareness of the challenges that health systems, in both developing and developed countries, face in times of economic crisis and provide an Assessment, Tracking and Mitigation (A.T. M.) framework by which governments and policy makers can meet the critical challenge of health sector stabilization and resilience building.The A.T.M. framework emphasizes the importance of the interdependence of these three pillarsfor effective crisis response and strengthening health system resilience to economic shocks. The framework proposes that, in order to be effective in mitigation, governments and policy makers must possess or develop: (i) Tools to assess the health sector vulnerability to economic crisis.(ii) Tools, information systems, and data sources to track system and population level effects quickly during the crisis.(iii) Ability to implement effective policies to mitigate effects when a crisis hits.In conclusion, while the links between health and the overall economy are increasingly understood and appreciated, the role of health in an economic downturn is still not well understood or planned for. This book builds on the lessons of the most recent global financial crisis, especially in Europe and Central Asia and proposes a more effective role for the health sector as part of a safety net function and as a stabilizer for the population during a crisis. This open access book discusses financial crisis management and policy in Europe and Latin America, with a special focus on equity and democracy. Based on a three-year research project by the Jean Monnet Network, this volume takes an interdisciplinary, comparative approach, analyzing both the role and impact of the EU and regional organizations in Latin America on crisis management as well as the consequences of crisis on the process of European integration and on Latin America’s regionalism. The global economic downturn that followed the collapse of major US financial institutions is no doubt the most significant crisis of our times. Its effects on corporate and governmental balance sheets have been devastating, as have been its impacts on the employment and well being of tens of millions of citizens. Crises have been studied in many disciplines and from diverse perspectives for at least 150 years. Yet recent decades have seen a marked increase in the crisis literature, reflecting growing awareness of crisis phenomena from the 1970s onwards. Responding to this mainstream literature, this edited collection makes six key innovations. First, it distinguishes between crises as event and crises as process, as well as crises as accidental events or as the result of system-generated processes. Second, it distinguishes crises that can be managed through established crisis-management routines from crises of crisis management. Third, it focuses on the symptomatology of crisis, i.e., the challenge of moving crisis symptoms to understanding underlying causes as a basis for decisive action. Fourth, it goes beyond the cliché that crises are both threat and opportunity by distinguishing valid accounts of the origins and present nature of a crisis, from more speculative accounts of what potentially exists. Fifth, it explores how crises can disorient conventional wisdom, thus provoking efforts to interpret and learn about crises and draw lessons after a crisis has ended. The current financial and economic crisis is a classic bust of a credit boom, the boom having been fueled by policies whose combined effects were to increase the demand for debt to unsustainable levels. U.S. monetary policy, taxation policy, and home ownership promotion policy were so conducive to credit expansion that the idea, understandably popular in Washington and Brussels, that preventing future such crises can be accomplished simply by waking up regulators "asleep at the switch" is dangerously simplistic. The United States in particular, given that it effectively sets monetary and credit conditions for a significant portion of the global economy, needs to put in place policies that can better discourage, recognize, and curtail a credit boom, and ensure that systemically important financial institutions can withstand its unwinding.
