Prostitution in Thailand has been the subject of media sensationalism for decades. Bangkok's brothels have become international icons of Third World women's exploitation in the global sex trade. Recently, however, sex workers have begun to demand not pity, but rights as workers in the global economy. This book explores how prostitution policy is linked to the disciplining of Thai national identity and gender. Jeffrey asserts that certain images of "The Prostitute" have silenced discourses of prostitution as work, while fostering the idea of the peasant woman as the embodiment of national culture. This idea, coupled with a will to shape the modern state through the behavior of middle-class men, has been a main concern of Thai prostitution policy. Gender, the author argues, has become the mechanism through which states respond to the contradictory pressures of globalization and nation-building. Based on interviews conducted in Thailand, as well as material from the media, government, and nongovernmental organizations, the discussion stretches from the semicolonial period, through the democracy movement of the 1960s and 1970s, to the present day.
While sex work has long been controversial, it has become even more contested over the past decade as laws, policies, and enforcement practices have become more repressive in many nations, partly as a result of the ascendancy of interest groups committed to the total abolition of the sex industry. Formalising employment is a desirable policy goal, but how it is done matters greatly, especially for women workers. Indeed, formalisation policies that do not recognise gendered realities and prevailing socio-economic conditions may be less effective and even counterproductive. This book examines the varying trajectories of formalisation and their impact on women workers in five developing countries in Asia and Africa: India, Thailand, South Africa, Ghana and Morocco. They range from low- to middle-income countries, which are integrated into global financial and goods markets to differing degrees and have varying labour market and macroeconomic conditions. The case studies, using macro and survey data as well as in-depth analysis of particular sectors, provide interesting and sometimes surprising insights. Despite some limited successes in providing social protection benefits to some informal workers, most formalisation policies have not really improved the working conditions of women workers. In many cases, that is because the policies are gender-blind and insensitive to the specific needs of women workers. The impact of formalisation policies on women in developing countries is relatively under-researched. This book provides new evidence that will be applicable across a wide range of developing country contexts and will be of interest to policymakers, feminist economists and students of economics, labour, gender and development studies, public policy, politics and sociology.

On 6 December 2022, Indonesia's parliament passed the criminal code to criminalize extramarital sex. The anti-extramarital sex legalization was established to help reinforce Indonesia’s, following Islamic Law, stance of disallowing sexual behaviours beyond marital relationships. Those who engage in extramarital sex, per the criminal code, are sentenced to up to a year in prison. This book responds to Indonesia’s latest legislation that passed the criminal code of criminalizing any act of extramarital sex. The formation of the arguments made in this book is based on the premise that, by criminalizing extramarital sex, the Indonesian government aims to, in part, crack down on the local prostitution industry to minimize any act of, child or not, sexual exploitation, prostitution and sex trafficking. The book presents how cracking down on the local or regional (i.e., Southeast Asian) prostitution industry cannot be accomplished by simply taking legislative actions. The book examines and analyses how sex work is socio-economically and institutionally constructed. This book presents the underlying unequal power of relations in Indonesian society that facilitates sexual exploitation, especially against disadvantaged children and women. The highlights of this book are the policymaking discourse on how local Indonesian policymakers should respond to such an unequal power of relations and the prevalence of sex work.
