In Dreams for Lesotho: Independence, Foreign Assistance, and Development, John Aerni-Flessner studies the post-independence emergence of Lesotho as an example of the uneven ways in which people experienced development at the end of colonialism in Africa. The book posits that development became the language through which Basotho (the people of Lesotho) conceived of the dream of independence, both before and after the 1966 transfer of power. While many studies of development have focused on the perspectives of funding governments and agencies, Aerni-Flessner approaches development as an African-driven process in Lesotho. The book examines why both political leaders and ordinary people put their faith in development, even when projects regularly failed to alleviate poverty. He argues that the potential promise of development helped make independence real for Africans. The book utilizes government archives in four countries, but also relies heavily on newspapers, oral histories, and the archives of multilateral organizations like the World Bank. Better targeting of the government’s resources, Public Financial Management reforms, and reorienting both expenditures and the role of government in the economy will be critical to achieve these goals.

The eTrade Readiness Assessment of Lesotho focuses on examining seven key policy areas that are most relevant for e-commerce. Within each area, critical readiness gaps are identified and relevant recommendations are proposed to overcome barriers and bottlenecks to the growth of digital trade. The Lesotho Rapid eTrade Readiness Assessment is the eighteenth such assessment conducted by UNCTAD since the launch of the Programme in 2017. Lesotho has experienced an impressive economic growth over the past decade, with the country experiencing a Compound Annual Growth Rate of 3.6 percent annually since 2007, with its real gross domestic product (GDP) per capita increasing by 25 percent in the last decade. This growth was largely supported by increased diamond exports and the country is looking at economic diversification in a handful of sectors, such as mining, quarrying, textiles, and apparel. In this context, e-commerce can have the potential to boost the country’s economic performance, and diversify sources of incomes, improving accessibility to customers, markets and trade information, all of which play a key role for development and graduation from the LDC category. Nevertheless, the conditions for success require the adoption of a series of fundamental reforms, such as having reliable and affordable infrastructure, the necessary legal and regulatory framework in place for payments, the appropriate solutions with regard to access to finance, and building the capacity to respond the needs of the digital economy.

Social protection has been recognized as a key strategy to address poverty, vulnerability and social exclusion in Lesotho. As a result, the Government, with support from UNICEF and the European Union, developed the Child Grants Programme (CGP), which provides unconditional cash transfers to poor and vulnerable households registered in the National Information System for Social Assistance (NISSA). The quantitative impact evaluation presented in this report seeks to document the welfare and economic impacts of CGP and SPRINGS on direct beneficiaries and assess whether combining the cash transfers with a package of rural development interventions can create positive synergies at both individual and household level, especially in relation to income generating activities and nutrition. This paper is being published in the context of a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) based in Bogotá, Colombia.

This report on food insecurity in urban Lesotho is the latest in a series on Southern African cities issued by AFSUN. Like the previous reports, it focuses on one city (Maseru) and on poor neighbourhoods and households in that city. More than 60% of poor households surveyed in Maseru were severely food insecure. While food price increases worsen food insecurity for poor households, it is poverty that weakens the resilience of society to absorb these increases. This report argues that Maseru residents face specific and interrelated challenges with respect to food and nutrition insecurity. These are poverty; limited local livelihood opportunities; and dependence on food imports. Among AFSUN’s recommendations are improved infrastructure as a fundamental pre-condition for meaningful development; the creation of livelihood opportunities within the food system; social safety nets designed in ways that promote economic growth and equity; and free movement of labour between Lesotho and South Africa, which would dramatically improve the incomes of many poor households. The Government of Lesotho and the Maseru Municipality and District can direct both aid and investment into an integrated food security strategy that prioritizes urban infrastructure, livelihoods, welfare and mobility. This takes political will, but the development and implementation of such a food security strategy is well within the reach of the country’s leaders.

Today, when so many countries share the same transboundary river basins, unilateral water management becomes extremely critical. Joint water management, on the other hand, faces many obstacles, because of states' interests in particular function of the water. Water is needed for drinking, household, irrigation, hydro-energy, fishing, navigation, tourism as well as many other purposes, and unfortunately, it cannot meet all needs simultaneously. The satisfaction of one need often impedes the others. In this regard, transboundary river basins often create challenges among states by leading them to negotiate in asymmetric relations.This book is an attempt to address the effectiveness of transboundary water management from a social and political perspective by offering new theoretical underpinnings to understand the success conditions in sharing transboundary water resources. The author focused in the work on three conditions, i.e. institutional conditions and country specific conditions, as well as conditions of regional integrity level and role of external actors. The proposed conditions were tested on two river basins i.e. the successful one in the example of Orange/Senqu river basin and unsuccessful one in the case of Naryn/Syrdarya river basin.
