Excerpt from Literature in New South Wales In the first place, it has not proved an easy matter to procure the necessary material. No collection, in the interest of the public, has yet been made of the widely scattered mass of books and papers which constitute our literature. Every one knows how rapidly these things are apt to disappear. Newspapers and magazines are thrown aside as soon as they are read. Books too often share the same fate. Thus it happens that, in the course of a few years, it becomes almost a hopeless task to recover these neglected treasures. However absurd it may seem to say so, it is nevertheless true that there is already a field for literary antiquarianism among us, and more than one antiquarian is vigorously at work. The collection made by the late Mr. Justice Wise, imperfect as it is, amply demonstrates this truth. Without the assistance of that collection, the facts gathered together in this work could never have been obtained. Much of our periodical literature has vanished. Portions of it may be found in dusty corners of public libraries, and other portions in the hands of private collectors. Were they thrown together, we should possess ample means for estimating our progress in letters, as well as a valuable source of information on our past history. It is to be hoped that this will be accomplished before it becomes too late to attempt it. The present edition of Panopticon versus New South Wales and other writings on Australia consists of fragmentary comments headed ‘New Wales’, dating from 1791; a compilation of material sent to William Wilberforce in August 1802; three ‘Letters to Lord Pelham’ and ‘A Plea for the Constitution’, written in 1802–3; and ‘Colonization Company Proposal’, written in August 1831, the majority of which is published here for the first time. These writings, with the exception of ‘Colonization Company Proposal’, are intimately linked with Bentham’s panopticon penitentiary scheme, which he regarded as an immeasurably superior alternative to criminal transportation, the prison hulks, and English gaols in terms of its effectiveness in achieving the ends of punishment. He argued, moreover, that there was no adequate legal basis for the authority exercised by the Governor of New South Wales. In contrast to his opposition to New South Wales, Bentham later composed ‘Colonization Company Proposal’ in support of a scheme proposed by the National Colonization Society to establish a colony of free settlers in southern Australia. He advocated the ‘vicinity-maximizing principle’, whereby plots of land would be sold in an orderly fashion radiating from the main settlement, and suggested that, within a few years, the government of the colony should be transformed into a representative democracy.

We read Australian literature, and were very much impressed by Australian writers and the picture they gave of their country. We traveled within the country from the coast to the Outback, saw koalas and kangaroos and wombats in the wlld, fossicked for gold, and flew to China, where we also lectured and visited the Summer Palace and the Great Wall during a time of great stress within that country. A later return to Australia showed a country much changed from the one we had first seen, but still a wonderful place.
