Gun control potential effects of nextday destruction of NICS background check records. by Anonim Pdf

The information about how the Federal Bureau of Investigation's (FBI) National Instant Criminal Background Check System (NICS) would be affected if records related to sales of firearms by licensed dealers were destroyed within 24 hours after the transfers were allowed to proceed. Under the Brady Handgun Violence Prevention Act, licensed dealers generally are not to transfer firearms to an individual until a NICS search determines that the transfer will not violate applicable federal or state law.2 For instance, persons prohibited by federal law from receiving a firearm include convicted felons, fugitives, unlawful drug users, and aliens illegally or unlawfully in the United States. However, if the background check is not completed within 3 business days, the dealer is not prohibited from transferring the firearm. Under current NICS regulations, records of "allowed" firearms sales can be retained for up to 90 days in a computer database (i.e., the NICS audit log) after which the records must be destroyed.2 The audit log contains information related to each background check requested by a licensed firearms dealer, including the NICS response (e.g., proceed or denied) and the history of all activity related to the transaction. According to the NICS regulations, information on allowed firearms sales is used only for purposes related to ensuring the proper operation of the system or conducting audits of the use of the system. Operational uses include evaluating system performance, identifying and resolving operational problems, generating statistical reports, and supporting the appeals process. System audits, in general, are designed to (1) monitor internal employee performance and adherence to established procedures and (2) discover misuse, e.g., unauthorized checks, or avoidance of the system.

Gun Violence and Prevention - Connections, Cultures, and Consequences by Jack Eller Pdf

People are dying or suffering all over the world from the plague of gun violence, and countries and entire regions are reeling from the damage, instability, and insecurity that gun violence causes. Taking a global perspective on the problem, and identifying correlates such as drug trafficking, gun trafficking, state failure, ethnic and political conflict, terrorism and war, and the consequent rise of personal fear and insecurity leading to more citizens arming themselves or hiring armed security forces, the chapters in this volume look far beyond the United States, which monopolizes public and scholarly attention, to include India, Latin America and the Caribbean, and Africa. The chapters explore and compare histories of, causes of, correlates of, and responses to gun violence across this broad region, predominantly in the Global South, identifying commonalities and differences in the character, incidence, and attempted prevention of gun violence. The volume aims to inform readers about gun violence in these often-overlooked places and to encourage intensified quantitative and qualitative research into the geographical and historical diversity of such violence and the steps taken by various countries to curb it. Only with a cross-cultural and transhistorical perspective can we hope to lower the personal and social cost that gun violence inflicts on populations around the globe.

Consequences: A Novel of Unlikely American Heroes by Tara J. Dacus Pdf

We are in the midst of several crises: climate, personal respect, honor, and manners, but none are more important in this day and time than the gun violence. Sandy Hook, Las Vegas, Charlotte, Dayton—the list goes horribly on as despondent, confused, and misguided males are shooting anonymous, perfectly innocent citizens in the name of bizarre, illogical motivations. Through this fog, my great friend, mentor, and past Rotary President Mrs. Tara Dacus has brought forth an insightful, penetrating, and easyto- read story that will make us all step back, take a breath, and consider what is the right thing to do. Tara, through an engaging story, is calling on us to use our natural intelligence and common sense to address the epidemic of violence that courses through our communities.

Gun Violence by Philip J. Cook,Jens Ludwig Pdf

100 billion dollars. That is the annual cost of gun violence in America according to the authors of this landmark study, a book destined to change the way Americans view the problem of gun-related violence. Until now researchers have assessed the burden imposed by gunshot injuries and deaths in terms of medical costs and lost productivity. Here, economists Philip Cook and Jens Ludwig widen the lens, developing a framework to calculate the full costs borne by Americans in a society where both gun violence and its ever-present threat mandate responses that touch every aspect of our lives. All of us, no matter where we reside or how we live, share the costs of gun violence. Whether waiting in line to pass through airport security or paying taxes for the protection of public officials; whether buying a transparent book bag for our children to meet their school's post-Columbine regulations or subsidizing an urban trauma center, the steps we take are many and the expenditures enormous. Cook and Ludwig reveal that investments in prevention, avoidance, and harm reduction, both public and private, constitute a far greater share of the gun-violence burden than previously recognized. They also employ extensive survey data to measure the subjective costs of living in a society where there is risk of being shot or losing a loved one or neighbor to gunfire. At the same time, they demonstrate that the problem of gun violence is not intractable. Their review of the available evidence suggests that there are both additional gun regulations and targeted law enforcement measures that will help. This urgently needed book documents for the first time how gun violence diminishes the quality of life for everyone in America. In doing so, it will move the debate over gun violence past symbolic politics to a direct engagement with the costs and benefits of policies that hold promise for reducing gun violence and may even pay for themselves.

Urban Gun Violence by Melvin Delgado Pdf

"Gun violence is a national threat and no more so than in the nation's urban communities, particularly taking its toll on people of color. Urban violence focused self-help organizations are vehicles for the dead to speak to us, and let us not forget that they once lived among us. These voices get captured and amplified through these organizations - their family become our family. The headlines their deaths created are not allowed to get relegated to history and continue to live giving meaning to a profound social justice cause. This book honors those who have died and continuing to give voice to their lives and preventing others from joining this chorus. The theme that we must forgive ourselves before we can forgive the offender is strong and pervasive among those who are survivors and engaged in self-help initiatives"--

Gun Politics in America [2 volumes] by Harry L. Wilson Pdf

Covering the history of firearms and gun control in America, this two-volume work presents original documents and helps readers understand these documents in relation to the social and political context in which they were written. Offering the most complete collection of primary documents on the subject of guns and gun politics, this two-volume set will give readers a comprehensive, unbiased understanding of the complex and often-surprising evolution of gun ownership, gun culture, and gun politics in the United States. This fascinating history is examined through approximately 150 primary source documents from the Colonial era to the present day. Each section opens with an informative headnote that provides important context for understanding the social and political milieu in which the document was created. The chronologically arranged set begins with Colonial laws regulating firearms, then proceeds through debates regarding the Second Amendment and laws that prohibited slaves from possessing guns. The use and regulation of firearms in the "Wild West" is explored, as is the era of Prohibition and organized crime in the 1930s. Later chapters cover the impact of 1960s-era racial and political violence and assassinations on gun laws and attitudes; the struggles over gun control and gun rights in the Reagan, Bush, and Clinton administrations; the increased clout of the NRA during the Bush administration; and the impact of events ranging from the Sandy Hook Massacre to the Supreme Court's District of Columbia v. Heller decision. Documents include laws, speeches, court decisions, Congressional debates, and more, giving college students and other interested readers the opportunity to evaluate each document—and each period—for themselves.

A Treatise on the Military Law of the United States by George Breckenridge Davis Pdf

Reprint of the final edition. Although the title leads one to expect a basic procedural manual, this book goes well beyond its stated purpose to offer a great deal of historical and jurisprudential information. Davis [1847-1914] examines the authority and sources of military law and its relation to civilian law. He also pays close attention to its debt to English military law and custom, some of it dating back to the middle ages. Davis [1847-1914] was Judge-Advocate General of the U.S. Army and Professor of Law at West Point.

Gun Control Policies in Latin America by Diego Sanjurjo Pdf

This book analyses the crucial role that guns play in the dynamics of extreme violence engulfing Latin America and the policies that are being implemented to confront it. Gun control is surprisingly not a prominent issue in most countries of the region, but this situation is rapidly changing as proliferation and violence dramatically increase. The book adopts an extended version of John Kingdon's influential Multiple Streams Framework to explore how gun control enters political agendas and why some countries act to end gun violence and others do not. In this effort, the Brazilian Disarmament Statute and the Uruguayan Responsible Firearm Ownership Law serve as in-depth case studies that exhibit the region’s heterogeneity and put Kingdon’s policy theory to the test. Gun Control Policies in Latin America is an essential reading for anyone interested in Latin American security and public policies.
