Climate change resulting from CO2 and other greenhouse gas emissions poses a huge threat to human welfare. To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.

How the objective of a resource-efficient low carbon economy is to be reached and how the transition is managed are the key issues addressed by this publication. The two main focuses are industrial policy and employment prospects on the road to a green economy that retains its industrial base. Any lasting recovery of the real economy will necessarily take the shape of a more resource-efficient production model. While we argue that only a more ambitious and comprehensive European climate policy framework would have a chance of delivering the broader 2050 climate targets, this does not mean that Europe has to give up its industrial base and its related competences. Several chapters of this book argue that the option of attaining a low-carbon economy through ‘deindustrialisation’ would prevent Europe from preserving its competitiveness and knowledge base, which are also essential for exploiting the potential of the emerging eco-industry. While decoupling economic growth from resource use is also possible with an industrial base that is more energy-and resource-efficient, this does require a fundamental shift in terms of how the economy is managed and how business decisions are made. Sustainable industrial and structural policies are needed also in order to ensure that this revolutionary process takes place in a socially balanced manner.

Europe and the global community are committed to a low-carbon future, a goal to be reached by mid-century. In 2009, the European Council set an objective to reduce EU-wide emissions of greenhouse gases (GHGs) to 80-95 % of the 1990 levels by 2050 (European Council, 2009). The electricity generating sector is at the heart of Europe's decarbonisation strategy and it is also the focus of this report. To date, power generation remains the largest GHG-emitting sector in Europe, being responsible for roughly one third of all energy-related GHG emissions and more than half of the verified emissions under the EU Emissions Trading Scheme (ETS) (EEA, 2015a; IEA, 2015). According to the European Commission's Energy Roadmap 2050, by mid-century, the currently available climate mitigation options can deliver a cost-effective decarbonisation of the power sector of 90-98 % compared with 2005 (EC, 2011c). To reach this goal, however, a fundamental change in the composition of Europe's electricity sector will be needed. With fossil fuels still contributing to roughly half of the electricity generated in Europe, moving away from a carbon‐intensive power supply over the next few decades will require a commitment to increase investment in clean technology, restructure the fossil fuel energy infrastructure and ensure a secure and affordable power supply. In this context, this report fills an important information gap by looking at: • the theoretical evolution of fossil fuel capacity by 2030 in the absence of strong drivers to counter present trends; • how this hypothetical evolution would fit in with the need to create a qualitatively different EU power sector by 2030 and beyond, in line with EU climate goals. The concept of 'lock-in' has been extensively used to study the effects of path dependencies and reinforcing effects in the context of transition studies. With regard to the energy system, lock-ins are usually understood as mechanisms inhibiting the diffusion and adoption of carbon-saving technologies (Klitkou, 2015; Frantzeskaki and Loorbach, 2010; Unruh, 2000). Throughout this report, the term 'lock-in' is used to refer to situations where the amount of fossil fuel capacity could exceed the levels that correspond to the EU's long-term decarbonisation objectives according to selected Energy Roadmap 2050 scenarios.
