This report presents a thorough analysis of drivers for decarbonization in different scenario studies. Selected baseline and emission reduction scenarios from a range of studies on the EU, including some EU member states, were analysed to generate insights into: Which decarbonization strategies exist? Which sectors already show a clear decarbonization strategy? In which sectors is the decarbonization strategy less obvious or clear as significantly different and mutually excluding strategies are researched? Are there sectors where decarbonization is particularly difficult and which are those? What issues have not been addressed in the existing scenarios so far? Besides a generic comparison a decomposition analysis was applied to these scenarios to identify key drivers for changes in emissions in the scenarios. The studies under consideration include at least one ambitious climate protection scenario, and provide a sufficient level of detail with regard to the quantitative results to allow for applying the framework of the analysis. In addition to an analysis of total energy-related CO2 emissions, this study analyses major energy-related sectors on the supply and demand side: electricity supply, industry, tertiary, residential and transport (where possible differentiated by passenger and freight). A comparison of findings and a synthesis along with a detailed data appendix complete the report.

How the objective of a resource-efficient low carbon economy is to be reached and how the transition is managed are the key issues addressed by this publication. The two main focuses are industrial policy and employment prospects on the road to a green economy that retains its industrial base. Any lasting recovery of the real economy will necessarily take the shape of a more resource-efficient production model. While we argue that only a more ambitious and comprehensive European climate policy framework would have a chance of delivering the broader 2050 climate targets, this does not mean that Europe has to give up its industrial base and its related competences. Several chapters of this book argue that the option of attaining a low-carbon economy through ‘deindustrialisation’ would prevent Europe from preserving its competitiveness and knowledge base, which are also essential for exploiting the potential of the emerging eco-industry. While decoupling economic growth from resource use is also possible with an industrial base that is more energy-and resource-efficient, this does require a fundamental shift in terms of how the economy is managed and how business decisions are made. Sustainable industrial and structural policies are needed also in order to ensure that this revolutionary process takes place in a socially balanced manner.

Frans H.J.M. Coenen is Associate Professor within the Faculty of Behavioural, Management and Social sciences of the University of Twente. Over the years, his research particular focused on local and regional sustainable development and capacity development for sustainable development. He takes a special interest in participation in sustainable development in relation to the quality of environmental decision-making. He is specialised in environmental policy planning and in public policy evaluation. At this moment, he is involved in several research projects in the field of renewable energy and the local energy transition. Thomas Hoppe holds a Master's degree in Public Administration specializing in Public Policy and Environmental Policy, and a PhD in Public Policy at the University of Twente. He is currently Associate Professor within the Faculty of Technology, Policy and Management at Delft University of Technology. His research line is about governance of energy transition in cities and regions, focusing on low carbon cities, policy and social innovation. This more specifically includes community energy and co-creation. Dr. Hoppe has been involved in multiple European Union research projects and has co-edited eight special issues in academic journals. He is chairman of the Platform of Social Innovation in the Energy Transition, and is in the Editorial Board of Energy, Sustainability and Society.

In diesem Zusammenhang wird die Low-Carbon Economy vorgestellt, bei der es sich um ein Wirtschaftssystem handelt, das auf der Grundlage von ambitionierten Klimaschutzzielen ein nachhaltiges Wirtschaftswachstum erzeugt, das höher ausfällt als die bisherigen europäischen Wachstumsprognosen. Abschließend werden die hier aufgestellten Aussagen und geforderten Maßnahmen kritisch betrachtet und auf die deutsche Energiewende übertragen. Die durch den Menschen verursachten Treibhausgasemissionen sind laut des Weltklimarates Hauptverursacher der globalen Erderwärmung. Neben den umweltökologischen Folgen entstehen durch den Klimawandel auch bedeutende volkswirtschaftliche Kosten. Besonders erwähnt sei hier der Stern Report der die Gesamtkosten und -risiken des Klimawandels, ohne weitergehende Maßnahmen des Klimaschutzes, auf einen Verlust von wenigstens 5% des globalen Bruttoinlandsprodukts jährlich berechnet. Aus diesen Gründen entstehen weltweite Klimaschutzabkommen mit dem Ziel, die Erderwärmung und ihre Folgen abzuschwächen. Auch die Europäische Union verabschiedete ein Richtlinien- und Zielpaket für den Klimaschutz um den weltweiten Temperaturanstieg auf 2 °C zu beschränken. Zielsetzung ist eine Verminderung der Treibhausgasemissionen um 20 % bei einem Anteil der erneuerbaren Energien von 20 % bis 2020. Die Studie „A New Growth Path for Europe“, die 2011 im Auftrag des „Bundesministerium für Umwelt, Naturschutz, Bau und Reaktorsicherheit“ veröffentlicht wurde, beschäftigt sich mit den ökonomischen Chancen, die durch Maßnahmen zum Klimaschutz und den europäischen Verpflichtungen bis 2020 im speziellen, entstehen.
