Complex and extensive civil engineering and construction megaprojects frequently attract societal attention due to nuisances, failures, budget overruns, time delays, citizens' resistance, and resigning politicians. This results in the "survival of the unfittest," where often it is not the best projects that are built, but the most misrepresented ones.
