Making Policy Move by Clarke, John,Bainton, Dave,Noémi Lendvai,Paul Stubbs Pdf
Responding to the increasing interest in the movement of policies between places, sites, and settings, this timely book presents an alternative to critical approaches that center on ideas of policy transfer, dissemination, or learning. With profound implications for policy studies, contributors instead treat policy's movement as an active process of translation, in which policies are interpreted, inflected, and reworked as they change location. Mixing collectively written chapters with individual case studies of policies and practices, this book provides an exciting, accessible, and novel analytical and methodological foundation for rethinking policy studies through translation.

Public Policy and the Two States of Kansas by H. George Frederickson Pdf
The authors survey general revenue and demographic issues and then analyze the five policy areas--education, corrections, transportation, welfare, and health--that consume 84.3% of the state budget and that, in terms of both cost and controversy, rank highest on the state's policy agenda. Emerging from this analysis is the disturbing consensus that Kansas is an increasingly divided state: one urban, younger, and wealthier; the other rural, older, and poorer.

No Child Left Behind and the Transformation of Federal Education Policy, 1965-2005 by Patrick J. McGuinn Pdf
Education is intimately connected to many of the most important and contentious questions confronting American society, from race to jobs to taxes, and the competitive pressures of the global economy have only enhanced its significance. Elementary and secondary schooling has long been the province of state and local governments; but when George W. Bush signed into law the No Child Left Behind Act in 2002, it signaled an unprecedented expansion of the federal role in public education. This book provides the first balanced, in-depth analysis of how No Child Left Behind (NCLB) became law. Patrick McGuinn, a political scientist with hands-on experience in secondary education, explains how this happened despite the country's long history of decentralized school governance and the longstanding opposition of both liberals and conservatives to an active, reform-oriented federal role in schools. His book provides the essential political context for understanding NCLB, the controversies surrounding its implementation, and forthcoming debates over its reauthorization. how the struggle to define the federal role in school reform took center stage in debates over the appropriate role of the government in promoting opportunity and social welfare. He places the evolution of the federal role in schools within the context of broader institutional, ideological, and political changes that have swept the nation since the 1965 Elementary and Secondary Education Act, chronicles the concerns raised by the 1983 report A Nation at Risk, and shows how education became a major campaign issue for both parties in the 1990s. McGuinn argues that the emergence of swing issues such as education can facilitate major policy change even as they influence the direction of wider political debates and partisan conflict. McGuinn traces the Republican shift from seeking to eliminate the U.S. Department of Education to embracing federal leadership in school reform, then details the negotiations over NCLB, the forces that shaped its final provisions, and the ways in which the law constitutes a new federal education policy regime - against which states have now begun to rebel. and that only by understanding the unique dynamics of national education politics will reformers be able to craft a more effective national role in school reform.
Challenging the Growth Machine by Barbara Ferman Pdf
Economic development and urban growth are the contested grounds of urban politics. Business elites and politicians tend to forge "pro-growth" coalitions centered around downtown development while progressive and neighborhood activists counter with a more balanced approach that features a strong neighborhood component. Urban politics is often shaped by this conflict, which has intellectual as well as practical dimensions. In some cities, neighborhood interests have triumphed; in others, the pro-growth agenda has prevailed. In this illuminating comparative study, Barbara Ferman demonstrates why neighborhood challenges to pro-growth politics were much more successful in Pittsburgh than they were in Chicago. Operating largely in the civic arena, Pittsburgh's neighborhood groups encountered a political culture and institutional structure conducive to empowering neighborhood progressivism in housing and economic development policymaking. In contrast, the pro-growth agenda in Chicago was challenged in the electoral arena, which was dominated by machine, ward-based politicians who regarded any independent neighborhood organizing as a threat. Consequently, neighborhood demands for policymaking input were usually thwarted. Besides revealing why the development policies of two important American cities diverged, Ferman's unique comparative approach to this issue significantly expands the scope of urban analysis. Among other things, it provides the first serious study to incorporate the civic sector-neighborhood politics-as an important component of urban regimes. Ferman also emphasizes institutional and cultural factors-often ignored or relegated to residual roles in other studies-and expounds on their influence in shaping local politics and policy. To add an analytical and normative dimension to urban analysis, she focuses on the "non-elite" actors, not just the economic and political elites who compose governing coalitions. Ultimately, Ferman takes a more holistic and balanced view of large cities than is typical for urban studies as she argues that neighborhoods are an important, integral part of what cities are and can be. For that reason especially, her work will have a profound impact upon our understanding of urban politics.
Policy Transfer and British Social Policy by David P. Dolowitz Pdf
Develops and uses a model of policy transfer to illustrate how many of the recent changes in British public policy can be traced directly to the process of policy transfer, particularly that between the US and Britain. Introduces and illustrates concepts of policy transfer through a selection of case studies, demonstrating its role in the development of particular policy areas, each of which involve different processes, actors, and implications. Each study also reveals problems of adapting "foreign" models to their new settings. Dolowitz teaches public and social policy at the University of Liverpool. Distributed by Taylor and Francis.
