Making Surveillance States: Transnational Histories opens up new and exciting perspectives on how systems of state surveillance developed over the nineteenth and twentieth centuries. Taking a transnational approach, the book challenges us to rethink the presumed novelty of contemporary surveillance practices, while developing critical analyses of the ways in which state surveillance has profoundly shaped the emergence of contemporary societies. Contributors engage with a range of surveillance practices, including medical and disease surveillance, systems of documentation and identification, and policing and security. These approaches enable us to understand how surveillance has underpinned the emergence of modern states, sustained systems of state security, enabled practices of colonial rule, perpetuated racist and gendered forms of identification and classification, regulated and policed migration, shaped the eugenically inflected medicalization of disability and sexuality, and contained dissent. While surveillance is thus bound up with complex relations of power, it is also contested. Emerging from the book is a sense of how state actors understood and legitimized their own surveillance practices, as well as how these practices have been implemented in different times and places. At the same time, contributors explore the myriad ways in which these systems of surveillance have been resisted, challenged, and subverted.

This book provides the first comparative treatment of the roles of informal ad hoc groupings of states within selected conflict settings and their effects on governance in and out of the UN Security Council.Since the 1990s, informal institutions such as groups of friends, and contact or core groups have proliferated as instruments for the management of risk and conflict due to the increasing demands on the UN Security Council to adapt to the new post-cold war security environment. The perception of both the capacity and limits of the Security Council has had a catalytic effect on the creation of these ad hoc mechanisms. The substance of conflict resolution and the process of itslegitimation tend to become increasingly detached, with the former being delegated to informal groups or coalition of states, while the Security Council provides the latter. The successful merger of right process and substantive outcome may strengthen the legitimacy of the Council and make actions taken by informalinstitutions more acceptable.This book seeks to establish the importance of informal ad hoc groupings of states in the making of peace. The dynamics between informal institutions and the Security Council are closely examined in the context of conflict resolution in Namibia, El Salvador, and Kosovo. The study illustrates the changing role of the Council in the maintenance of international peace and security. The decentralization of tasks to informal groups allows the achievement of policy goals that would beunattainable in the centralized setting of formal international organizations. In effect, informal institutions are agents of incremental change.

United States-Africa relations have experienced four major cycles. The first cycle was during the Cold War(1960-1990). During this period, the U.S. developed a one-sided relationship with various African states in which the latter served as "foot soldiers" for the U.S. in its competition with the Soviet Union for global domination. Among other things, the various client African states provided the U.S. with access to airfields, deep water ports and sites for the establishment of various intelligence gathering facilities. In addition, the U.S. used various groups like UNITA led by Jonas Savimbi in Angola to undermine and fight pro-Soviet regimes on the continent. The second cycle of the relationship covered the period 1991-1998. During this time, the U.S. scaled down its security activities in Africa. The major reason was that with the end of the Cold War Africa(with few exceptions like Egypt) was no longer a major front for the promotion of U.S. Security interests. The third cycle commenced in 1998 and ended in 2001. This period was characterized by the U.S.’ search for an approach to frame its security relations with Africa. In this vein, the U.S. undertook various military-security initiatives . The fourth cycle began after the 9/11 terrorist attacks against the American homeland. Since then, the U.S. has expanded the scope of its security relations with Africa, as reflected in the establishment of various initiatives and programs. At the core is the prosecution of the American "war on terror." Against this backdrop, this book examines some of the major dimensions of the U.S.’ security relations with Africa, including American security interests on the continent, the "war on terror," AFRICOM, and military cooperation. Using the book’s integrative theoretical framework, each of the chapters in the volume examines the various factors that shape the issue of focus.
