This Palgrave Pivot examines why racialism is so persistent and the challenges it poses to the functioning of democracy and the attainment of national integration. It introduces an evolutionary psychology framework, which explains human innate potential to identify with and defend one’s group, but argues that racial dislike and conflicts are provoked by racial ideologies and the politics of ethnicity. By comparing the politics of race in a number of countries, including Malaysia and the United States, this book argues that attachment to one’s ethnic and religious identities does not hinder ethnic harmony. Founded in Singapore in 1893, the Straits Philosophical Society was a society for the “critical discussion of questions in Philosophy, History, Theology, Literature, Science and Art”. Its membership was restricted to graduates of British and European universities, fellows of British or European learned societies and those with “distinguished merit in the opinion of the Society in any branch of knowledge”. Its closed-door meetings were an important gathering place for the educated elite of the colony, comprising colonial civil servants, soldiers, missionaries, businessmen, as well as prominent Straits Chinese members. Notable members included the botanist Henry Ridley, the missionary W.G. Shellabear and Straits Chinese reformers like Lim Boon Keng and Tan Teck Soon. Throughout its years of operation, the Society left behind a collection of papers presented by its members, the vast majority of which conformed to the Society’s founding rule that its geographical position should influence its work. This produced a large corpus of literature on colonial Malaya which provides important insights into the logic and dynamics of colonial thought in the period before the First World War. In reproducing a collection of these papers this volume highlights the role of the Society in the development of ideas of race, Malayness, colonial modernization, urban government and debates over the political and socio-economic future of the colony. In late February 2020, the Mahathir Mohamad-led Pakatan Harapan (Harapan, or Pact of Hope) government ended abruptly. Amidst ensuing confusion, Muhyiddin Yassin led defecting Harapan Members of Parliament, joined by UMNO and PAS, in an ad hoc Perikatan Nasional (PN, or National Alliance) coalition to form a 'backdoor government'. The PN protagonists cast themselves as a 'Malay-Muslim front' for preserving Malay dominance. Yet they unwittingly exposed the parlous state of their 'Malay politics', as shown by an absence of 'Malay unity', strongly contested claims to represent the Malays, intense party factionalism, and subverted leadership transitions. The parlousness of Malay politics emerged from the failure of the Malay political class to meet many challenges between 1997 and 2018. As the New Economic Policy and Vision 2020 political orders shed their combined twenty-five-year hegemony, Malay politics could not recover its declining popular support and legitimacy, or craft a fresh, broadly supported settlement. The present is an unsettled conjuncture: the old order is passing while Harapan's experimental regime has been subverted. Yet Malay politics is unable to reform or tackle current issues authoritatively. Instead Malay politics has turned inwards and precipitated a disorder of the political system.

The 15th general election (GE15) in Malaysia produced surprising results. The conservative coalition of PN emerged as the dark horse of the election, overtaking the longest-ruling coalition, BN, by a significant margin. The two largest coalitions post-GE15, PH and PN, represent ideological opposites, which may spell a polarized future for Malaysian youths. This paper intends to understand what happened to the youth votes and provide possible hypotheses for future trends. In West Malaysia, constituencies with a larger share of young voters (under 30 years old) registered a higher voter turnout rate. A majority of seats with 30 per cent or more of voters under 30 years old (considered “young” seats) were won by PN, followed by PH, and thirdly BN. This demonstrated PN’s relatively stronger hold on young seats in GE15. Discrepancies between pre-GE15 survey findings and actual results could be explained by the Shy PN factor—or PN-leaning voters’ reticence towards revealing their preference—and a swing from BN to PN. Of all voter groups, PN voters have shown the highest loyalty and affinity to their coalition of choice, largely led by PAS voters. This is followed by PH and then BN, where the latter has shown the lowest support durability and the highest likelihood of swing. Unsurprisingly, voters from the opposite ends of the ideological spectrum of PN and PH share a high degree of coldness towards each other, implying that a middle ground will be hard to reach between the two voter groups. Increasingly, a clean and Islamic government would become a feature that Malay youth voters would favour. PN currently fits this trend the best, although this may change depending on the political climate. BN had over the years lost its clean government credentials, especially with the criminal charges against its party leaders, whereas PH continues to struggle in shedding its image as being dominated by the Chinese community. PN and PH voters were almost equal in passive forms of political engagement such as following political news. However, PN consistently ranked higher in active political engagement and belief that their vote matters, which was probably what translated into a marginally higher voter turnout rate. Under all circumstances, BN voters were the least engaged, either actively or passively. In GE15, seats won by PN had a consistently higher median voter turnout rate than non-PN seats.

The election on 9 May 2018 ended six decades of rule by the ruling coalition in Malaysia (Barisan Nasional or BN, formerly the Alliance). Despite this result, the BN’s longevity and resilience to competition is remarkable. This book explores the mechanisms behind the emergence, endurance, fight for survival and decline of the party’s dominance. Using a systematic analysis of key resources (budgets, posts, and seats), Washida challenges the conventional argument that a punitive threat to exclude opposition supporters from distributive benefits sustained the loyalty of the masses as well as the elites. He also calls into question whether the mere existence of party organization in and of itself enables leaders to credibly commit to power-sharing. Instead he posits a theory of mobilization agency, in which a party leader needs to design an effective incentive mechanism. In addition, he explains how the BN had manufactured legislative dominance by tactical gerrymandering and malapportionment. The insights drawn from the Malaysian case can help deepen our understanding of the rise and fall of authoritarian parties and distributive politics in general.

The victory of the Pakatan Harapan (PH), or the Alliance of Hope on May 9, 2018 in the Malaysian 14th General Election (GE14) was not just stunning, but historic. Moreover, the second comeback of Tun Dr. Mahathir Mohamad as the seventh Prime Minister of Malaysia was indeed impressive. The results of the GE14 were clearly against the tide as many political pundits and analysts had predicted a win for the Barisan Nasional (BN) coalition with differences only in matters of margins. Similar to Malaysia’s 13th General Election (GE13), which was held on May 5, 2013, the main issue in the GE14 was also about the economy. The rise in cost of living was perhaps the mother of all issues which caused the downfall of the BN government for the first time since independence. Other crucial economic issues centered on alleged corruption practices and manifested through the 1Malaysia Development Berhad (1MDB) saga. As a new federal power for 22 months, the PH government had a daunting task not just to address economic issues mentioned above, but also the other alleged economic problems which they had highlighted in their election manifesto. On top of that, the PH government had the responsibility to maintain, if not to improve further what the BN government had done to the Malaysian economy in the past, of which World Bank economists described as a success story, “a very strong economy” and “growing towards a high-income.” Post-GE14, what is the state of the Malaysian economy and its direction? What are lessons that can be learned from the PH economic management? And with the Perikatan Nasional (PN) government succeeding the federal power in March 2020 in the midst of the Covid-19 pandemic, what are the pressing issues and what needs to be done moving forward especially in the context of the economic challenges arising from the pandemic and post-Covid-19 era? How can we conceive of kinship and sociality in the rapidly transforming uplands of mainland Southeast Asia? How to write about kinship in a way that neither falls into the trap of taking for granted kinship phenomena nor ignores the body of knowledge from earlier research? This in-depth study uses its rich findings from extensive fieldwork among the Khmu, upland dwellers of northern Laos, to bridge the divide between classical ethnography and modern approaches to kinship studies. She highlights that not only the beginning of life but also its ending deserves our attention when considering the relevance of kinship. Indeed, to a considerable extent, living kinship is about death. The context of kinship and sociality among the Khmu is significant here, these being framed by ties of matrilateral cross-cousin marriage and patrilineal descent - concepts on which this study casts new light.
