The Conservation and Management of Shared Fish Stocks by Gordon Ross Munro,Annick Van Houtte,Rolf Willmann,Food and Agriculture Organization of the United Nations Pdf

The effective management of shared fish stocks stands as one of the great challenges towards achieving long-term sustainable fisheries. These resources account for as much as one-third of world marine capture fishery harvests. This paper explores the legal and economic aspects of the management of each of the several different categories of shared stocks, namely transboundary, highly migratory, straddling and discrete high seas stocks. The economics of the issue point to the conclusion that, with few exceptions, effective cooperation between and among states is a fundamental prerequisite for sustainable resource management.

This report presents the findings of the meeting held in recognition of the fact that the management of shared fishery resources remains one of the great challenges towards achieving long-term sustainable fisheries. Issues considered included the management of transboundary fish stock and straddling fish stocks in the relation to international law. The meeting sought to act as a neutral constructive forum in which options and their implications could be reviewed, rather than to prescribe solutions.

The Economics and Management of World Fisheries by Trond Bjørndal,Gordon Munro Pdf

Over the past several decades there has been increasing interest in, and concern about, the economics of the world's capture fishery resources. Massive amounts of resource rent are being lost because of inadequate management and major rebuilding of fishery resources is called for. This book draws together the latest economic theory of the management of these resources, at both the national and the international levels, and highlights areas where further research is urgently required. The emphasis is on world capture fisheries, rather than fisheries of specific regions, and examples are drawn upon from both developed and developing countries. It combines economic theory and empirical testing with an examination and analysis of resource policy options, with particular emphasis on fisheries management polices at the international level, where some of the most difficult resource management problems are found. The authors maintain that capture fishery resources are properly viewed as a part of society's portfolio of natural capital assets. Consequently, a central theme of the book is that managing such resources should be viewed as asset management through time. Written by two leading authorities, this accessible textbook has been specially developed to meet the needs of students taking courses on fisheries management as well as professionals working in this area for governments and international organisations.

Some Problems of the Management of Shared Stocks by J. A. Gulland,Food and Agriculture Organization of the United Nations Pdf

The paper discusses the problems facing countries when managing stocks of fish that move between their EEZs and the EEZs of adjacent countries, or onto the high seas. The action needed depends on the pattern of movement of the stocks. The different patterns of movement are discussed; they vary from small local dispersions in which only a small proportion of the stock cross boundaries between national EEZs to long migrations in which virtually all the stock may move from one EEZ to another. Collaboration between countries in research on shared stocks is always beneficial, and should not raise any serious problem. Collaboration in choosing and implementing management measures can be more difficult. The problems raised, and the nature of collaboration required to achieve effective management are discussed in relation to the different patterns of movement.

Fishery Co-Management by Robert S. Pomeroy,Rebecca Rivera-Guieb Pdf

During the last decade, there has been a shift in the governance and management of fisheries to a broaderapproach that recognizes the participation of fishers, local stewardship, and shared decision-making.Through this process, fishers are empowered to become active members of the management team, balancing rights and responsibilities, and working in partnership with government. This approach iscalled co-management.This handbook describes the process of community-based co-management from its beginning, throughimplementation, to turnover to the community. It provides ideas, methods, techniques, activities, checklists, examples, questions and indicators for the planning and implementing of a process of community-basedco-management. It focuses on small-scale fisheries (freshwater, floodplain, estuarine, or marine) indeveloping countries, but is also relevant to small-scale fisheries in developed countries and to themanagement of other coastal resources (such as coral reefs, mangroves, sea grass, and wetlands). Thishandbook will be of significant interest to resource managers, practitioners, academics and students ofsmall-scale fisheries.

Sharing the Fish by National Research Council,Commission on Geosciences, Environment, and Resources,Ocean Studies Board,Committee to Review Individual Fishing Quotas Pdf

Most U.S. fish stocks are fully or over-exploited, and harvesting in many fisheries far exceeds sustainable levels. The individual fishing quota (IFQ) is a relatively new instrument under which harvesting privileges are allocated to individual fishermenâ€"innovative yet controversial for its feared effect on fishing communities and individual fishermen. Based on testimony from fishermen, regulators, environmentalists, and others, Sharing the Fish explores how IFQs might address the serious social, economic, and biologic issues raised by depleted fish stocks. In their approach to a national policy on IFQs, the panel makes direct recommendations to Congress, the Secretary of Commerce, the National Marine Fisheries Service, regional fishery management councils, state authorities, and others. This book provides definitions and examples, reviews legislation and regulations, and includes lessons learned from fisheries on the U.S. East Coast and in Alaska, and in Iceland, New Zealand, and other nations. The committee discusses the public trust doctrine, management of common-pool resources, alternative and complementary approaches to the IFQ, and more. Sharing the Fish provides straightforward answers that will be important to fishery policymakers and regulators, natural resource economists, fishery managers, environmental advocates, and concerned fishermen and their communities.

Improving Fish Stock Assessments by Committee on Fish Stock Assessment Methods,Commission on Geosciences, Environment and Resources,Ocean Studies Board,Division on Earth and Life Studies,National Research Council Pdf

Ocean harvests have plateaued worldwide and many important commercial stocks have been depleted. This has caused great concern among scientists, fishery managers, the fishing community, and the public. This book evaluates the major models used for estimating the size and structure of marine fish populations (stock assessments) and changes in populations over time. It demonstrates how problems that may occur in fisheries data--for example underreporting or changes in the likelihood that fish can be caught with a given type of gear--can seriously degrade the quality of stock assessments. The volume makes recommendations for means to improve stock assessments and their use in fishery management.

Fisheries, Quota Management and Quota Transfer by Gordon M. Winder Pdf

This volume examines the impact of fish stock assessment and catch share arrangements in context through case studies and in terms of ecosystem, economy and society. It examines the rationalizing work of bio-economic projects, especially the institutionalization of individual transferable quota (ITQ) in fisheries: what impact have they had on fisheries and fishers? The contributing authors understand ITQ and quota management as bio-economic projects, that is, as widely deployed but locally constituted projects that combine biological and economic logics to rationalize production and, in this case, fish. Politicians and managers use these projects and the models that justify them to rationalize fisheries in favor of modern technology and for capital and species efficiency. Aimed at a diverse interdisciplinary fisheries management readership, and designed as a guide to issues emerging in any assessment of ITQ, the book is a timely investigation of the origins and diverse experiences of ITQ projects, including resistance to them, attempts to develop fisheries management around them, and experiences of the risks that come with them. Now around forty years old, ITQ has never been subject to the kind of comprehensive sustainability assessments once advocated by Elinor Ostrom, let alone the full-cost accounting of impacts at the national level that Evelyn Pinkerton recently called for. Fisheries, Quota Management and Quota Transfer offers multi-disciplinary assessments of the effects of ITQ from scholars working in eight countries. The book brings together scholars from anthropology, economics, geography, sociology, the history of science, and marine environmental history to discuss experiences from fisheries in eight industrialized countries. It considers cases from outside as well as inside the EU, including ITQ pioneers, New Zealand and Iceland. The combination allows for an unprecedented international perspective on stock assessments and share allocation systems. By emphasizing emerging, becoming, learning and transforming through knowledge, the book conceives technology as a field of power and choice, nevertheless dominated by managers through specific projects in specific contexts. Individual chapters relate bio-economic projects to separate theoretical literature, an approach that facilitates multi-disciplinary dialog.

Life Below Water by Walter Leal Filho,Anabela Marisa Azul,Luciana Brandli,Amanda Lange Salvia,Tony Wall Pdf

The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. It encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume is dedicated to SDG 14 “Conserve and sustainably use the oceans, seas and marine resources for sustainable development". Marine and coastal bio-resources, play an essential role in human well-being and social and economic development. This volume addresses this sustainability challenge providing the description of a range of terms, which allows a better understanding and fosters knowledge about it. Concretely, the defined targets are: Prevent and significantly reduce marine pollution of all kinds, in particular from land-based activities, including marine debris and nutrient pollution Sustainably manage and protect marine and coastal ecosystems to avoid significant adverse impacts, including by strengthening their resilience, and take action for their restoration in order to achieve healthy and productive oceans Minimize and address the impacts of ocean acidification, including through enhanced scientific cooperation at all levels Effectively regulate harvesting and end overfishing, illegal, unreported and unregulated fishing and destructive fishing practices and implement science-based management plans, in order to restore fish stocks in the shortest time feasible, at least to levels that can produce maximum sustainable yield as determined by their biological characteristics Conserve at least 10 per cent of coastal and marine areas, consistent with national and international law and based on the best available scientific information Prohibit certain forms of fisheries subsidies which contribute to overcapacity and overfishing, eliminate subsidies that contribute to illegal, unreported and unregulated fishing and refrain from introducing new such subsidies, recognizing that appropriate and effective special and differential treatment for developing and least developed countries should be an integral part of the World Trade Organization fisheries subsidies negotiation 16 Increase the economic benefits to small island developing states and least developed countries from the sustainable use of marine resources, including through sustainable management of fisheries, aquaculture and tourism Increase scientific knowledge, develop research capacity and transfer marine technology, taking into account the Intergovernmental Oceanographic Commission Criteria and Guidelines on the Transfer of Marine Technology, in order to improve ocean health and to enhance the contribution of marine biodiversity to the development of developing countries, in particular small island developing states and least developed countries Provide access for small-scale artisanal fishers to marine resources and markets Enhance the conservation and sustainable use of oceans and their resources by implementing international law as reflected in the United Nations Convention on the Law of the Sea, which provides the legal framework for the conservation and sustainable use of oceans and their resources, as recalled in paragraph 158 of “The future we want” Editorial Board Ulisses M.
