In this study, salinization is regarded as the outcome of an institutional arrangement which impedes the effective implementation of well-known and well-established control measures be they technical, managerial or economic. In public irrigation systems neither the management units nor the farmers are offered any incentives towards the control of high groundwater levels and salinization if the management units are embedded in a highly centralized non-market institutional setting. The problem of salinity in reclaimed water is growing as more utilities choose to use reclaimed water for irrigation and other purposes. This project is the first comprehensive look at this problem on a national level. The project conducted literature reviews on the sources of salinity to municipal wastewater and on constraints to using reclaimed water, conducted two surveys of utilities that reclaim water, and summarized regulations regarding reclaimed water. Salt balances were developed for sewersheds in five case study utilities integrating extensive field sampling, a household survey, and a newly developed model, Water Quality (WQ) Analyst. Finally, the net annualized cost of potential salinity mitigation practices was determined using an economics model. CD included with full Appendices.

The importance of irrigation in the world's agriculture is rapidly increasing. Although it is practised on a large scale mainly in arid and semi-arid zones, supplementary irrigation is becoming popular in semi-humid regions as well. The record of irrigation speaks for itself in terms of increased crop production. However, the question remains as to how permanent the achievement may be. Judging from history, it seems that irrigation eventually failed in many regions because the knowledge and technology available to society at the time were incapable of coping with the problems created. Undoubtedly soil salinity is the most prevalent and widespread problem limiting crop productivity in irrigated agriculture. It has, therefore, attracted the attention of the scientific community since the advent of modern agronomic research. Through the past six to seven decades a considerable body of information has been accumulated, which has promoted the understanding of the principles involved and helped to develop the technology for coping with the problems. Our present knowledge, if judiciously applied, is adequate for coping with many of the salinity problems resulting from mismanagement of irrigation and drainage. But for this knowledge to be used, it has to be generally known and understood and be re-examined from time to time.

The role of soils for achieving the Sustainable Development Goals is multifarious. Soils are the essential basis for food and biomass provision in support of food security (SDG 2) and energy security (SDG 7). Soil carbon sequestration is paramount for climate action (SDG 13). Soil-mediated water purification and retention, nutrient and matter cycling, and soils habitat functions are essential for maintaining ecosystem services and biodiversity (SDG 15). Healthy soils perform well in all these functions simultaneously. However, the globally increasing demand for food, fiber, and bio-based products poses massive challenges to soil health. Minimizing trade-offs between biomass production and soil health requires systemic approaches to assessment and governance of sustainable soil management in agriculture and food systems. It provides interdisciplinary insights into key questions: What are the impacts of agricultural management practices on sustainability targets in specific geophysical and socio-economic contexts? What are the opportunities and risks of future trends such as climate change, digitalization, and emerging technologies for soil management and soil health? How can institutions and governance instruments be improved to enable decision makers to take action on sustainable soil management?
