Managing the Commanding Heights by Forrest D. Colburn Pdf

Revolutions have often occurred in poor countries. Although triumphant revolutionaries may lack the resources to assume complete responsibility for their country’s economy, they do tend to nationalize what Lenin called the “commanding heights”—those enterprises that meet the strategic needs of the polity. How these enterprises are administered is consequential, and at times decisive, for the course of revolutionary change. In Managing the Commanding Heights, Forrest D. Colburn explores the Sandinistas’ management of Nicaragua’s state enterprises, with an emphasis on the critical agrarian sector. Central to the book are three lively and instructive case studies that provide a penetrating glimpse into life in post-revolutionary Nicaragua. In analyzing these cases, Colburn explains the intentions of the Sandinista elite and links them with choices made at individual enterprises. Colburn argues that state enterprises have been politically useful but economically unsuccessful. Even with the unseen political advantages of state enterprises, the pronounced financial losses of nationalized farms and factories exacerbate the economic—and ultimately political—vulnerability of a regime already weakened by counterrevolution. The evidence demonstrates trenchant limitations to a revolutionary state’s capacity to improve popular welfare. State capacity is undermined by multiple factors: international constraints on the autonomy of post-revolutionary regimes, sheer poverty, the unintended but inevitable political manipulation of the economy, the lack of managerial ability among even well-intentioned elites, and a revolutionary mentalité that erodes rationality. These same difficulties have bedeviled other post-revolutionary regimes, notably those in Africa. Managing the Commanding Heights is essential reading for anyone interested in the dynamics of revolutionary regimes and the possibilities for radical change in poor countries. Public Enterprise Management And Privatisation by Laxmi Narain Pdf

A number of public enterprise (PE) executives have long felt the need for a book which would provide necessary information and analysis of various dimensions of PE management and privatisation. The book provides at one place, a precise and authoritative account of the concept, policy, and analysis of major issues confronting PEs. Public ownership per se does not make PE performance sub-optimal. The operation of the Government system, of which PE is a sub-system, has not been conducive to performance. During the last six decades, inadequate political will and vested interests have come in the way of freeing PEs from excessive and throttling controls, and demoralising accountability. Not letting the managers manage with the freedom required in the liberalised and globalised set-up is the problem. The multifarious and complex managerial problems of PEs, which get compounded by faltering moves towards privatisation, cannot be wished away. These have been considered in the book at some length. The book, first published in 1980, continues to be a standard work on the subject. This latest edition has been revised by Dr. R.K.Mishra, Director, Institute of Public Enterprise,Hyderabad.

The European Council and European Governance by François Foret,Yann-Sven Rittelmeyer Pdf

In recent years, the failure of the constitutional process, the difficult ratification and implementation of the Lisbon Treaty, as well as the several crises affecting Europe have revitalized the debate on the nature of the European polity and the balance of powers in Brussels. This book explains the redistribution of power in the post-Lisbon EU with a focus on the European Council. Reform of institutions and the creation of new political functions at the top of the European Union have raised fresh questions about leadership and accountability. This book argues that the European Union exhibits a political order with hierarchies, mechanisms of domination and legitimating narratives. As such, it can be understood by analysing what happens at its summit. Taking the European Council as the nexus of European political governance, contributors consider council and rotating presidencies' co-operation, rivalry and opposition. The book combines approaches through events, processes and political structures, issues and the biographical trajectories of actors and explores how the founding compromise of European integration between sovereignty and supranationality is affected by the evolving nature of this new European political model which aims to combine cooperation and integration. The European Council and European Governance will be of strong interest to students and scholars of European studies, political science, political sociology, public policy and international relations.

The Third Pillar by Raghuram Rajan Pdf

Shortlisted for the Financial Times/McKinsey Business Book of the Year Award From one of the most important economic thinkers of our time, a brilliant and far-seeing analysis of the current populist backlash against globalization. Raghuram Rajan, distinguished University of Chicago professor, former IMF chief economist, head of India's central bank, and author of the 2010 FT-Goldman-Sachs Book of the Year Fault Lines, has an unparalleled vantage point onto the social and economic consequences of globalization and their ultimate effect on our politics. In The Third Pillar he offers up a magnificent big-picture framework for understanding how these three forces--the state, markets, and our communities--interact, why things begin to break down, and how we can find our way back to a more secure and stable plane. The "third pillar" of the title is the community we live in. Economists all too often understand their field as the relationship between markets and the state, and they leave squishy social issues for other people. That's not just myopic, Rajan argues; it's dangerous. All economics is actually socioeconomics - all markets are embedded in a web of human relations, values and norms. As he shows, throughout history, technological phase shifts have ripped the market out of those old webs and led to violent backlashes, and to what we now call populism. Eventually, a new equilibrium is reached, but it can be ugly and messy, especially if done wrong. Right now, we're doing it wrong. As markets scale up, the state scales up with it, concentrating economic and political power in flourishing central hubs and leaving the periphery to decompose, figuratively and even literally. Instead, Rajan offers a way to rethink the relationship between the market and civil society and argues for a return to strengthening and empowering local communities as an antidote to growing despair and unrest. Rajan is not a doctrinaire conservative, so his ultimate argument that decision-making has to be devolved to the grass roots or our democracy will continue to wither, is sure to be provocative. But even setting aside its solutions, The Third Pillar is a masterpiece of explication, a book that will be a classic of its kind for its offering of a wise, authoritative and humane explanation of the forces that have wrought such a sea change in our lives.

The Prize by Daniel Yergin Pdf

The Prize recounts the panoramic history of oil -- and the struggle for wealth power that has always surrounded oil. This struggle has shaken the world economy, dictated the outcome of wars, and transformed the destiny of men and nations. The Prize is as much a history of the twentieth century as of the oil industry itself. The canvas of this history is enormous -- from the drilling of the first well in Pennsylvania through two great world wars to the Iraqi invasion of Kuwait and Operation Desert Storm. The cast extends from wildcatters and rogues to oil tycoons, and from Winston Churchill and Ibn Saud to George Bush and Saddam Hussein. The definitive work on the subject of oil and a major contribution to understanding our century, The Prize is a book of extraordinary breadth, riveting excitement -- and great importance.
