The U.S. Army's Transition to the All-Volunteer Force is a compelling analysis of the process by which the Army responded to the requirements of creating an all-volunteer force, reestablished in the United States at midnight on 30 June 1973 when induction authority expired. That the transition from virtual dependency on the draft to a manpower system based on volunteerism was accomplished nearly simultaneously with the withdrawal from Vietnam is all the more remarkable. Griffith Jr. takes us through the turbulent years of transition from 1968 to 1974, examining both the broad context in which the end of the draft occurred and the less well-known perspective that Army leaders brought to bear on the challenge they faced. In spite of an environment of fierce opposition, those charged with developing and implementing the Army's three-phased program to achieve all-volunteer status persevered and approached the task with a determination to succeed. To provide information about the performance and characteristics of effective and ineffective marginal personnel in the Army, a study has been made of approximately 1800 men with experience ranging up to 20 years in five MOSs (11E, Armor Crewman; 63C, General Vehicle Repairman; 76Y, Unit and Organizational Supply Specialist; 91B, Medical Specialist; 94B, Cook). The sample included a comparison group of men in the same jobs but coming from the upper (non-marginal) part of the AFQT distribution. Performance was measured by intensive job sample tests, job knowledge tests, and supervisor ratings. Information about background, personal characteristics, and military experiences was obtained through biographical questionnaires, a battery of published and experimental tests, and Army records. "In the quarter century that followed American entry into World War II, the nation's armed forces moved from the reluctant inclusion of a few segregated Negroes to their routine acceptance in a racially integrated military establishment. Nor was this change confined to military installations. By the time it was over, the armed forces had redefined their traditional obligation for the welfare of their members to include a promise of equal treatment for black servicemen wherever they might be. In the name of equality of treatment and opportunity, the Department of Defense began to challenge racial injustices deeply rooted in American society. For all its sweeping implications, equality in the armed forces obviously had its pragmatic aspects. In one sense it was a practical answer to pressing political problems that had plagued several national administrations. In another, it was the services' expression of those liberalizing tendencies that were permeating American society during the era of civil rights activism. But to a considerable extent the policy of racial equality that evolved in this quarter century was also a response to the need for military efficiency. So easy did it become to demonstrate the connection between inefficiency and discrimination that, even when other reasons existed, military efficiency was the one most often evoked by defense officials to justify a change in racial policy." Morris J. MacGregor, Jr., received the A.B. and M.A. degrees in history from the Catholic University of America. He continued his graduate studies at the Johns Hopkins University and the University of Paris on a Fulbright grant. Before joining the staff of the U.S. Army Center of Military History in 1968 he served for ten years in the Historical Division of the Joint Chiefs of Staff.
