The focus of this book is to explore parallel and divergent developments in language policy and language rights in the two countries, especially in the past four decades, as a basis for reflection on what can be learned from one country's experience by the other. Effects of language policies and practices on majority and minority individuals and groups are evaluated. Gatineau Park is planned and managed as the “Capital’s Conservation Park” by the federal government, specifically the National Capital Commission (NCC). This monograph examines numerous governmental and non-governmental actors that are engaged in the governance of a near-urban wilderness area. Unlike Canada’s national parks, Gatineau Park’s administration involves all three levels of government (federal, provincial, and four municipalities). This book is the first to document the relations among the public and private entities, and is one of only a handful of studies concerning the governance of Canada’s National Capital Region (NCR), which is relatively unique in the literature on federal capitals. Of particular interest to students of governance will be the examination of federal-provincial relations, as the Governments of Canada and Quebec have had a notoriously strained relationship. Fournier points out that the Meech Lake Constitutional Accord was flawed for both Quebec and English Canada. It offered Quebec too little to satisfy those wanting sovereignty but was largely incompatible with the rest of Canada's vision for the future of the country. He imputes responsibility for the failure of the accord to a number of groups and individuals, including Pierre Trudeau, Clyde Wells, Jean Chrétien, the dissenting provinces, and Canada's native people. Certain attitudes in English Canada -- primarily the impetus behind multiculturalism and the insecurity over American influence and the Free Trade deal with the United States -- have come together to form a strong challenge to Quebec's desire to be recognized as a distinct society. While Fournier believes that sovereignty for Quebec has recently become a more realistic option, he shows that many obstacles remain. Among these are the division, contrary to popular belief, of Quebec's business class on the issue and the preference of Bourassa's government for a renewed federalism. The response of the rest of Canada to Quebec's new constitutional initiatives, Fournier maintains, will have considerable influence on how far down the road to sovereignty Quebec may choose to travel.
