Forest rights devolution in Nepal from the late 1980s created different types of community-based forest management institutions, in particular community forestry user groups. Effective forest regeneration led to a new focus on entrepreneurial opportunities for improving livelihoods and social equity, resulting in considerable if unstable enterprise growth. Employing the concept of enabling and asset investments, the study examines how user groups have established and managed forest-based enterprises, taking account of regulatory and non-regulatory factors. The study is based on primary data from interviews with 12 community-managed forest enterprises as well as secondary data from the published, government and grey literature. In light of the high export demand for non-timber forest products from India and elsewhere, there has been gradual policy support for enterprise development from the government. Enabling investments by the government, donors and non-governmental organizations have built momentum and contributed to success. Forest-based enterprises have the potential to change the face of Nepal’s rural economy. However, complex and poorly harmonized regulatory requirements have kept many community-managed forest enterprises in a state of informality and unable to attract asset investment. An emerging second generation of community-managed forest enterprises can benefit from reductions in regulatory burdens and attract asset investments capable of overcoming current obstacles to growth.

A study of how encounters between forestry bureaucrats and indigenous forest managers in Mexico produced official knowledge about forests and the state. Greater knowledge and transparency are often promoted as the keys to solving a wide array of governance problems. In Instituting Nature, Andrew Mathews describes Mexico's efforts over the past hundred years to manage its forests through forestry science and biodiversity conservation. He shows that transparent knowledge was produced not by official declarations or scientists' expertise but by encounters between the relatively weak forestry bureaucracy and the indigenous people who manage and own the pine forests of Mexico. Mathews charts the performances, collusions, complicities, and evasions that characterize the forestry bureaucracy. He shows that the authority of forestry officials is undermined by the tension between local realities and national policy; officials must juggle sweeping knowledge claims and mundane concealments, ambitious regulations and routine rule breaking. Moving from government offices in Mexico City to forests in the state of Oaxaca, Mathews describes how the science of forestry and bureaucratic practices came to Oaxaca in the 1930s and how local environmental and political contexts set the stage for local resistance. He tells how the indigenous Zapotec people learned the theory and practice of industrial forestry as employees and then put these skills to use when they become the owners and managers of the area's pine forests—eventually incorporating forestry into their successful claims for autonomy from the state. Despite the apparently small scale and local contexts of this balancing act between the power of forestry regulations and the resistance of indigenous communities, Mathews shows that it has large implications—for how we understand the modern state, scientific knowledge, and power and for the global carbon markets for which Mexican forests might become valuable.

Community enterprises that manage forest concessions in the Multiple Use Zone (MUZ) of the Maya Biosphere Reserve (MBR) in Petén, Guatemala, generate environmental benefits for society and socioeconomic benefits for local communities in return for rights to use and manage resources in the MUZ. Along with the documented evidence of environmental impacts, the results of this analysis suggest a positive relationship between socioeconomic progress (income, investments, savings, capitalization of community enterprises as well as asset building at household and enterprise level) and conservation of the areas under concession (deforestation rates close to zero in active community concessions). Forest income, its reinvestment, and access to local and external financing have allowed the community enterprises to diversify activities, generate higher added value, develop new products and insert them into value chains of timber and non-timber forest products. The combined evidence of the community concessions’ environmental and socioeconomic performance makes a strong case for concession renewal, which is due over the next few years. The enabling conditions for the management of the concessions by community forest enterprises have improved over the past two decades and provide lessons for strengthening governance in other zones of the MBR and elsewhere in Latin America and beyond.
