In recent years immigration and the integration of migrants and minorities have become politicised in public and policy debates in Britain, the rest of Europe and the United States. In such debates, migrants are commonly treated as objects of politics and spoken in terms of management, national interest, control and contention. This treatment has characterised not only policy makers and politicians but also many academics. Existing scholarly research on migrants as subjects of politics is limited and largely carried out through detached and structural approaches. These approaches have focused on the institutional environments in which mobilisations develop. They have, however, overlooked migrants’ conditions, experiences, subjectivities and practices as well as the focus of their engagement. This volume contributes to the study of migrants’ mobilisation through theoretically informed original empirical papers focusing on current forms and aspects of migrants and minorities practices of citizenship in an engaged and people-centred manner. In particular, the book addresses issues of change both in the forms assumed by migrants’ and minorities political engagements and in the transformations these engagements produce as well as exclusion-inclusion dynamics that migrants experience with regard to the political process and more generally. Safe Migration and the Politics of Brokered Safety in Southeast Asia by Sverre Molland Pdf
The book investigates how the United Nations, governments, and aid agencies mobilise and instrumentalise migration policies and programmes through a discourse of safe migration. Since the early 2000s, numerous non-governmental organizations (NGOs), UN agencies, and governments have warmed to the concept of safe migration, often within a context of anti-trafficking interventions. Yet, both the policy-enthusiasm for safety, as well as how safe migration comes into being through policies and programs remain unexplored. This open access book shows how the politics of migration affect community building in the 21st century, drawing on both retrogressive and progressive forms of mobilization. It elaborates theoretically and shows empirically how the two master frames of nostalgia and hope are used in local, national and transnational settings, in and outside conventional forms of doing politics. It expands on polarized societal processes and external events relevant for the transformation of European welfare systems and the reproduction of national identities today. It evidences the importance of gender in the narrative use of the master frames of nostalgia and hope, either as an ideological tool for right-wing populist and extreme right retrogressive mobilization or as an essential element of progressive intersectional politics of hope. It uses both comparative and single case studies to address different perspectives, and by means of various methodological approaches, the manner in which the master frames of nostalgia and hope are articulated in the politics of culture, welfare, and migration. The book is organized around three thematic sections whereby the first section deals with right-wing populist party politics across Europe, the second section deals with an articulation of politics beyond party politics by means of retrogressive mobilization, and the third and last section deals with emancipatory initiatives beyond party politics as well.
