The US Military Profession into the 21st Century by Sam Sarkesian,Robert Connor Pdf
This brand new edition of The US Military Profession into the Twenty-First Century re-examines the challenges faced by the military profession in the aftermath of the international terrorist attack on the United States on September 11, 2001. While many of the issues facing the military profession examined in the first edition remain, the 'new war' and international terrorism have compounded the challenges. The US military must respond to the changed domestic and strategic landscapes without diminishing its primary function—a function that now many see that goes beyond success on the battlefield. Not only has this complicated the problem of reconciling the military professional ethos and raison d’etre with civilian control in a democracy, it challenges traditional military professionalism. This book also studies the notion of a US military stretched thin and relying more heavily on the US Federal Reserves and National Guard. These developments make the US military profession increasingly linked to public attitudes and political perspectives. In sum, the challenge faced by the US military profession can be termed a dual dilemma. It must respond effectively to the twenty-first century strategic landscape while undergoing the revolution in military affairs and transformation. At the same time, the military profession must insure that it remains compatible with civilian cultures and the US political-social system without eroding its primary function. This is an invaluable book for all students with an interest in the US Military, and of strategic studies and military history in general.

Rethinking Military Professionalism for the Changing Armed Forces by Krystal K. Hachey,Tamir Libel,Waylon H. Dean Pdf
This book will make a first contribution to identify the gaps in current practices and provide alternative mechanisms to conceptualize professionalism that is reflective of changing requirements, culture, and demographics of the contemporary military force. The military profession promotes the development, sustainment, and embodiment of ethos, which guides conduct across operational contexts, from times of national and international crises and security challenges (e.g., war, natural disasters, and peace support operations). It is imperative for military leaders to understand how ethos and doctrine shape professional frameworks, which guide the conduct of military members.

Military Professionalism in Asia by Muthiah Alagappa Pdf
This authoritative book explores the influential but controversial concept of military professionalism and its role in civil-military relations. Focusing on the evolution of military professionalism in ten key Asian countries, the authors investigate its conception, practice, and consequences. Combining the expertise of military officers and scholars from the region, the study argues that 'old professionalism' is on the rise in Asia as the role of coercion in governance has been reduced and the distribution of power has shifted away from the military in favor of political and civil society.

"The authors define the challenge faced by the US military profession as a dual dilemma: it must respond effectively to the twenty-first-century strategic landscape and undergo a revolution in military affairs while ensuring that it remains compatible with civilian cultures and the US political-social system without eroding its primary function. To overcome this challenge, the authors argue, the military profession must not only maintain its capability in fighting large conventional wars, but also be effective in limited wars and unconventional conflicts. Equally important, it must ensure that its voice be heard within the National Command Authority, Congress and by the American people. Only by adopting a policy of constructive political engagement with the US political-social system can the military effectively respond to the challenge of a "new war" and strengthen military professionalism." "This book will be of great interest to students of civil-military relations, American politics, strategic studies and military sociology as well as to military colleges and policy-makers." --Book Jacket.

US Influence on Military Professionalism in the Philippines by Manuel R. Carlos Pdf
The "special relationship" between the US and the Philippines date back to the beginning of the 2Oth Century. During this period, the US played a significant role in the development of the Armed Forces of the Philippines (AFP) . This thesis assesses the scope of US influence in shaping military professionalism in the Philippines. Military professionalism is essential in keeping positive civil-military relations and sustaining democracy. This thesis analyzes areas wherein the US has potentially influenced military professionalism, namely the Philippine Military Academy, US service academies, International Military Education and Training Program, and US-Philippines Mil- to-Mil exercises. This study also discusses the degree of US influence as the AFP deals with the Post-Cold War era, the impact of the postmodern military, the Revolution in Military Affairs, and the global war on terrorism. Finally, this thesis presents a case study of the July 2003 failed mutiny. The study proposes that professionalism, or the lack thereof, is not an independent variable that determines whether or not the military will intervene in political affairs Instead, it is a combination of strong institutions, solid oversight mechanisms, and highly professional armed forces that will preclude military adventurism and keep soldiers in the barracks.

Military Professionalism and Humanitarian Law by Yishai Beer Pdf
This book challenges the unacceptable gap between the positive rules of the international law governing armed hostilities and actual state practice. It discusses reducing the human suffering caused by this reality. The current law does not seem to be optimal in balancing the different interests of states' militaries and the humanitarian agenda. In response to this challenge, this book offers a new paradigm based on reality that may elevate the humanitarian threshold by replacing the currently problematic imperatives imposed upon militaries with professionally-based, therefore attainable, requirements. The aims of the suggested paradigm are to create an environment in which full abidance by the law becomes a realistic norm, thus facilitating a second, more important aim of reducing human suffering. Militaries function in a professional manner; they develop and respect their doctrine, operational principles, fighting techniques and values. Their performances are not random or incidental. The suggested paradigm calls for leveraging the constraining elements that are latent in military professionalism. Talking professional language and adopting the professional way of thinking that underlies militaries' conduct makes it possible to identify and focus upon the core interests of a military in any given lawful war - those that ought to be taken into consideration - alongside those that can be sacrificed for the sake of the humanitarian concerns, while still allowing the military mission to be achieved. Indeed, leveraging professional standards and norms would establish a reasonable modus vivendi for a military, while allowing substantial new space for the humanitarian mission of the law.

Military Legitimacy by Rudolph C. Barnes Pdf
Military legitimacy concerns the delicate balance between might and right. It begins with the law - operational law (OPLAW) and the law of war (LAW) - but it goes beyond the law to its moral underpinnings. Moral and cultural standards in the area of operations must be respected to ensure legitimacy. Personal and national values provide the framework for military decision making. The potential conflict between civilian and military perceptions of these values represents a continuing threat to military legitimacy because, in a democracy, public support is both a requirement and a measure of such legitimacy. This book provides an overview of the concept of legitimacy as it applies to military operations, especially in peacetime. It is argued that legitimacy was hardly an issue during the Cold War as it was defined in terms of combatting the Soviet threat. With the disintegration of the Soviet Union, and diminishing defence resources, there must be a new under-standing of military legitimacy and its relationship to new strategies. The diplomat-warrior personifies legitimacy in peacetime and is an effective means of filling the gap between the limits of diplomacy and conventional military operations.
