Henry Duncan was a man of many parts: parish minister, savings bank founder, political lobbyist, anti-slavery campaigner, educator, geologist, poet, author. He restored the Ruthwell Cross, a medieval monument of international importance. He also played a major role in the Disruption of the Church of Scotland in 1843 – the most significant social event in nineteenth-century Scotland. But his lasting legacy is as founder of the worldwide savings bank movement. He first opened a parish bank in Ruthwell, Dumfriesshire, in 1810, to encourage the 'industrious poor' to save for times of hardship. It was run by local voluntary trustees, and the idea spread to become the basis of trustee savings banks across the world. Duncan was a product of the Enlightenment and his Christian faith. While these were often uneasy bedfellows, he found ways to reconcile them by addressing the economic and social problems of his parishioners as well as their spiritual needs. A man of vision and compassion, Duncan believed fundamentally in the dignity of ordinary working people. From its beginnings in a small cottage on the shores of the Solway, his community savings bank went on to influence and inspire generations all over the world.

"In all the cities and towns throughout the country checks upon credits in banks and bills of exchange have largely taken the place of bank notes. Not a fiftieth part of the business of the large cities is transacted by the actual use of money, and what is true in regard to the business of the chief cities is measurably true in regard to that of towns and villages throughout the country. Everywhere bank credits and bills of exchange perform the office of currency to a much greater extent than in former years. Except in dealings with the government, for retail trade, for the payment of labor and taxes, for travelling expenses, the purchase of products at first hand, and for the bankers' reserve, money is hardly a necessity. The increased use of bank checks and bills of exchange counterbalances the increased demand for money resulting from the curtailment of mercantile credits." - Report of the Secretary of the Treasury on the State of the Finances for the Year 1867. Historically, men have been more likely to be appointed to governing cabinets, but gendered patterns of appointment vary cross-nationally, and women's inclusion in cabinets has grown significantly over time. This book breaks new theoretical ground by conceiving of cabinet formation as a gendered, iterative process governed by rules that empower and constrain presidents and prime ministers in the criteria they use to make appointments. Political actors use their agency to interpret and exploit ambiguity in rules to deviate from past practices of appointing mostly men.
