That conference dealt primarily with modeling small unit (company, bat talion) engagements and, to a lesser extent, large unit (corps, theater) campaigns with principal emphasis on attrition processes and movement in combat. It was considered as rather successful in that it revealed the state-of-the art around 1972 and identified problem areas and promising approaches for future developments. lWith regard to foreign attendance, this wo- shop was largely limited to participants from the United Kingdom and the Federal Republic of Germany (see L.J. "Analyzing something as complex as command and control (C2) during a conflict requires viable alternatives to analytical models and even to interactive wargames. Agent-based models (ABM) such as MANA might prove to be such an alternative tool. ABMs are fully automated computer simulations, which once set up do not normally require human intervention. Agents within an ABM can communicate with one another, share situational awareness (SA) and respond to commands according to preset rules and conditions. In this paper, several different examples of modeling C2 structures in MANA are presented in the context of four different types of scenarios modeled previously by DRDC CORA. While MANA does not provide a direct means of modeling command hierarchy, there are rather effective means of bypassing this limitation, and a limited command structure can be modeled. Also, MANA has a very well developed SA sharing capability that provides a host of options for studying C2. The presented examples range from a traditional force on force operation to crowd confrontation and convoy dynamics in the presence of an active insurgency. Examples of C2 within friendly and opposing forces are discussed. This book presents a human factors and ergonomics evaluation of a digital Mission Planning and Battle-space Management (MP/BM) system. An emphasis was placed on the activities at the Brigade (Bde) and the Battle Group (BG) headquarters (HQ) levels. The analysts distributed their time evenly between these two locations. The human factors team from Brunel University, as part of the HFI DTC, undertook a multi-faceted approach to the investigation, including: - observation of people using the traditional analogue MP/BM processes in the course of their work - cognitive work analysis of the digital MP/BM system - analysis of the tasks and goal structure required by the digital MP/BM - assessment against a usability questionnaire - analysis of the distributed situation awareness - an environmental survey. The book concludes with a summary of the research project's findings and offers many valuable insights. For example, the recommendations for short-term improvements in the current generation of digital MP/BM system address general design improvements, user-interface design improvements, hardware improvements, infrastructure improvements and support improvements. Although the design methodology that will be expounded in the book is for a military system, it can, to a large extent, apply also to tactical military as well as to civilian management information systems (MIS). 3 A C I system is a decision making network that reflects a hierarchical organization 3 of C I nodes. Each node is responsible for the management of some portion ofthe available resources, where the higher level nodes are responsible for a 3 correspondingly greater portion of the resources. Within a C I system both command and control decision making occur at every level of the hierarchy. Command decisions at one level determine how to satisfy the management decisions at a higher level.

Modeling, simulation, and analysis (MS&A) is a crucial tool for military affairs. MS&A is one of the announced pillars of a strategy for transforming the U.S. military. Yet changes in the enterprise of MS&A have not kept pace with the new demands arising from rapid changes in DOD processes and missions or with the rapid changes in the technology available to meet those demands. To help address those concerns, DOD asked the NRC to identify shortcomings in current practice of MS&A and suggest where and how they should be resolved. This report provides an assessment of the changing mission of DOD and environment in which it must operate, an identification of high-level opportunities for MS&A research to address the expanded mission, approaches for improving the interface between MS&A practitioners and decision makers, a discussion of training and continuing education of MS&A practitioners, and an examination of the need for coordinated military science research to support MS&A.
