Opening the Government of Canada by Amanda Clarke Pdf

Opening the Government of Canada presents a compelling case for a more open model of governance in the digital age – but a model that also continues to uphold democratic principles at the heart of the Westminster system. Amanda Clarke details the untold story of the federal bureaucracy’s efforts to adapt to digital-age pressures from the mid-2000s onward. This book reveals the mismatch between the bureaucracy’s closed government traditions and evolving citizen expectations and digital tools. Striking a balance between reform and tradition, lays out a roadmap for building a democratically robust, digital-era federal government.

Modernizing Learning by JJ Vogel-Walcutt,Sae Schatz Pdf

Modernizing Learning: Building the Future Learning Ecosystem is an implementation blueprint for connecting learning experiences across time and space. This co-created plan represents an advancement of how and where learning will occur in the future. Extensive learning and technological research has been conducted across the myriad disciplines and communities needed to develop this holistic maturation of the learning continuum. These advancements have created the opportunity for formal and informal learning experiences to be accessible anywhere, anytime, and to be personalized to individual needs. However, for full implementation and maximal benefits for learners of all ages and within all communities to be achieved, it is necessary to centralize and coordinate the required connections across technology, learning science, and the greater supporting structures. Accordingly, the ADL Initiative has taken the lead in this coordination process, connecting Government, Military, Academia, Industry, and K-12 teachers, instructors, technologists, researchers, and implementers to create and execute a coordinated transition process. Input was included from stakeholders, communities, and supporting entities which will be involved in this advancement of the life-long learning ecosystem.

Data on Federal Research and Development Investments by National Research Council,Division of Behavioral and Social Sciences and Education,Committee on National Statistics,Panel on Modernizing the Infrastructure of the National Science Foundation Federal Funds Survey Pdf

Two surveys of the National Science Foundation's Division of Science Resources Statistics (SRS) provide some of the most significant data available to understand research and development spending and policy in the United States. These are the Survey of Federal Funds for Research and Development and the Survey of Federal Science and Engineering Support to Universities, Colleges, and Nonprofit Institutions. These surveys help reach conclusions about fundamental policy questions, such as whether a given field of research is adequately funded, whether funding is balanced among fields, and whether deficiencies in funding may be contributing to a loss of U.S. scientific or economic competitiveness. However, the survey data are of insufficient quality and timeliness to support many of the demands put on them. In addition the surveys are increasingly difficult to conduct in times of constrained resources, and their technological, procedural, and conceptual infrastructure has not been modernized for procedure or content. Data on Federal Research and Development Investments reviews the uses and collection of data on federal funds and federal support for science and technology and recommends future directions for the program based on an assessment of these uses and the adequacy of the surveys. The book also considers the classification structure, or taxonomy, for the fields of science and engineering.

Report of the Independent Review Panel on Modernization of Comptrollership in the Government of Canada by Independent Review Panel on Modernization of Comptrollership in the Government of Canada,Jean-Pierre Boisclair Pdf

Reports a review of comptrollership at both the central agency level of the federal government and in operating departments, but not in Crown corporations or other arms- length agencies. Begins with an overview of the character, underlying assumptions, key stages of evolution, and the advances needed in the current state of federal government comptrollership. Three views of modern comptrollership are presented: as a way of thinking and state of mind, as a management-centred function, and as an integrating function. A new direction for comptrollership is then set out, including some key principles and the responsibilities and capacity of departments and the central government. A framework of responsibilities is proposed within which elected officials, executives, specialists, and professionals can achieve modern comptrollership in the federal government. Proposals are made to achieve previously stated objectives and certain results or outputs that can be expected from exercising those responsibilities are described, along with the implications for the system. The final chapter identifies critical success factors, actions, and measures by which to make and gauge progress in the modernization of federal government comptrollership.

This book discusses the Government Performance and Results Act (GPRA) Modernization Act of 2010 as the administration begins its implementation. The act offers many important opportunities to focus attention on successfully improving the effectiveness of government programs and operations, and addresses significant fiscal, performance, and management challenges facing the federal government. The federal government is the world's largest and most complex entity, with about $3.5 trillion in outlays in the fiscal year of 2010 that fund a broad array of programs and operations. Long-term simulations of the government's financial condition underscore the need to begin addressing the long-term federal fiscal outlook.

Reforming the Public Sector by Giovanni Tria,Giovanni Valotti Pdf

Many countries are still struggling to adapt to the broad and unexpected effects of modernization initiatives. As changes take shape, governments are challenged to explore new reforms. The public sector is now characterized by profound transformation across the globe, with ramifications that are yet to be interpreted. To convert this transformation into an ongoing state of improvement, policymakers and civil service leaders must learn to implement and evaluate change. This book is an important contribution to that end. Reforming the Public Sector presents comparative perspectives of government reform and innovation, discussing three decades of reform in public sector strategic management across nations. The contributors examine specific reform-related issues including the uses and abuses of public sector transparency, the "Audit Explosion," and the relationship between public service motivation and job satisfaction in Europe. This volume will greatly aid practitioners and policymakers to better understand the principles underpinning ongoing reforms in the public sector. Giovanni Tria, Giovanni Valotti, and their cohorts offer a scientific understanding of the main issues at stake in this arduous process. They place the approach to public administration reform in a broad international context and identify a road map for public management. Contributors include: Michael Barzelay, Nicola Bellé, Andrea Bonomi Savignon, Geert Bouckaert, Luca Brusati, Paola Cantarelli, Denita Cepiku, Francesco Cerase, Luigi Corvo, Maria Cucciniello, Isabell Egger-Peitler, Paolo Fedele, Gerhard Hammerschmid, Mario Ianniello, Elaine Ciulla Kamarck, Irvine Lapsley, Peter Leisink, Mariannunziata Liguori, Renate Meyer, Greta Nasi, James L.
