The development of the laser and the subsequent expansion of research in the field of molecular scattering of light tend to ob scure the vast literature that accumulated on this subject during th'e last fifty years. The appearance of the Russian edition of Dr. Fabelinskii's book, just as this laser-induced explosion in light-scattering research took place, served to put the earlier work in its proper perspective. However, the book lacked any appreci able coverage of the laser work. Fortunately, Dr. Fabelinskii has taken advantage of the time between the appearance of the Russian text and its translation into English to expand greatly the sections devoted to areas in which laser research has made such interesting and vital additions, At the same time, revisions and insertions have been made throughout the text, so that the English translation is virtually a second edition of this useful work. The translator wishes to express his thanks here to Dr. Fa belinskii for making the revisions, corrections, and additions availahle for the English language work. He is also grateful to his graduate student, Mark B. Increasing possibilities of computer-aided data processing have caused a new revival of optical techniques in many areas of mechanical and chemical en gineering. Optical methods have a long tradition in heat and mass transfer and in fluid dynamics. Global experimental information is not sufficient for developing constitution equations to describe complicated phenomena in fluid dynamics or in transfer processes by a computer program . Furthermore, a detailed insight with high local and temporal resolution into the thermo-and fluiddynamic situations is necessary. Sets of equations for computer program in thermo dynamics and fluid dynamics usually consist of two types of formulations: a first one derived from the conservation laws for mass, energy and momentum, and a second one mathematically modelling transport processes like laminar or turbulent diffusion. For reliably predicting the heat transfer, for example, the velocity and temperature field in the boundary layer must be known, or a physically realistic and widely valid correlation describing the turbulence must be avail able. For a better understanding of combustion processes it is necessary to know the local concentration and temperature just ahead of the flame and in the ignition zone.

In this dissertation some basic relationships concerning the scattering of light from particles which are very small compared to wavelengths of interest--specifically free electrons, ions, atoms and simple molecules--are examined from a consistent application of quantum perturbation theory to a many body system. Of major concern are particles in gaseous or plasma systems, although many of the results may have broader validity. For the most part attention is confined to nonresonance, linear, single scattering. Higher ordered corrections to the scattering cross section which arise from the variation of the refractive index from unity are neglected and the possible effects of variations in the intensity of incident radiation over distances comparable to wavelengths of interest are not considered in detail. The results obtained under these conditions appear to retain wide limits of applicability are discussed. However, where necessary, all of these conditions can be relaxed to varying degrees through procedures which are mentioned. Among the major results obtained are, first, a consistent and informative derivation of the dependence of light scattering in gases on particle-particle interactions; second, a comparatively simple derivation of the angular distribution of the scattered light; third, detailed relationships between scattering cross sections and oscillator strengths which permit the calculation of Rayleigh and Raman scattering cross sections under appropriate conditions; and fourth, a relationship between familiar quantum expressions for scattering cross sections and refractive indices. The Second USA-USSR Symposium on Light Scattering in Con densed Matter was held in New York City 21-25 May 1979. The present volume is the proceedings of that conference, and contains all manuscripts received prior to 1 August 1979, representing scientific contributions presented. A few manus cripts were not received, but for completeness the corresponding abstract is printed. No record was kept of the discussion, so that some of the flavor of the meeting is missing. This is par ticularly unfortunate in the case of some topics which were in a stage of rapid development and where the papers presented sti mulated much discussion - such as the sessions on spatial dis persion and resonance inelastic (Brillouin or Raman) scattering in crystals, enhanced Raman scattering from molecules on metal surfaces, and the onset of turbulence in fluids. The background and history of the US-USSR Seminar-Symposia on light scattering was given in the preface to the proceedings of the First Symposium held in Moscow May 1975, published as "Theory of Light Scattering in Condensed Matter" ed. B. Bendow, J. L. Birman, V. M. Agranovich (Plenum Press, N. Y. 1976). Strong scientific interest on both sides in continuing this series resulted in a plan for the second symposium to be held in New York in 1977. For a variety of reasons it was necessary to cancel the planned 1977 event, almost at the last minute.
