The Future of Policing by Jennifer M. Brown Pdf

The police service in England and Wales is facing major challenges in its financing, political oversight and reorganisation of its structures. Current economic conditions have created a wholly new environment whereby cost saving is permitting hitherto unthinkable changes in the style and means of delivery of policing services. In the context of these proposed changes Lord Stevens, formerly Commissioner of the Metropolitan Police Service was asked to chair an Independent Commission looking into the future of policing. The Commission has a wide ranging remit and the papers in this book offer up-to-date analysis of contemporary problems from the novel perspective of developing a reform agenda to assist the Commission. Bringing together contributions from both key academic thinkers and police professionals, this book discusses new policing paradigms, lays out a case for an evidence-based practice approach and draws attention to developing areas such as terrorism, public order and hate crime. Policing is too important to be left to politicians, as the health of a democracy may be judged by the relationship between the police and the public. The aim of this book is to question and present analyses of problems offer new ideas and propose realistically achievable solutions without being so timid as to preserve the status quo. It will be of interest to both academics and students in the fields of criminology and policing studies, as well as professionals in the policing service, NGOs and local authority organisations.

The Future of Policing by Scott A. Cunningham Pdf

Policing does not happen in a vacuum. The mood, viewpoints, and stresses of society impact how policing occurs and how it is perceived. Starting in June and July 2020, the nation saw weeks of protests, civil disturbances, and riots that were specifically directed against the police. This most recent round of public unrest was sparked by the senseless, needless, and improper death of George Floyd. Having seen similar deaths of black males while involved with police officers, the nation had had enough and demands for something to be done, were far reaching and involved more than just the black community or a few protestors. An all-encompassing variety of people either joined the protests or supported them. People of all demographic backgrounds, economic levels, and professions resoundingly condemned the actions of the officers in the Floyd incident, even police officers and police leaders. Policing in America needs to change. Scott Cunningham offers advice on a wide variety of policing aspects, including but not limited to, leadership, training, equipment and weapons, government’s roles and responsibilities, citizen and community participation, investigation procedure, police culture and attitudes, the list goes on. Looking at policing from multiple angles, he provides implementable recommendations for up and down the chain of command that, individually and collectively, could enhance policing and improve the quality of life for everyone.

Policing: Toward an Unknown Future by John Crank,Colleen Kadleck Pdf

The enclosed papers are the culmination of a project Dr. John Crank and Dr. Colleen Kadleck carried out assessing issues facing the police into the early 21st century. The papers are future oriented, in the sense that they anticipate trends visible today. Everywhere, the contributing scholars found that the organizational concept, practice, and function of the police were undergoing transition. Yet, the seeming state-level hardening of the police function was ubiquitous. Two themes were noteworthy. On the one hand, in developing or ‘second world’ countries, police face endemic problems of corruption, organized crime, and drugs. Police, in response, are undergoing centralization and intensification of law enforcement activities. In countries with first world economies – Canada, the United States, and Australia – contributors discovered trends toward expansion of the police function, a trend described by Brodeur as toward 'high policing'. It reflects the growing reliance on surveillance for crime control and for the tracking of minority, indigenous, and immigrant populations in crime prevention efforts. The results suggest that governments, sometimes encouraged by their citizenry, seem increasingly to rely on the police to deal with a broad array of social as well as criminal problems. This book was originally published as a special issue of Police Practice and Research.

Evidence based policing by Mitchell, Renée,Huey, Laura Pdf

Over the past ten years, the field of evidence-based policing (EBP) has grown substantially, evolving from a novel idea at the fringes of policing to an increasingly core component of contemporary policing research and practice. Examining what makes something evidence-based and not merely evidence-informed, this book unifies the voices of police practitioners, academics, and pracademics. It provides real world examples of evidence-based police practices and how police research can be created and applied in the field. Includes contributions from leading international EBP researchers and practitioners such as Larry Sherman, University of Cambridge, Lorraine Mazerrolle, University of Queensland, Anthony Braga, Northeastern and Craig Bennell, Carelton University.

The Law of the Future and the Future of Law by Sam Muller,Stavros Zouridis,Morly Frishman,Laura Kistemaker Pdf

The Law of the Future and the Future of Law is a unique collection of 'think pieces' in which a wide variety of experts share their thoughts on how they envision the future of law. By asking the question -What do you see as the most significant challenges for the development of the law? What developments are we likely to see in the coming two to three decades? What do those developments mean for national legal systems as a whole?- the Hague Institute for the Internationalisation of Law (HiiL) has canvassed the views of a large number of renowned experts in particular areas of law. This volume was prepared as part of the Law of the Future Joint Action Programme and as the basis of the Law of the Future Conference on 23 and 24 June 2011. The Law of the Future Joint Action Programme is based on the premise that prospective thinking about law is not only desirable but also required in order to ensure that law and legal systems do not become obsolete, ineffective or unjust. The aim is to set a world standard in thinking ahead, to guide decision makers today. For more information, visit www.lawofthefuture.org.

Police Reform in China by Kam C. Wong Pdf

With nearly 20 percent of the world’s population located in China, what happens there is significant to all nations. Sweeping changes have altered the cultural landscape of China, and as opportunities for wealth have grown in recent years, so have opportunities for crime. Police Reform in China provides a rare and insightful glimpse of policing in the midst of such change. The book begins with a historical account of police reform in the region since 2000. Next, it discusses the difficulties encountered in trying to understand Chinese policing, such as outdated perceptions, misinformation, cultural ignorance, ideological hegemony, and problems with paternalistic attitudes. The book recommends studying China from a local perspective informed by local research and data, suggesting that understanding China requires a cultural shift to the Chinese way of life in "thinking" and, more importantly, "feeling." The author then summarizes selected policy papers from Gongan Yanjiu, a leading international policy journal. He first documents how the thinking and aspirations of various generations of Chinese leaders from Mao to Deng, and now Jiang and Hu, came to affect Chinese policing in theory and practice. He then addresses the emergence of a police legitimacy crisis as evidenced by the deterioration of public image and rebellions against police authority. Demonstrating how old ideologies are increasingly in conflict with the values and lifestyles of a new mentality, the book discusses steps that can be taken to improve professionalism. The final chapters investigate such problems as abuses of discretion and the improper use of firearms and highlight the importance of understanding the Chinese people, culture, values, and interests in order to truly effectuate successful police reform.

The Once and Future Parish by Alison Milbank Pdf

Few other books have caused as much stir in the Church of England in recent decades as has For the Parish. Twelve years on from its publication, in the wake of the Covid pandemic and the ‘Save the Parish’ movement much has changed, but much has stayed the same. In this follow up to this influential and controversial book, new and already familiar themes are newly inflected in the debates of the present time: principally minster hubs, the ‘Emerging Church’ programme and the Strategic Development Fund. Alison Milbank challenges the ecclesiology, models of theological anthropology and the analysis of secularism that are present (explicitly or implicitly) in these movements, and offer a striking and encouraging vision of what the parish model could offer to our anxious world.
