Municipal Finances by Catherine D Farvacque-Vitkovic,Mihaly Kopanyi Pdf

The Municipal Finance Handbook aims to help local government practitioners, particularly staff of medium and large cities, improve strategic management of municipal finances. The demands for pragmatic knowledge are fueled in part by decentralization and fiscal pressures, as transfer of responsibilities from central to local governments are not often accompanied with an adequate transfer of resources. Practitioners seek ideas and tools to control expenditures, strengthen revenues, as well as to tap large external funds, achieve creditworthiness, and adopt good borrowing practices. Advocating sound municipal management based on improved governance and enhanced accountability, this handbook provides a comprehensive picture of municipal finances with a broad scope. The eight chapters cover such topics as fiscal decentralization and intergovernmental finances; management of metropolises; instruments of good financial management; management of revenues, expenditures, assets, and external resources; and performance measurement. Focusing on the perspectives of local officers, this handbook combines theory, pragmatic how-to advice, best practices from global experiences, and possible solutions.

The Municipal Financial Crisis by Mark Moses Pdf

City governments are going bankrupt. Even the ones that aren’t are often stuck in financial chaos. It is easy to blame pensions, poor leadership, or a bad economy. But the problems go much deeper. With decades of experience in local government, author Mark Moses showcases the inside world of the city decision-making process that has spawned these crises. It becomes clear: City governments are maxing out their budgets because they are trying to maximize services. This book, likely the most ambitious attempt by someone who has worked in government to radically examine the delivery of municipal services since 'Reinventing Government' was published more than 25 years ago, explores why city governments pursue an open-ended mission and why bailouts and trendy budgeting processes will be, at best, only temporary solutions. Of interest to current and future city council members, regional and state government officials, those covering city government, financial analysts, city management, and individuals and organizations interested in influencing city policy, this book argues that cities won’t thrive until city hall is disrupted.

Crisis and Constraint in Municipal Finance by James H. Carr Pdf

Throughout the United States, local governments are experiencing sustained and mounting financial difficulties. As fiscal pressures edge upward, cities find it difficult to make ends meet. And while the most acute financial hardships are felt by older, declining industrial complexes, the need to reduce spending, cut services, improve productivity, and increase locally-raised revenues has been recognized by a steadily growing number of municipalities across the country.Local governments have entered an age of austerity wherein traditional notions of budgeting and service provision have been brought into question. Elected officials and financial managers have begun rethinking the manner in which scarce resources are allocated; they have also given significant attention to the ways in which revenues are generated. Carr argues that we are now in a post-industrial society, moving from urban centers to suburban and non-metropolitan jurisdictions. As a result, we are moving from an economy benefitting from prolonged periods of vigor and lower interest rates to an economy characterized by extended periods of recession.Crisis and Constraint in Municipal Finance identifies eight principal areas of concern to budget makers and municipal managers. Beginning with ways to identify fiscal performance, this volume reviews cutback practices, budgeting principles, revenue raising strategies, alternative public service delivery systems and economic development initiatives. Also reviewed are the changing roles of the federal and state governments in local financial matters, as well as the fiscal prospects for local government finances in the coming years. This is an important work that addresses concerns of the economy and should be read by urban planners and economic advisors.

Municipal Management & Finances by Richard Neal Pdf

Being a Municipal Officer or Municipal Official can be a challenging task in many of the small communities in Maine or any other state. Most of these positions are part time and do not draw the best of salaries. Unfortunately, there is little training and no certification requirements for these positions. In many cases, newly elected officers or elected/appointed officials depend on the past practices of their predecessors. These past practices may be OK or not OK and may not meet todays standards. The budgets are much bigger and there are more state and federal laws/regulations to comply with. In the State of Maine, the Maine Municipal Association (MMA) offers some basic training/workshops and provides legal counsel for member communities for those that choose to participate. Many are not willing to spend the time in attending these training classes/workshops.

Improving Municipal Management for Cities to Succeed by Independent Evaluation Group, World Bank Pdf

Cities now house half the world s population and produce 70 percent of its GDP. Managing them well helps development. Strengthening municipal management of planning, finance, and service provision has been at the core of World Bank support through municipal development projects (MDPs). This book reviews how, worldwide, nearly 3,000 municipalities have benefitted from 190 World Bank-supported MDPs over the past decade, three quarters of which achieved satisfactory outcomes. The finance dimension of MDPs computerized accounting, revenue generation, and municipal credit produced some of the best results, but weaker outcomes came from attempts to stimulate private finance of municipal services. City planning, used by municipalities worldwide, was not a strong priority for MDPs. But building municipal information systems, for example in Chile, were successful. Monitoring and evaluation rarely worked well, except when municipalities themselves were convinced of its usefulness, such as in Russia, Tunisia, and Colombia. Results in managing service provision were mixed. The poverty focus of MDPs was strikingly weak across the portfolio. Cost-benefit analysis rarely prioritized municipal investments. But MDPs helped municipalities strengthen their procurement function. MDPs helped municipalities manage services more effectively. Better results still can come from a stronger poverty focus, more attention to planning and prioritizating investments, and more effective operation and maintenance of such investments.
