National Security Management in Federal Structures by Centre for Public Policy Research Pdf

Beliefs about security are based on threat perceptions in the environment. Assessing security is a cognitive process based on the repertoire of beliefs that make up a person’s subjective view of reality. The issue of security can, therefore be considered in political, societal, and economic terms. Changing security beliefs are based on global trajectories and the realignment of transnational environments. For the last two decades, the international community has been concerned by the emergence of non-state actors waging war against the state in ways hitherto unknown in conventional warfare. Widespread transnational terrorism and other anti-national movements have spurred the need to reconcile national security concepts and perspectives, in order to enable domestic development, growth and harmony. India has been a victim of various kinds of security threats, both internal and external. The United States of America has also faced major security threats, which reached new proportions with the terrorist attacks of 9/11. In strategic terms, international cooperation is vital to fight terrorism. India and the USA, being among the world’s largest democracies with strong federal structures, have great potential to work together and collaborate effectively to combat such threats. With these considerations in mind, the CPPR-Centre for Strategic Studies decided to conduct its first international conference on ‘’National Security Management in Federal Structures: Perspectives from India and the United States.’’ The focus was on the federal framework of the two countries and the best way forward to tackle security issues in the emerging political and economic scenarios at the federal level. The themes and deliberations of this conference highlighted the significance of national security in federal structures. The participants examined current Indo-US policies and threw light on new security dimensions, both from an academic as well as a practitioner’s perspective. This book is a compilation of the resource proceedings of the Conference which has been contributed by eminent strategists, academicians, policy makers etc.

Theoretical Foundations of Homeland Security by James D. Ramsay,Keith Cozine,John Comiskey Pdf

This new textbook outlines the main theories and concepts from a variety of disciplines that support homeland security operations, structures and strategies. Following the terrorist attacks of September 11th, "homeland security" (HLS) grew in importance within the U.S. government (and around the world) and matured from a concept discussed among a relatively small cadre of policymakers and strategic thinkers to a broadly discussed issue in Congress and society with a growing academic presence. Yet the ability to discern a theory of homeland security that would support overall security strategy has been more elusive to both scholars and policymakers. This textbook aims to elucidate a grand theory of homeland security by leveraging the theoretical underpinnings of the disciplines that comprise the strategies, operations and structures of the HLS enterprise. In this way, each chapter contributes to a grand theory of homeland security as it explores a different discipline that influences or supports a domain of the homeland security enterprise. These chapters cover intelligence systems, terrorism origins and ideologies, emergency management, environmental and human security, cybersecurity policy, crime and security, global governance, risk management, public health, law and policy, technology, interagency collaboration and the sociology of security. This book will be essential reading for students of Homeland Security and Emergency Response, and recommended reading for students of terrorism, intelligence, cybersecurity, risk management and national security.

Road Map for National Security by United States Commission on National Security/21st Century Pdf

"After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role. We offer recommendations for organizational change in five key areas: ensuring the security of the American homeland; recapitalizing America's strengths in science and education; redesigning key institutions of the Executive Branch; overhauling the U.S. government's military and civilian personnel systems; and reorganizing Congress's role in national security affairs"--Page xiii.

The National Security Enterprise by Harvey Rishikof,Roger Z. George Pdf

Recent breakdowns in American national security have exposed the weaknesses of the nation's vast overlapping security and foreign policy bureaucracy and the often dysfunctional interagency process. In the literature of national security studies, however, surprisingly little attention is given to the specific dynamics or underlying organizational cultures that often drive the bureaucratic politics of U.S. security policy. The National Security Enterprise offers a broad overview and analysis of the many government agencies involved in national security issues, the interagency process, Congressional checks and balances, and the influence of private sector organizations. The chapters cover the National Security Council, the Departments of Defense and State, the Office of the Director of National Intelligence, the Central Intelligence Agency, the Federal Bureau of Investigation, the Department of Homeland Security, and the Office of Management and Budget. The book also focuses on the roles of Congress, the Supreme Court, and outside players in the national security process like the media, think tanks, and lobbyists. Each chapter details the organizational culture and personality of these institutions so that readers can better understand the mindsets that drive these organizations and their roles in the policy process. Many of the contributors to this volume are long-time practitioners who have spent most of their careers working for these organizations. As such, they offer unique insights into how diplomats, military officers, civilian analysts, spies, and law enforcement officials are distinct breeds of policymakers and political actors. To illustrate how different agencies can behave in the face of a common challenge, contributors reflect in detail on their respective agency's behavior during the Iraq War. This impressive volume is suitable for academic studies at both the undergraduate and graduate level; ideal for U.S. government, military, and national security training programs; and useful for practitioners and specialists in national security studies.

National preparedness technologies to secure federal buildings by Anonim Pdf

Thank you for inviting me to participate in today s hearing on security technologies to protect federal facilities. The terrorist attacks of September 11 on the World Trade Center and the Pentagon have intensified concerns about the physical security of our federal buildings and the need to protect those who work in and visit these facilities. These concerns have been underscored by reports of long-standing vulnerabilities, including weak controls over building access. As you requested, today I will discuss commercially available security technologies that can be deployed to protect these facilities, ranging from turnstiles, to smart cards, to biometric systems. While many of these technologies can provide highly effective technical controls, the overall security of a federal building will hinge on establishing robust risk management processes and implementing the three integral concepts of a holistic security process: protection, detection, and reaction.

National Security Issues in Science, Law, and Technology by Thomas A. Johnson Pdf

The tragedy of 9/11 placed homeland security and the prevention of further attacks into the central focus of our national consciousness. With so many avenues of terror open to our enemies in terms of mode, medium, and location, effective management and mitigation of threat must be grounded in objective risk assessment. The structure of national security decisions should be premised on decision theory and science with minimal political posturing or emotional reactivisim. National Security Issues in Science, Law, and Technology demonstrates a mature look at a frightening subject and presents sound, unbiased tools with which to approach any situation that may threaten human lives. By applying the best of scientific decision-making practices this book introduces the concept of risk management and its application in the structure of national security decisions. It examines the acquisition and utilization of all-source intelligence, including the ability to analyze data and forecast patterns, to enable policymakers to make better informed decisions. The text addresses reaction and prevention strategies applicable to chemical, biological, and nuclear weapons; agricultural terrorism; cyberterrorism; and other potential threats to our critical infrastructure. It discusses legal issues that inevitably arise when integrating new legislation with the threads of our Constitution and illustrates the dispassionate analysis of our intelligence, law enforcement, and military operations and actions. Finally, the book considers the redirection of our national research and laboratory system to investigate the very problems terrorists can induce through the use of weapons we have as yet to confront. Taking the guesswork out of hard choices, National Security Issues in Science, Law, and Technology provides anyone burdened with the mantle of responsibility for the protection of the American people with the tools to make sound, well-informed decisions.
