Barbarism had not been able entirely to eradicate the culture and civilisation of ancient Rome. A genial climate and a fertile soil, notwithstanding an unskilful system of cultivation, yielded abundant nourishment for a numerous population. The most necessary arts and industries remained as little destroyed as the municipal institutions of ancient Rome. Prosperous coast fisheries served everywhere as nurseries for seamen, and navigation along Italy's extensive sea-coasts abundantly compensated her lack of internal means of transport. Her proximity to Greece, Asia Minor, and Egypt, and her maritime intercourse with them, secured for Italy special advantages in the trade with the East which had previously, though not extensively, been carried on through Russia with the countries of the North. Excerpt from National System of Political Economy Frederick List was born, the 6th August, 1789, at Reutlingen, a free city of Suabia. His early education was incomplete. At the Classical School he exhibited so little taste for its studies, that his father withdrew him; but as he showed equal indisposition to learn his father's business, he was subsequently left to shape his own education. This he did, however, to such purpose, that we find him, in 1816, holding an appointment in the Central Administration of Wurtemberg, in which he justified the confidence placed in him by a distinguished statesman, the Minister Wangenheim, who offered his young assistant, in the following year, the chair of Political Economy, in the University of Tubingen. List accepted this position. He tells us in the Preface to his National System, that the principle of free trade was one of the first encountered in his new career. "It seemed to me at first reasonable; but gradually I satisfied myself that the whole doctrine was applicable and sound only when adopted by all nations. Thus I was led to the idea of nationality; I found that the theorists kept always in view mankind and man, never separate nations. But to carry on such a business for the purposes of trade, a care and a cleanliness are needed which are national characteristics only of a highly civilized people ( 229), and the preparation of a superior quality of cheese, which is always a very long process, is conditioned by the employment of capital long in advance of a return, and which no poor nation is in a condition to make.5 Cows are primarily milkproducing animals.8 Hence their price, as a rule, rises later than that of oxen, but, in the higher stages of civilization, it rises much more surprisingly. Something analogous is true of those products which result from what remains after the production of other goods or commodities. As long as this alone supplies the demand, the cost of production of the former commodity is almost nothing, and hence its price is very low. For this reason hogs are relatively cheap in two very different periods of a people's national economy, in a very low stage of civilization where forests are plentiful and they are fattened on acorns and the nuts of the beech, and also when they may be considered as a collateral product of some great industry, such as distilleries and dairy-farming; and when raised by a numerous, especially a rural population of small means and laborers, in order to turn to advantage, in the former instance, the remains of production, and in the latter of consumption.1 Where neither of these two reasons ob 'The principal cheese-producing countries and cities are Holland, Limburg, Switzerland, Gloucester, Chester, Ayrshire etc. Compare Jtoscier, loc. cit., 195 ff.
