NATO's Changing Strategic Agenda by Colin McInnes Pdf

This book, first published in 1990, is an incisive examination of NATO’s strategy for the defence of the central front – the concern that has lain at the heart of NATO since its formation. Politically, the central front marked the post-war division of Europe into two competing blocs; militarily, it has represented the area of greatest force concentration and greatest threat. As NATO’s strategic agenda changed with the end of the Cold War, the central front remained a critical concern. This book analyses the structure, strategy and doctrines of both East and West, and examines the relationship of NATO strategy to conventional force doctrines.

The Limits of Alliance by Andrew A. Michta Pdf

Are the relationships that the United States forged with North and Central Europe during the Cold War still viable today? As the North Atlantic Treaty Organization (NATO) declines and the European Security and Defense Policy (ESDP) emerges, can the United States and Europe bridge the transatlantic fissures that opened when the United States prepared to go to war with Iraq? In a post-9/11 world, North and Central Europe have had to adapt their national security policies and rethink their relationship with the United States. In an in-depth look at the security policies of the states in North and Central Europe, Andrew Michta highlights how historical legacies, regional geostrategic constraints, and individual capabilities have shaped their response to the new environment. Michta raises the broad question of whether traditional alliances and NATO are still viable ways to deal with new security concerns. The two key questions that arise from this discussion are to what extent NATO still matters to the United States, beyond its political utility, and whether the European Union as a whole can become a partner for the United States in a new security environment. The Limits of Alliance argues that, although NATO will continue to exist in the coming decade, the hollowing-out of the alliance will be accompanied by a shift in transatlantic security relations toward bilateralism determined by regional security considerations.

European Security and NATO Enlargement by Stephen Blank Pdf

This report includes papers presented at the conference "Eurasian Security in the Era of NATO Enlargement, held in August 1997. The Strategic Studies Institute invited analysts and officials from all of the Central and East European countries, including those invited to join NATO, those not invited, and those former Soviet states with a vital interest in the outcome. In order to clarify fully the emerging security agenda in Europe and hear from member states and other interested parties, the panelists provided assessments of their respective countries' perspectives, of their own governments' policies, and of how they see emerging trends in European security issues. This monograph contains a representative selection of the papers presented at the conference and offers a broad spectrum of views, including some not often heard, on the issues connected with NATO enlargement.

Central Europe: The New Allies? by Theo Van Den Doel Pdf

Originally published in 1994. In 1989 Poland, Hungary and Czechoslovakia began to cooperate as a regional grouping in the Warsaw Treaty Organisation(WTO). With the primary objective to cooperate with western organisations they have also worked to dismantle the WTO and the CMEA. Since 1991, they have been regarded as the Visegard Group which now includes the Slovak Republic as well as the newly named Czech Republic. The subtitle reflects the author's belief that in comparison with other WTO states, this Group of four nations are on a fast track in their objective of being a member of NATO.

The Enlargement of the European Union and NATO by Wade Jacoby Pdf

In 2004 the European Union and NATO each added ten new member states, most from the post-communist countries of Eastern and Central Europe. In order to prepare for membership, these countries had to make many thousands of institutional and legal adjustments. Indeed, they often tried to modernize in just a few years, implementing practices that evolved over many decades in Western Europe. This book emphasizes the way that policy elites in Central and Eastern Europe often 'ordered from the menu' of established Western practices. When did this emulation of Western practices succeed and when did it result in a fiasco? Professor Jacoby examines empirical cases in agriculture, regional policy, consumer protection, health care, civilian control of the military, and military professionalism from Hungary, the Czech Republic, Poland, Bulgaria, and the Ukraine. The book addresses debates in institutionalist theory, including conditionality, Europeanization, and external influences on democratic and market transitions.

In contrast to the Cold War era the new European order is characterised by uncertainty, fluidity and new security challenges including separatism, ethnic conflict and intra-state conflict. This book examines the process of change and its implications for: transatlantic relations, institutional development, regional stability and NATO's rationale. Balkan instability forms a major theme of the work illustrating the challenge for policy-makers. The book concludes with a discussion of NATO enlargement and relations with Russia.

Prague, NATO, and European Security by Stephen Blank Pdf

One of the most likely candidates for future membership in NATO is the Czech Republic. Inasmuch as the debate over this issue is engaging chancelleries all over the United States and Europe, it is necessary to understand how the prospective members view European security issues, what they hope to gain from membership, and how their interests and security relationships mesh with NATO's. Dr. Stephen Blank examines Czech policy. His purpose is not to determine whether the United States or any other members should support or oppose NATO enlargement. Instead, he seeks to analyze Czech views and inform our audience as to their meaning and importance for both the Czech Republic and the other NATO members.

Beyond NATO by Michael E. O'Hanlon Pdf

In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
