Since the end of the Cold War, numerous conflicts have emerged within the Euro-Atlantic and Eurasian space which have affected international relations and highlighted the need for effective strategies for conflict resolution and management. This book presents papers delivered at the NATO Advanced Research Workshop (ARW), Best Practices and Lessons Learned in Conflict Management, held in Bratislava, Slovak Republic, in June 2015. The authors of these texts are recognized authorities within their fields of expertise. Issues raised by the conflict in Ukraine were the main focus of the workshop, as they are of this book, but it also contains valuable information about situations in other countries such as the Republic of Moldova, Afghanistan, Bosnia and Herzegovina, and Belarus. In crisis management operations, strategic errors can cost lives. Some international organizations (IOs) learn from these failures whereas others tend to repeat them. Given that they have high rates of turnover, how is it possible that any IO retains knowledge about the past? This book introduces an argument for how and why IOs develop institutional memory from their efforts to manage crises. Findings indicate that the design of an IO's learning infrastructure (e.g. lessons learned offices and databases) can inadvertently disincentivize IO elites from using it to share knowledge about strategic errors. Elites - high-level officials in IOs - perceive reporting to be a risky endeavour. In response, they develop institutional memory by creating and using informal processes, including transnational interpersonal networks, private documentation and conversations during crisis management exercises. The result is an institutional memory that is highly dependent on only a handful of individuals. The book draws on the author's interviews and a survey experiment with 120 NATO elites across four countries. Cases of NATO crisis management in Afghanistan, Libya and Ukraine further illustrate the development of institutional memory. Findings challenge existing research on organizational learning by suggesting that formal learning processes alone are insufficient for ensuring that learning happens. The book also offers recommendations to policymakers for strengthening the learning capacity of IOs.

This book explores ‘lessons learned’ from the military intervention in Libya by examining key aspects of the 2011 NATO campaign. Since the end of the cold war, the number of conflicts and humanitarian crises increased and the efforts of the international community in crisis management occur in highly complex situations in which sole military or humanitarian efforts cannot provide a solution to the situation. Civil-Military cooperation has become the catchphrase when talking about how to manage and solve complex crises. There are two different understandings of the term civil-military cooperation. In its basic form, it describes ‘the interaction between civilian humanitarian actors and international forces during complex emergencies’. The second understanding was developed by the military and referred ‘to the liaison and coordination processes and mechanisms that are established to facilitate relations between military forces and civilian agencies’ ‘in order to achieve military objectives’. Both definitions are broad and allow every organization to develop their understanding of civil-military cooperation. The most known concept is CIMIC by the North Atlantic Treaty Organization (NATO). However, other organization, like the United Nations (UN) or the European Union (EU), as well as humanitarian actors, have their understanding of civil-military cooperation. The interesting question is not how each organization understands civil-military cooperation, but how an organization formulate and implement the concept of civil-military cooperation as part of its institutional framework. This book improves our understanding of battlefield coalitions, providing novel theoretical and empirical insight into their nature and capabilities, as well as the military and political consequences of their combat operations. The volume provides the first dataset of battlefield coalitions, uses primary sources to understand how non-state actors of varying types form such groupings, reports interviews with policymakers illuminating North Atlantic Treaty Organization operations, and uses cases studies of various wars waged throughout the nineteenth, twentieth, and twenty-first centuries to understand how other such collectives have operated. Part I introduces battlefield coalitions as an object of study, demonstrating how they are distinct from other wartime collectives. Using a novel dataset of actors fighting in 492 battles during interstate wars waged between 1900 and 2003, it provides, for the first time, a comprehensive portrait of the universe of battlefield coalitions. Part II explores processes and dynamics involved in the formation of battlefield coalitions, addressing how potential coalition members prepare for future battles in peacetime (as well as the consequences of such preparations) and the dynamics of mission design. Part III focuses on how battlefield coalitions are organised and fight when combat ensues, notably their decision-making rules and practices, command structures, and learning capacities. Selected for the 2008 Royal Air Force Reading List In this revealing work, Dag Henriksen discloses the origins and content of NATO's strategic and conceptual thinking on how the use of force was to succeed politically in altering the behavior of the Federal Republic of Yugoslavia (FRY). The air campaign, known as Operation Allied Force, was the first war against any sovereign nation in the history of NATO and the first major combat operation conducted for humanitarian purposes against a state committing atrocities within its own borders. This book examines the key political, diplomatic, and military processes that shaped NATO and U.S. management of the Kosovo crisis and shows how air power became the main instrument in their strategy to coerce the FRY to accede to NATO's demands. The book further shows that the military leaders set to execute the campaign had no clear strategic guidance on what the operation was to achieve and that the level of uncertainty was so high that the officers selecting the bombing targets watched NATO's military spokesman on CNN for guidance in choosing their targets. Henriksen argues that structures preceding the Kosovo crisis shaped the management to a much greater degree than events taking place in Kosovo and that the air power community's largely institutionalized focus on high-intensity conflicts, like the 1991 Gulf War, hampered them from developing strategies to fit the political complexities of crises. Because fighting and wars in the lower end of the intensity spectrum are likely to surface again, study of the Kosovo crisis offers lessons for future international conflicts in which the combination of force and diplomacy will play a very significant role.
