Despite its recent rapid economic growth, China’s political system has remained resolutely authoritarian. However, an increasingly open economy is creating the infrastructure for an open society, with the rise of a non-state sector in which a private economy, non-governmental organizations (NGOs) and different forms of social forces are playing an increasingly powerful role in facilitating political change and promoting good governance. This book examines the development of the non-state sector and NGOs in China since the onset of reform in the late 1970s. It explores the major issues facing the non-state sector in China today, assesses the institutional barriers that are faced by its developing civil society, and compares China’s example with wider international experience. It shows how the ‘get-rich-quick’ ethos of the Deng Xiaoping and Jiang Zemin years, that prioritised rapid GDP growth above all else, has given way under the Jiantao Hu regime to a renewed concern with social reforms, in areas such as welfare, medical care, education, and public transportation. It demonstrates how this change has led to encouragement by the Hu government of the development of the non-state sector as a means to perform regulatory functions and to achieve effective provision of public and social services. It explores the tension between the government’s desire to keep the NGOs as "helping hands’ rather than as autonomous, independent organizations, and their ability to perform these roles successfully.
China's rapid socio-economic transformation has generated extraordinary movements of people from rural areas to urban centres. At the peak of labour migration in the early 2000s, some 100 to 200 million people moved to cities in search of higher wages and better standards of living. State of Exchange examines how--despite the authoritarian nature of the Chinese state--non-governmental organizations in China have increased dramatically as central and local states tacitly allow migrant NGOs to deliver community services to workers in Beijing and Shanghai. Interacting with spaces and layers of the state at various levels of government, NGOs conduct and scale up their programs, while the state, in turn, engages with NGOs as a means to remain relevant and further legitimize its own interests. Jennifer Hsu uses a new conceptual framework to assess state-NGO relations and ultimately to reveal how NGOs navigate the complex web of central and local government bodies to lend stability to, and form mutually beneficial relationships with, the Chinese state. As North Africa and the Middle East move into a new era of politics, the Chinese experience outlined in this book will serve as a blueprint for better understanding the best practices and lessons learned for state-society relationships at the central and local levels.
Over the past two decades, the Chinese Communist Party (CCP) has paradoxically steered the development of a thriving capitalist economy. Unlike many faltering post-socialist states with fragile economies and weakly institutionalised democratic structures, China has witnessed a tide of economic entrepreneurialism that has raised living standards and the country's global economic stature. However, the strains of rapid economic change and the tensions between an increasingly liberalized economy and the partially reformed institutions of an authoritarian polity have become increasingly severe. Crucial to the success of further economic reform and development, good governance is the greatest challenge faced by the CCP. This groundbreaking book explores the key dimensions of governance in China. These include the prospects for political reform as a new generation of leaders comes to power and China enters the World Trade Organization; the processes of building institutions, such as developing a clean, competent, and meritocracy-based civil service, and improving the legislative framework; enhancing regime legitimacy through the sharing of power at lower levels and promoting citizen participation and voice; and finally the prevention and management of social discontent, with particular reference to worker unrest and the Falun Gong. Concerns about the role and accountability of NGOs have been voiced from different quarters in recent years. Some donors, governments, corporations, and international agencies raise important questions about the effectiveness of NGO work and the legitimacy of their advocacy. Some NGOs have also recognized the need to ensure good practice in the wider voluntary sector.
