Defense Management Reform by Peter Levine Pdf

Pentagon spending has been the target of decades of criticism and reform efforts. Billions of dollars are spent on weapons programs that are later abandoned. State-of-the-art data centers are underutilized and overstaffed. New business systems are built at great expense but fail to meet the needs of their users. Every Secretary of Defense for the last five Administrations has made it a priority to address perceived bloat and inefficiency by making management reform a major priority. The congressional defense committees have been just as active, enacting hundreds of legislative provisions. Yet few of these initiatives produce significant results, and the Pentagon appears to go on, as wasteful as ever. In this book, Peter Levine addresses why, despite a long history of attempted reform, the Pentagon continues to struggle to reduce waste and inefficiency. The heart of Defense Management Reform is three case studies covering civilian personnel, acquisitions, and financial management. Narrated with the insight of an insider, the result is a clear understanding of what went wrong in the past and a set of concrete guidelines to plot a better future.

Prevention, Pre-emption and the Nuclear Option by Aiden Warren Pdf

Despite its portrayal as a bold departure, the Bush Doctrine was not the "new" or "revolutionary" policy instrument that many at the time portended. This work seeks to argue that while it was clear that the Bush Doctrine certainly qualified as a preventive war policy, it is apparent that the adoption of this strategy did not mark a total break with American tradition or earlier Administrations. Warren seeks to dispel arguments pertaining to the supposed "radical" nature of the Bush Doctrine – based on comparisons with previous National Security Strategies and previous Administrations’ penchant for prevention. However, the work also highlights that what was new and bold about the Bush Administration’s National Security Strategy of 2002, was its willingness to embrace reinvigorating a nuclear option that could ultimately be used in the context of preventive war. While Obama has struck bold rhetorical notes and promises in relation to limiting the role of nuclear weapons, he has stopped short of changing the status quo on critical issues that have lingered since the Cold War – such as tactical nuclear weapons and keeping missiles on alert. This book’s final section examines the extent to which Obama has attempted to ‘adjust’ the nuclear option with the recent release of the congressionally mandated Nuclear Posture Review (NPR). Offering new insights into the Bush doctrine and providing a comprehensive analysis of the current status of the US nuclear weapons strategy, this volume will be of great interest to scholars and students of American foreign policy, security studies and international relations.

National Security Entrepreneurs and the Making of American Foreign Policy by Vincent Boucher,Charles-Philippe David,Karine Prémont Pdf

Since the advent of the contemporary US national security apparatus in 1947, entrepreneurial public officials have tried to reorient the course of the nation's foreign policy. Acting inside the National Security Council system, some principals and high-ranking officials have worked tirelessly to generate policy change and innovation on the issues they care about. These entrepreneurs attempt to set the foreign policy agenda, frame policy problems and solutions, and orient the decision-making process to convince the president and other decision makers to choose the course they advocate. In National Security Entrepreneurs and the Making of American Foreign Policy Vincent Boucher, Charles-Philippe David, and Karine Prémont develop a new concept to study entrepreneurial behaviour among foreign policy advisers and offer the first comprehensive framework of analysis to answer this crucial question: why do some entrepreneurs succeed in guaranteeing the adoption of novel policies while others fail? They explore case studies of attempts to reorient US foreign policy waged by National Security Council entrepreneurs, examining the key factors enabling success and the main forces preventing the adoption of a preferred option: the entrepreneur's profile, presidential leadership, major players involved in the policy formulation and decision-making processes, the national political context, and the presence or absence of significant opportunities. By carefully analyzing significant diplomatic and military decisions of the Johnson, Nixon, Reagan, and Clinton administrations, and offering a preliminary account of contemporary national security entrepreneurship under presidents George W. Bush, Barack Obama, and Donald Trump, this book makes the case for an agent-based explanation of foreign policy change and continuity.

Mightier Than the Sword by Alice Hunt Friend Pdf

The civilian role in managing the military has never been more important. Today, civilian leadership of defense policy is challenged by the blurring line between war and competition and the speed of machine decision-making on the battlefield. Moreover, the legitimacy of political leaders and civil servants has been undermined by a succession of foreign policy failures and by imbalances of public faith in the military on the one hand and disapproval of civilian institutions on the other. A central question emerges: What does appropriate and effective civilian control of the military look like? Combining scholarly expertise and firsthand civilian experience in the Department of Defense, Friend argues that civilians combine authoritative status, institutional functions, and political expertise to ensure that democratic preferences over the use of force prevail. Friend focuses on the ways political context shapes whether and how civilian controllers—the civilians in professional and institutional positions with the responsibility for defense matters—exercise control over the military and each other. Mightier Than the Sword provides insights that enrich civil-military relations scholarship, as well as lessons aimed at revitalizing American democracy.
