Despite a long history of regional integration and a multiplicity of regional organizations in southern Africa, the effect of regional integration on economic growth and poverty reduction remains debatable or elusive. This causes many to doubt whether regional integration is in actual fact an effective poverty-reduction strategy. Accordingly, the focus of this book is to explore and analyze whether specific Southern African Development Community (SADC) trade integration policies, especially the trade liberalization regime, have produced economic growth and reduced poverty in the region. While it is generally agreed that economic growth is the panacea to poverty reduction, there is little evidence as to whether regional integration in Africa is associated with economic growth in the countries concerned and subsequently leads to poverty reduction. The book makes recommendations on how the SADC FTAs can contribute to poverty reduction and socioeconomic development, and goes on to suggest policy proposals on how to enhance the contribution of the FTAs to poverty eradication and economic development. It also identifies specific activities to be undertaken to enable supply-side and productive competitiveness interventions to support the FTAs and contribute to economic development. Trade and investment are engines of growth for the Asia and the Pacific and enabled them to significantly reduce poverty during the past two decades. However, the performance of the region would have been better if the high tariff and non-tariff barriers issues could have been addressed, with the non-tariff trade cost alone accounts for at least 90% of overall trade costs. With some of the world's most dynamic economies located in the region, there is large potential for an expansion of intraregional trade and investment in Asia and the Pacific, making the whole region more resilient to external shocks. Unfortunately, many barriers prevent intraregional movement of goods and investment, affecting in particular the opportunities for small and medium-sized enterprises (SMEs) to directly participate in international trade. Removal of those barriers and deepening regional connectivity can therefore be a strong driver of growth and poverty reduction. While sufficient literature exists with regard to establishing a direct and positive correlation between trade and poverty reduction, very little study has been done on the linkages between trade facilitation and poverty reduction. Non-tariff measures are generally defined as policy measures other than ordinary customs tariffs that can potentially have an economic effect on international trade in goods, changing quantities traded, or prices or both. Since this definition is broad, a detailed classification is of critical importance so as to better identify and distinguish among the various forms of non-tariff measures. The classification of non-tariff measures presented here is a taxonomy of all those measures considered relevant in international trade today. It builds on an old UNCTAD classification known as the Coding System of Trade Control Measures and was developed by several international organizations forming what is called the MAST group (Multi-Agency Support Team) set up to support the Group of Eminent Persons on Non-tariff Barriers established by the Secretary General of UNCTAD in 2006. The MAST team discussed and proposed this classification, and is composed of: FAO, IMF, ITC, OECD, UNCTAD, UNIDO, World Bank and WTO. The classification is seen as evolving and should adapt to the reality of international trade and data collection needs.

Trade has played a critical role in global poverty reduction. In harnessing the potential of trade, some of the most successful countries have developed strong trade relationships with their neighbors. However, many South Asian countries have trade regimes that often offset the positive impact of geography and proximity. This report documents systematically the gaps between current and potential trade in South Asia and addresses important specific barriers that have held trade back. These barriers include tariffs and paratariffs, real and perceived nontariff barriers, connectivity costs, and the broader trust deficit. This policy-focused report unpacks these critical barriers to effective trade integration in South Asia through four in-depth studies that produce new, detailed, on-the-ground knowledge. Globalization - the growing integration of economies and societies around the world, is a complex process. The focus of this research is the impact of economic integration on developing countries and especially the poor people living in these countries. Whether economic integration supports poverty reduction and how it can do so more effectively are key questions asked. The research yields 3 main findings with bearings on current policy debates about globalization. Firstly, poor countries with some 3 billion people have broken into the global market for manufactures and services, and this successful integration has generally supported poverty reduction. Secondly, inclusion both across countries and within them is important as a number of countries (pop. 2 billion) are failing as states, trading less and less, and becoming marginal to the world economy. Thirdly, standardization or homogenization is a concern - will economic integration lead to cultural or institutional homogenization?
This annual publication analyses the global and national dimensions of the investment climate for developing countries, in terms of the policy and institutional environment. This edition examines the growth of regional trade agreements, which have risen eight-fold in two decades with currently, as much as 40 percent of global trade taking place among countries that have some form of reciprocal regional trade agreement. Issues discussed include: regional trading trends; effects of regional agreements on trade creation, trade facilitation and services, investment, intellectual property rights, and labour mobility; whether the proliferation of agreements poses risks for multilateral trading system, and if so, options for managing them. The report finds that agreements leading to open regionalism (that is, deeper integration of trade as a result of low external tariffs, increased services competition, and efforts to reduce cross-border and customs delays costs) are effective as part of a larger trade strategy to promote growth. Although regional agreements can prove beneficial to member countries, they can have adverse effects on excluded countries, and the lowering of border barriers around the world is crucial to minimising these effects. The completion of the Doha Development Agenda by all WTO countries will reduce the risk of trade diversion associated with regional agreements and will decrease trade losses of countries excluded from agreements.
