The Paris Agreement aims to hold the increase in the global average temperature to well below 2°C above pre-industrial levels (and pursue efforts to limit it to 1.5°C), but does not refer specifically to greenhouse gas emissions from the international maritime transport sector. This Report outlines the findings of a project commissioned by the Nordic Council of Ministers, focusing on opportunities for Nordic countries to achieve a transition to low-carbon shipping at national, regional and global scales. It is informed by discussions at the World Maritime University in Malmö in December 2016 between representatives of governments, businesses, NGOs and the research community. The Report presents a low-carbon roadmap for shipping with actions and outcomes concerning low-carbon technology, ship operations, finance, public policy, and public-private partnerships.

Nordic Ministers of Environment adopted in March 2012 the "Svalbard Declaration" with decisions to reduce the negative impacts of the climate changes and air pollution caused by the emission of the so-called Short-lived Climate Forcers (SLCFs) such as black carbon (soot) and methane. Along with CO2, they are the main reasons why the ice in the Arctic now is melting rapidly. At a workshop organised by the Nordic Group on Climate and Air Quality in June 2012 researchers and policy-makers discussed the recent scientific findings, the national experiences with emission inventories, identification of cost-effective measures to cut emissions and the drawing up of national action plans as well as the development in the field of international co-operation on SLCFs. However, the knowledge on the links between gender and climate change has been lacking documentation and has not been shared with relevant Nordic stakeholders and policy makers. The report seeks to close this knowledge gap. It provides a comprehensive understanding of how climate change policies affect gender and vice versa, and it is clear evidence of the importance of- and need to engage women and minorities in climate policy making. This is an important step towards implementing a climate change policy without negative effects on gender. The study gives an overview of existing and lacking sex-disaggregated data as well as a status regarding gender equality in decision-making related to climate policy in the Nordic countries.
The parliamentarians around the world find themselves faced with a major task of developing wise and effective climate legislation, which can maintain the world on course with the goals set by the Paris Agreement of 2015. Using legislation,the parliaments must hold the government firm on an overall climate goal. They must approve the laws that are a prerequisite for the reduction of greenhouse gas emissions and create an understanding among their respective voters for the measures deemed necessary to contribute to the solution to the challenge of climate change. Unfortunately, there is no blueprint and definitive answer to the question of what constitutes good climate legislation. Fortunately, however, there are now many experiences upon which we can draw in order to reduce the risk that ambitions for good climate laws are not fulfilled. In this handbook for parliamentarians, Steen Gade, former MP in Denmark and former member of the Nordic Council, has collected some of the experiences of climate legislation and parliamentary climate work that has been carried out in the Nordic countries so far. The book contains some advice and tips on how to become a climate clever parliamentarian. The Nordic Council decided to publish this book in the hope that both current and future generations of parliamentarians in the Nordic countries, as well as in other countries, will be inspired and benefit from it, in the effort to limit the dangerous effects of global climate change.

The report is a stocktake of GHG emissions in the Nordic countries, and a description and assessment of the different national pathways towards climate neutrality in the Nordic region. Many of the challenges on the path towards climate neutrality are not unique to the Nordic countries and solving these in the Nordic region – in countries well-positioned to do so – would prove valuable for global climate action. The report highlights common challenges across the Nordic countries and proposes opportunities for further cross-Nordic collaboration.

If the Agreement’s goal - limit the global temperature increase below 2°C - is to be met, all financial flows need to shift dramatically and rapidly from current investment patterns to 2°C compatible pathways. This study analyses the roles Nordic actors might play in mobilizing finance flows internationally and outlines a roadmap that can guide joint Nordic action during the next five to ten years. While the roadmap covers components of “climate related ODA” and climate compatible contributions from the private sector, the focus of the roadmap lies on the crucial bridging and dialogue that is required between key actors. Building on identified Nordic strengths and areas needing accelerated international support, the report concludes with a set of immediate next steps to operationalize the roadmap in 2017-2018.
