Nordic Administrative Reforms by Carsten Greve,Per Lægreid,Lise H. Rykkja Pdf

This book is based on a unique data set and assesses in comparative terms the public management reforms in the five Nordic countries: Denmark, Finland, Iceland, Norway, and Sweden. Based on the assessments of administrative executives, the book compares the Nordic countries with the Anglo-Saxon, the Germanic, the Napoleonic and the East European group of countries. The book addresses the following questions: What reform trends are relevant in the public administrations of the Nordic countries? What institutional features characterize the state authorities in these countries? What characterizes the role identity, self-understanding, dominant values, and motivation of administrative executive in the Nordic countries? What characterizes reform processes, trends and content, what is the relevance of different types of management instruments, and what are their perceived effects and the perceived performance of the public administration? The book also examines how the different Nordic countries dealt with the financial crisis of 2008, and how the differences and similarities in their approaches can be explained.

Modernizing the Public Sector by Irvine Lapsley,Hans Knutsson Pdf

As policymakers and scholars evaluate possible ways forward in the reform and renewal of public services by governments caught up in a recessionary environment, this book aims to offer something different – a comprehensive analysis of the development of the ‘Scandinavian’ way of modernizing public-sector management. No book has yet provided an inside view of the development and character of New Public Management (NPM) in Scandinavia. Although there is a general perception that there is a clear-cut ‘Scandinavian’ model of public policy and management, this book offers a more nuanced interpretation, illuminating subtle distinctions in political, social and economic context which are significant in identifying receptive contexts for the adoption of modernization policies. Organized into three main themes in the modernization of the welfare state – management, governance and marketization – the contents revolve around unique empirical accounts, revealing distinctive Scandinavian characteristics of reform initiatives. The received wisdom may be a hesitant follower of the UK and the USA. But this book offers an alternative interpretation, revealing an edginess in certain Scandinavian settings, particularly in Sweden, which is a largely unrecognized. Without compromising the welfare state, it may be a bold frontrunner in the development of New Public Management.

EBOOK: Nordic Health Care Systems: Recent Reforms and Current Policy Challenges by Jon Magnussen,Karsten Vrangbaek,Richard Saltman Pdf

"The book is very valuable as actual information about the health systems in the Nordic countries and the changes that have been made during the last two decades. It informs well both about the similarities within the 'Nordic Health Model' and the important differences that exist between the countries." Bo Könberg, County Governor, Former Minister of Health and Social Insurance in Sweden (1991-94) "This book is a rich, interesting and very useful document. I have been looking, for example, today for precise information on political governing which is not displayed anywhere else. It will be of importance in many aspects!" Johan Calltorp MD PhD, Professor of Health Policy and Management, The Nordic School of Public Health, Gotenburg "The publishing of this book about the Nordic health care systems is a major event for those interested not only in Nordic health policy and health systems but also for everybody interested in comparative health policy and health systems. It is the first book in its kind. It covers the four 'large' Nordic countries, Denmark, Norway, Sweden and Finland, and does so in a very systematically comparative way. The book is well organized, covers 'everything' and is analytically sophisticated." Ole Berg, nstitute of Health Management and health economics, University of Oslo, Norway This book examines recent patterns of health reform in Nordic health care systems, and the balance between stability and change in how these systems have developed. The health systems in Norway, Denmark, Sweden and Finland are investigated through detailed comparisons along a variety of policy-driven parameters. The following themes are explored: Politicians, patients, and professions Financing, production, and distribution The role of the primary health sector The role of public health Internal management mechanisms Impact of the European Union The book probes the impact of these topics and then contrasts the development across all four, allowing the reader to gain a sense of perspective both on the individual countries as well as on the region as a whole. The editors also explore the extent to which a Nordic Health Care Model exists, and the degree to which that model will continue to help explain the future direction of health policy-making in these four countries. An additional chapter on recent developments in Iceland completes the work. Contributors: Tinna L. Ásgeirsdóttir, Paula Blomquist, Johan Calltorp, Terje P. Hagen, Unto Häkkinen, Peter K. Towards New Nordic Regions by Oddbjørn Bukve,Henrik Halkier,Peter De Souza Pdf

Across the Nordic countries movements are taking place towards new political and administrative government structures at the regional level. The book presents an analysis of this development, in order to figure out both similarities and differences in the content of the reform and the reform process. At the same time the book also discusses how and to what extent new regions are growing from below. The overall aim of the book is to outline the broader implications of the Nordic experience for the understanding of the international trend towards the development of the new regions: What are the main elements in the top down reforms of regional governments? What is the content of regionalism processes related to each other? Are the state reforms mainly an answer to bottom up economic and social drives towards new regions? Are they rather motivated by ideas of a new regionalism which are spreading through Europe? Or are they maybe a result of a perceived need for more efficient service delivery at the regional level? By discussing these questions, the authors aim to contribute to the international discussion on new regions and regionalism.

Reforms, Organizational Change and Performance in Higher Education by Rómulo Pinheiro,Lars Geschwind,Hanne Foss Hansen,Kirsi Pulkkinen Pdf

This open access book investigates the effects of changes in leadership and managerial structures of Nordic universities resulting from reforms in the last decade. It builds on a rich, comparative dataset across a multiplicity of system-wide (macro) and organisational (meso and micro) dimensions, namely: reform or policy initiatives; drivers, aims, instruments and actors; structural changes within universities; strategic and performance management; the rise of accountability regimes; incentive and evaluative systems; and perceived changes/effects by the key actors involved, at various levels. The volume provides critical insights to the larger phenomenon of change and adaptation within the public sector. Its findings and implications are of relevance to social science researchers, policy makers, managers/administrators, and external stakeholders.

Citizens and the New Governance by Luc Rouban Pdf

This volume addresses the relationship of citizenship and public management in Europe. After 15 years of state reform, it is time for an overall discussion of the theoretical and empirical impact and limits of New Public Management, as one of the latest reorientations in public administration, on the practice of citizenship. It points out the tension between a focus on improvement of state bureaucracies, on the one hand, and the involvement of citizens in the co-production of policies on the other. It also points to a fundamental change that is taking place: the imortance of state apparatuses for the development and sustainability of viable societies is being de-emphasized and special attention to "governance" is now taking over the central place, that for so long has been occupied by attention to "government". Through the eco-production of public policies by citizens and public authorities working together, a new civil society is emerging. The book highlights the fact that the re-invention of the citizen is of crucial importance to public administration practice, as well as to the various public administration disciplines in Europe.

Finnish Public Administration by Elias Pekkola,Jan-Erik Johanson,Mikko Mykkänen Pdf

This book provides a comprehensive analysis of public administration in Finland. Many of the basic structures of Finnish public administration have remained intact during the country’s relatively short independence of 100 years, but Finland has been able to tackle major turbulence ranging from wars and financial crises to the Covid-19 pandemic. Finland has also had to adjust to greater European integration, a new constitution, an ageing population, increased globalization of markets, and climate change. Chapters in this volume examine a wide range of themes pertinent to Finnish public administration, including government, regionalisation, health care policy, performance management, budgeting, and higher education policy. Placing these themes within the wider context of Nordic administrative developments, the book showcases public administration in Finland as pragmatism in action. It will appeal to students and scholars of public administration, public management, public policy and Nordic studies.

Nordic Politics by Knut Heidar Pdf

This book questions the much vaunted thesis of Nordic homogeneity by launching a comparative re-examination of the institutional structures, political forces and public policies that characterise Sweden, Denmark and Norway separately and collectively as emblematically "Nordic". Broadening the focus by degrees, the book tests claims that "Nordic democracy" and "Nordic welfare state" are a special case, distinguishing them from wider European versions. Each of the 15 chapters compares a different aspect of Nordic and national politics, among them parties and party systems; voters and social cleavages; civic society; women in politics; local government and security policies. With bibliography and index.
