According to the EU Commission, the heating and cooling sector must sharply reduce its energy consumption and cut its use of fossil fuel in order to meet the EU's climate and energy goals. In the Nordic countries, a lot of effort has already been put to make heat production and consumption energy efficient and to decrease the emissions. To disseminate these experiences and good practices wider in Europe, and to identify further needs for co-operation, this study attempts to identify the common approaches of the Nordic countries towards the EU’s heating and cooling strategy and Winter Package regulation. This report describes the results of the work based on Pöyry’s analysis of the current heating and cooling sector practices and regulation in the Nordic countries, and interviews of the regulators and energy industry representatives from each country.

The study presented in this report has been performed for Nordsyn sponsored by the Nordic Council of Ministers. The aim of this study was to analyse if the information given on the energy labels of air-to-water heat pumps give consumers in Nordic countries sufficient information on energy performance. When comparing results from field measurements to declared values, it shows the declared values are usually better than the field data, especially in countries with humid climate. There could be several reasons for this deviation as non-optimal installations, bypass of control systems, old field data etc. The suspicion that the deviation is due to that the standard tests do not take humidity sufficiently into account could not be proved nor fully dismissed. Recommendations are given on how this could be further investigated, including field measurements in Nordic countries.

Available online: https://pub.norden.org/nord2021-024/ This analysis sheds light on the Nordic region's environmental "spillover effect" as a result of our consumption, as well as other social effects.The results indicate that in general consumption-based emissions reveals that the global emissions continue to grow with transport as the biggest source to consumption-based CO2-e emissions from households in the Nordic countries, followed by food and housing. Also, there is a need for better due diligence, transparency and monitoring. Based on reported CO2-e intensities several shifts are suggested to be supported by policy instruments: 1. Shift from beef to other meat consumption. 2. Shift from meat to vegetables. 3. Reduce food waste. 4. Reduce air travel. 5. Shift from private cars to public transportation and soft mobility. 6. Prolong life of goods. 7. Respect human rights. 8. Reduce overall private consumption.

Demand side flexibility is the ability of power consumers to reduce their demand in periods of peak load, possibly shifting demand to other periods. The organisation for the Nordic energy regulators, NordREG, has ordered this study to explore demand side flexibility in a Nordic perspective. The study contains a literature survey of demand side flexibility and assess the potential for, and benefit of demand side flexibility. Based on the survey, the report highlights implementation barriers and possible contributions from to reducing these barriers. Existing barriers are e.g lack of ICT, automation services, smart meters and real-time prices. The greatest potential for demand side flexibility in the Nordics is within residential space heating. The value of demand side flexibility is uncertain, but may be 1–2 billion SEK per year.
