Nuclear Materials Safety Management Volume II by Leslie J. Jardine,Mikhail M. Moshkov Pdf

LESLIE J. JARDINE Lmvrence Livermore National LaboratOlY Livermore, CA 94551 U. S. A. The Advanced Research Workshop (ARW) on Nuc1ear Materials Safety held lune 8-10, 1998, in St. Petersburg, Russia, was attended by 27 Russian experts from 14 different Russian organizations, seven European experts from six different organizations, and 14 V. S. experts from seven different organizations. The ARW was conducted at the State Education Center (SEC), a former Minatom nuc1ear training center in St. Petersburg. Thirty-three technical presentations were made using simultaneous translations. These presentations are reprinted in this volume as a formal ARW Proceedings in the NATO Science Series. The representative technical papers contained here cover nuc1ear material safety topics on the storage and disposition of excess plutonium and high enriched uranium (HEU) fissile materials, inc1uding vitrification, mixed oxide (MOX) fuel fabrication, plutonium ceramics, reprocessing, geologic disposal, transportation, and Russian regulatory processes. This AR W completed discussions by experts of the nuc1ear materials safety topics that were not covered in the previous, companion ARW on Nuc1ear Materials Safety held in Amarillo, Texas, in March 1997. These two workshops, when viewed together as a set, have addressed most nuc1ear material aspects of the storage and disposition operations required for excess HEV and plutonium (see Fig. 1, Opening Remarks).

A Systems View of Nuclear Security and Nuclear Safety by IAEA Pdf

Jointly developed by the lAEA Advisory Group on Nuclear Security (AdSec) and the International Nuclear Safety Advisory Group (INSAG), this publication examines the commonalities and differences of nuclear security and nuclear safety, with a view to stimulating new thinking on how the common elements of nuclear security and nuclear safety can be further recognized to enhance excellence in the management of nuclear activities. Although safety and security have a somewhat different focus, they may overlap with each other and have a common goal – protecting people and society. Actions taken to further one activity can have implications for the other. This publication, written for professionals working in the area, focuses on the interfaces between nuclear safety and security with the aim of ensuring that safety and security actions are integrated with each other as appropriate and serve to reinforce each other. It seeks to establish a framework for a more holistic capability to further both safety and security.

Safeguards Techniques and Equipment by International Atomic Energy Agency Pdf

The 1990s saw significant developments in the global non-proliferation landscape, resulting in a new period of safeguards development. The current publication, which is the second revision and update of IAEA/NVS/1, is intended to give a full and balanced description of the safeguards techniques and equipment used for nuclear material accountancy, containment and surveillance measures, environmental sampling, and data security. New features include a section on new and novel technologies. As new verification measures continue to be developed, the material in this book will be reviewed periodically and updated versions issued.

Use of Nuclear Material Accounting and Control for Nuclear Security Purposes at Facilities by International Atomic Energy Agency Pdf

Nuclear material accounting and control (NMAC) works in a complementary fashion with the international safeguards programme and physical protection systems to help prevent, deter or detect the unauthorized acquisition and use of nuclear materials. These three methodologies are employed by Member States to defend against external threats, internal threats and both State actors and non-State actors. This publication offers guidance for implementing NMAC measures for nuclear security at the nuclear facility level. It focuses on measures to mitigate the risk posed by insider threats and describes elements of a programme that can be implemented at a nuclear facility in coordination with the physical protection system for the purpose of deterring and detecting unauthorized removal of nuclear material.

The Reporter's Handbook on Nuclear Materials, Energy & Waste Management by Michael R. Greenberg,Bernadette M. West,Karen W. Lowrie,Henry J. Mayer Pdf

An essential reference for journalists, activists, and students, this book presents scientifically accurate and accessible overviews of 24 of the most important issues in the nuclear realm, including: health effects, nuclear safety and engineering, TMI and Chernobyl, nuclear medicine, food irradiation, transport of nuclear materials, spent fuel, nuclear weapons, global warming. Each "brief" is based on interviews with named scientists, engineers, or administrators in a nuclear specialty, and each has been reviewed by a team of independent experts. The objective is not to make a case for or against nuclear-related technologies, but rather to provide definitive background information. (The approach is based on that of The Reporter's Environmental Handbook, published in 1988, which won a special award for journalism from the Sigma Delta Chi Society of professional journalists.) Other features of the book include: a glossary of hundreds of terms, an introduction to risk assessment, environmental and economic impacts, and public perceptions, an article by an experienced reporter with recommendations about how to cover nuclear issues, quick guides to the history of nuclear power in the United States, important federal legislation and regulations, nuclear position statements, and key organizations, print and electronic resources.
