The report presents a diagnosis of Portugal multi-level governance in international perspectives and highlights the strengths and challenges of the system. It then presents three potential policy paths of regional reform for Portugal. As the options are not mutually exclusive, they could work as complements to each other. OECD Multi-Level Governance Studies Decentralisation and Regionalisation in Bulgaria Towards Balanced Regional Development by Oecd Pdf

Bulgaria has made solid progress in its territorial governance and socio-economic development. Yet, it has not been able to counteract large and increasing territorial disparities. Doing so will require addressing remaining structural challenges that may be limiting further transformation, government performance and regional resilience. It will also depend on shifting from a centrally-designed approach to regional development policy to one that incorporates subnational input and carefully considers regional specificities. Such a shift, coupled with a revitalised multi-level governance model to strengthen regional and municipal governance, could generate more balanced regional development and inclusive growth in Bulgaria. This multi-level governance study considers the avenues Bulgarian national and subnational authorities could take to ensure more place-based regional development and governance. It emphasises a comprehensive, yet incremental, approach to decentralisation and regionalisation reforms to generate more effective and balanced regional development.

Multi-level Governance Reforms by Organization for Economic Cooperation and Development Pdf

This report provides an overview of "multi-level governance" reforms in OECD countries. It looks at institutional reforms, which reorganise powers, responsibilities and resources across levels of government, as well as territorial reforms, which address territorial structures, often modifying regional and local government administrative areas. The report describes the rationale for different reforms, their characteristics and outcomes, as well as the obstacles faced by governments in designing and implementing them. The success - and failure - of past reforms provide useful lessons that can be applied to future reform efforts. The report includes five case studies that take an in-depth look at countries that have undertaken considerable multi-level governance reforms: Finland, France, Italy, Japan and New Zealand.

Constitutional Approaches to Decentralization: Elements, Challenges and Implications: Fourth Women Constitution-Makers’ Dialogue, 2022 by Erin C. Houlihan ,Sharon P. Hickey Pdf

Whether decentralization, and particularly devolution and federalism, is advantageous or disadvantageous for women is a long-debated issue. The effectiveness of decentralization in promoting gender equality depends on how the system is designed, the quality of implementation planning and the adequacy of resources. Decentralization processes, nevertheless, are particularly fertile ground for enhanced and systematic women’s engagement, with numerous avenues for mobilization and advocacy throughout the long period of interpretation, implementation and enforcement, which can be harnessed by women to shape what decentralization will look like in practical terms. The Fourth Women Constitution-Makers’ Dialogue focused on decentralization from a technical and empirical perspective to support women constitution-makers engaged in constitution-building processes and constitutional implementation through knowledge transfer and comparative experience sharing.
