Regulatory Reform in the Netherlands by Organisation for Economic Co-operation and Development Pdf

The Dutch experience in regulatory reform has vital lessons about the modernisation of the European welfare state and its integration into the European single market. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

OECD Reviews of Regulatory Reform Regulatory Policies in OECD Countries by Organisation for Economic Co-operation and Development Pdf

In the past 20 years, few reforms of the public sector have received more attention, and stimulated more controversy, than the reforms made to regulation making and regulatory management. The rise of regulatory policies -explicit policies aimed at continuously improving the quality of the regulatory environment -- shows how early notions of "deregulation" or "cutting red tape" quickly gave way to a central "good governance" notion. This notion is based on an understanding of how regulatory practices can substantially improve market performance, public sector effectiveness and citizens’ satisfaction, through a mix or deregulation, re-regulation and better quality regulation, backed up by new or improved institutions. Regulatory Policies in OECD Countries documents the development and emergence of that understanding. It describes the "state of play" in the regulatory policy agenda in OECD countries, and identifies the key challenges facing regulatory practitioners in the future.

OECD Reviews of Regulatory Reform OECD Reviews of Regulatory Reform: Regulatory Reform in Ireland 2001 by Scott H. Jacobs,Organisation for Economic Co-operation and Development Pdf

Regulatory reform in Ireland began later than in many countries, but is now moving ahead on a broad front. Following Ireland’s remarkable economic performance in the 1990s, regulatory reform is helping to manage the consequences of fast growth and to sustain growth into the future. Reform is opening up important infrastructure and policy bottlenecks to further growth, promoting efficiency improvements that can help manage inflation, and establishing a more competitive and flexible economy that can innovate, adapt and prosper as the sources of its current prosperity change. Yet the reform agenda is still long. Bottlenecks in physical infrastructure are constraining growth, as are labour shortages, and public sector capacities. Weak competition in key sectors is a risk to future performance. While recognising the substantial progress made in recent years, this report calls for a more coherent and determined approach to regulatory reform. Ireland is among several OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This review presents an integrated assessment of regulatory reform in framework areas such as the quality of the public sector, competition policy and enforcement, and market openness. It also contains chapters on sectors such as telecommunications, electricity, gas, pharmacies and legal services, and an assessment of the macroeconomic context for reform. The policy recommendations present a balanced plan of action for both short and longer term based on best international regulatory practices. In the same series: Regulatory Reform in the Czech Republic Regulatory Reform in Denmark Regulatory Reform in Greece Regulatory Reform in Hungary Regulatory Reform in Italy Regulatory Reform in Japan Regulatory Reform in Korea Regulatory Reform in Mexico Regulatory Reform in the Netherlands Regulatory Reform in Spain Regulatory Reform in the United States The general policy analysis which is the basis for these country reviews is presented in the OECD Report on Regulatory Reform: Synthesis, and the supporting two-volume OECD Report on Regulatory Reform: Sectoral and Thematic Studies, published in 1997.

Finland by Organisation for Economic Co-operation and Development Pdf

In the past, vigorous reforms promoting competition and liberalising the economy have helped Finland to stimulate strong growth and an above average performance among OECD countries. The rise of a world class ICT sector is a defining characteristic of todays economy, but so is a large public sector and a continuing high level of state ownership. This report suggests that more impetus needs to be given to the reform process across the Finnish society. A stronger, strategic and centrally-driven regulatory governance policy will help to unlock further positive changes. The success of the ICT sector needs to be mirrored by a stronger performance of other parts of the economy. The efficiency of public services, which are mainly delivered at the local level, requires attention. Clear policies are needed to determine the scope of state ownership and the governance of state-owned entities. These will help to delineate the respective roles of the state and the private sector. Some service and other sectors would benefit from more competition. And regulatory reform of the labour market is an increasingly pressing need. Finland is one of many OECD countries to request a broad review by the OECD of its regulatory practices and reforms. This review presents an overall picture, set within a macro-economic context, of regulatory achievements and challenges including regulatory quality, competition policy, and market openness. It also assesses progress in the commercialisation of government services. OECD Reviews of Regulatory Reform OECD Reviews of Regulatory Reform: Canada 2002 by Organisation for Economic Co-operation and Development Pdf

Canada, one of the OECD’s strongest economies, has a mature, effective and innovative system of regulatory governance closely linked to the government’s public policy goals. Canadians attach growing priority to health, safety and the environment, and seek a balance among economic, competitiveness and social goals. This is a demanding agenda: in international trade – a major driver of the economy – Canada needs to maintain a careful balance between bilateral and multilateral liberalisation efforts. Further work is needed to improve the effectiveness of the single internal market. Competition policy needs to make a much stronger contribution to regulatory reform and market openness. Despite a positive policy shift, some important sectors are protected through import and foreign ownership restrictions. The recently launched government’s Innovation Strategy is expected to make a major contribution to address these challenges. Canada is one of many OECD countries to request a broad review by the OECD of its regulatory practices and reforms. This review presents an overall picture, set within a macro-economic context, of regulatory achievements and challenges including the quality of the public sector, competition policy and market openness. It also assesses progress in the telecommunications sector.
