Oecd Reviews of Tertiary Education Croatia by Oecd Publishing Pdf

In many OECD countries, tertiary education systems have experienced rapid growth over the last decade. With tertiary education increasingly seen as a fundamental pillar for economic growth, these systems must now address the pressures of a globalising economy and labour market. Within governance frameworks that encourage institutions, individually and collectively, to fulfil multiple missions, tertiary education systems must aim for the broad objectives of growth, full employment and social cohesion. In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. The principal objective of the review is to assist countries in understanding how the organisation, management and delivery of tertiary education can help them achieve their economic and social goals. Poland is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of Polands tertiary education system; an account of trends and developments in tertiary education in Poland; an analysis of the strengths and challenges in tertiary education in Poland; and recommendations for future policy development. This review of tertiary education in Poland forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008 (www.oecd.org/edu/tertiary/review).

Access and Expansion Post-Massification by Ben Jongbloed,Hans Vossensteyn Pdf

The twenty-first century has the potential to be the era of universal higher education access: the post-massification century. The growth of knowledge-based service industries and an increased need for technological and social innovations require more education, training, and re-training at the post-secondary level. This edited collection addresses the crucial issues emerging from this ongoing expansion of higher education, focusing on how national systems of higher education can respond to demands for further expansion when traditional routes to higher education have been largely exhausted. Are there innovative ways to manage the finances of universal access, including tuition fees and student loans? Can we encourage under-represented groups to participate in higher education, offering them new ways of experiencing higher education without sacrificing quality? Does it make a difference how secondary education systems are organised? Expansion will require different modes of delivery, new system models, revised qualification structures, changes to the role played by government, and a revision of the public-private finance mix. While this may lead to tensions in terms of the quality, efficiency, or equality of opportunity in the higher education system, there are also new opportunities for students and higher education institutions. What role will new suppliers of higher education, such as private providers, and modes of delivery, such as MOOCs, play? Will all social groups benefit equally from expansion, and find the institution and programme that fits their needs? With experienced researchers offering insights, national strategies and policy examples from around the world, Access and Expansion Post-Massification will give researchers and policymakers the tools they need to expand higher education into the era of the knowledge society.

Higher Education and the Market by Roger Brown Pdf

The introduction of market forces into higher education is the most crucial issue facing universities and colleges today. As the role of universities in the knowledge society becomes ever more apparent, and as public funding reaches its limit, marketisation has become an issue of critical importance. Discussions about the ever-increasing cost of tuition, affordability, access, university rankings, information, and the commercialization of academic research take place not just in North America, Western Europe and Australasia, but also in Eastern Europe, Asia and Latin America. Higher Education and the Market provides a comprehensive account of this phenomenon, and looks at its likely impact on key dimensions of university activity: system structure funding and resources the curriculum participation and achievement research and scholarship interactions with third parties. Contributors propose how market forces, government intervention and academic self-regulation can be combined to harness the benefits of increased competition and efficiency without losing the public good. It is of particular interest to government and institutional leaders, policy makers, researchers and students studying higher education.

Universities and Regional Development by Rómulo Pinheiro,Paul Benneworth,Glen Alan Jones Pdf

Universities are under increasing pressure to help promote socio-economic growth in their local communities. However until now, no systematic, critical attention has been paid to the factors and mechanisms that currently make this process so daunting. In Universities and Regional Development, scholars from Europe, the Americas, Africa, and Asia critically address this knowledge gap, focusing on policy, organization, and the role of individual actors to uncover the challenges facing higher education institutions as they seek to engage with their regions. In a systematic and comparative manner, this book shows internal and external audiences why, how, and when the institutionalization of universities' "third missions" should take place, and also: challenges conventional wisdom about the role of universities in society and the economy demonstrates how institutions in different nations and regions cope with local engagement combines the latest national, regional and local research with international perspectives integrates diverse conceptual and disciplinary frameworks Universities and Regional Development is a key resource for researchers and students of higher education and territorial development, educational policy makers, and university managers seeking to engage with the world beyond their university.
