At the Centre of Government by Ian Brodie Pdf

"Canada's prime minister is a dictator." "The Sun King of Canadian government." "More powerful than any other chief executive of any other democratic country." These kinds of claims are frequently made about Canada's leader – especially when the prime minister's party holds a majority government in Parliament. But is there any truth to these arguments? At the Centre of Government not only presents a comprehensively researched work on the structure of political power in Canada but also offers a first-hand view of the inner workings of the Canadian federal government. Ian Brodie – former chief of staff to Prime Minister Stephen Harper and former executive director of the Conservative Party of Canada – argues that the various workings of the Prime Minister's Office, the Privy Council Office, the cabinet, parliamentary committees, and the role of backbench members of Parliament undermine propositions that the prime minister has evolved into the role of an autocrat, with unchecked control over the levers of political power. He corrects the dominant thinking that Canadian prime ministers hold power without limits over their party, caucus, cabinet, Parliament, the public service, and the policy agenda. Citing examples from his time in government and from Canadian political history he argues that in Canada's evolving political system, with its roots in the pre-Confederation era, there are effective checks on executive power, and that the golden age of Parliament and the backbencher is likely now. Drawing on a vast body of work on governance and the role of the executive branch of government, At the Centre of Government is a fact-based primer on the workings of Canadian government and sobering second thoughts about many proposals for reform.

The Machinery of Government by Joseph Heath Pdf

In political theory, the traditional model of state power was that elected officials make policy decisions which are then faithfully executed by a lower cadre of public servants. The complexity of the modern state, however, leaves this model outdated. The vast number of economic and social problems it confronts is such that a great deal of rule-making power is now delegated to a class of civil servants. Yet many political philosophers have not taken this model up, and the field has ignored the important role played by the class of "permanent" state officials--the "deep state" as some call it--in liberal states. In most liberal democracies for example, the central bank is as independent as the supreme court, yet deals with a wide range of economic, social, and political issues. How do these public servants make these policy decisions? What normative principles inform their judgments? In The Machinery of Government, Joseph Heath attempts to answer these questions. He looks to the actual practice of public administration to see how normative questions are addressed. More broadly, he attempts to provide the outlines of a "philosophy of the executive" by taking seriously the claim to political authority of the most neglected of the three branches of the state. Heath both provides a corrective to the prevailing tendency to underestimate the contribution of civil servants to the success of liberal-democratic welfare states, and suggests a more satisfactory account of the principles implicit in public administration.

Manitoba Politics and Government by Paul Thomas,Curtis Brown Pdf

Manitoba has always been a province in the middle, geographically, economically, and culturally. Lacking Quebec’s cultural distinctiveness, Ontario’s traditional economic dominance, or Alberta’s combustible mix of prairie populism and oil wealth, Manitoba appears to blend into the background of the Canadian family portrait. But Manitoba has a distinct political culture, one that has been overlooked in contemporary political studies.Manitoba Politics and Government brings together the work of political scientists, historians, sociologists, economists, public servants, and journalists to present a comprehensive analysis of the province’s political life and its careful “mutual fund model” approach to economic and social policy that mirrors the steady and cautious nature of its citizens. Moving beyond the Legislature, the authors address contemporary social issues like poverty, environmental stewardship, gender equality, health care, and the province’s growing Aboriginal population to reveal the evolution of public policy in the province. They also examine the province’s role at the intergovernmental and international level.Manitoba Politics and Government is a rich and fascinating account of a province that strives for the centre, for the delicate middle ground where individualism and collectivism overlap, and where a multitude of different cultures and traditions create a highly balanced society.

Opening the Government of Canada by Amanda Clarke Pdf

Opening the Government of Canada presents a compelling case for a more open model of governance in the digital age – but a model that also continues to uphold democratic principles at the heart of the Westminster system. Amanda Clarke details the untold story of the federal bureaucracy’s efforts to adapt to digital-age pressures from the mid-2000s onward. This book reveals the mismatch between the bureaucracy’s closed government traditions and evolving citizen expectations and digital tools. Striking a balance between reform and tradition, lays out a roadmap for building a democratically robust, digital-era federal government.
