While the United States and its allies put their military focus on the post-9/11 challenges of counter-terrorism and counter-insurgency, Russia and China put their military focus onto the United States and the risks of regional wars that they came to believe they might have to fight against the United States. Their first priority was to put their intellectual houses in order-that is, to adapt military thought and strategic planning to the new problem. The result is a set of ideas about how to bring the United States and its allies to a "culminating point" where they choose to no longer run the costs and risks of continued war. This is the "red theory of victory." Beginning in the second presidential term of Obama administration, the U.S. military focus began to shift, driven by rising Russian and Chinese military assertiveness and outspoken opposition to the regional security orders on their peripheries. But U.S. military thought has been slow to catch up. As a recent bipartisan congressional commission concluded, the U.S. intellectual house is dangerously out of order for this new strategic problem. There is no Blue theory of victory. Such a theory should explain how the United States and its allies can strip away the confidence of leaders in Moscow and Beijing (and Pyongyang) in their "escalation calculus"-that is, that they will judge the costs too high, the benefits to low, and the risks incalculable. To develop, improve, and implement the needed new concepts requires a broad campaign of activities by the United States and full partnership with its allies.

When states mount information campaigns against each other, they are trying to change the narrative. The digital platforms of the new information environment have been identified by various analysts as a significant factor in contemporary strategy and crisis management. But while social media is noisier and more chaotic than traditional media, and unprecedented in its immediacy and accessibility, has it thus far been a game changer in strategic affairs? In this Adelphi book, Sir Lawrence Freedman and Heather Williams examine the impact of state-led digital information – or disinformation – campaigns in four contexts: the India–Pakistan crisis over Kashmir in 2019; the heightened tensions between the United States and Iran following the assassination of Qasem Soleimani in 2020; China’s messaging in response to the COVID-19 pandemic from 2020–22; and the Russia–Ukraine crisis from 2013–23. While noting the meaningful consequences of digital information campaigns, in each case the authors call for a sense of perspective. Such campaigns are only one aspect of wider political struggles. They are also difficult for their initiators to control, and less likely to influence foreign audiences than domestic ones. Overall, the authors argue, there is little evidence so far to suggest such campaigns will have as much influence over contemporary crises as the classical instruments of military and economic power.

The Center for Global Security Research (CGSR) was founded in 1994 to serve as a bridge between the technical and policy communities. Its core mission is to ensure that each community has some understanding of the perspectives and priorities of the other. In its first decade, the Center focused heavily on defining the realm of the necessary and possible for cooperative threat reduction with the post-Soviet states. In its second decade, the Center's interests expanded to include proliferation and nonproliferation. In 2015, it set out on a new course. In order to come to terms with a changed and changing security environment, it re-focused on the new issues of deterrence, assurance, and strategic stability. This change followed in part from the conviction of Lawrence Livermore National Laboratory leadership that the Laboratory needed to do more to strengthen "the bridge" on these topics. In 2015 we framed a new analytical approach built around five thrust areas:1.Major Power Rivalry and Deterrence 2.Regional Challengers and Challenges 3.Toward Integrated Strategic Deterrence 4.The Future of Cooperative Measures to Reduce Nuclear/Strategic Dangers 5.The Future of Long-Term Competitive Strategies In each area, we then sketched out some high-level framing questions. Over the following five years, CGSR convened 45 two-day workshops and hosted 116 speakers. It issued 20 major publications and scores of research surveys and workshop summaries. It has built a student program and put more than 100 research associates to work. It has kept stakeholders involved in defining and executing its program of work. It also expanded its mission to put a new focus on encouraging the development of emerging communities of interest.This report summarizes key insights gained over this five-year period. It is comprehensive in approach. But it is not exhaustive. Instead, this report attempts to provide a coherent set of answers to the high-level framing question, as derived from that work.
