This volume contains the proceedings of the meeting entitled, "The IGM/Galaxy Connection: The Distribution of Baryons at z = 0. " The meeting was held August 8 -10 at the National Center for Atmospheric Research (NCAR) located in Boulder, Colorado on the foothills of the Rocky Mountains (see conference photo). We organized this meeting because we felt it was time to address the link between galaxies and the intergalactic medium at low redshift. In this vein, we posed several questions to the conference participants: Where are the baryons in the local universe and in what phase do they reside? What signatures of galaxy evolution have been imprinted on the IGM? What percentage of intergalactic gas is left from the galaxy formation process? What does the distribution of baryons at z = 0 tell us about the early universe? The conference was an overwhelming success with lots of friendly interaction and discussion among the participants. At lunch we were treated to splendid views from the NCAR terrace and discussions rang ing from the importance of the LSR, GSR, and LGSR velocity frames to how long the desserts would last with 90 astronomers and the hot Boul der sun. From an inventory of the baryons, to the associations between galaxies and Lya absorbers, to the mechanisms by which galaxies obtain and lose gas, the conference covered many topics. The results of these endeavors are contained in these pages and eloquently summarized by Chris Impey.

Awarded the American Astronomical Society (AAS) Rodger Doxsey Travel Prize, and with a foreword by thesis supervisor Professor Shardha Jogee at the University of Texas at Austin, this thesis discusses one of the primary outstanding problems in extragalactic astronomy: how galaxies form and evolve. Galaxies consist of two fundamental kinds of structure: rotationally supported disks and spheroidal/triaxial structures supported by random stellar motions. Understanding the balance between these galaxy components is vital to comprehending the relative importance of the different mechanisms (galaxy collisions, gas accretion and internal secular processes) that assemble and shape galaxies. Using panchromatic imaging from some of the largest and deepest space-based galaxy surveys, an empirical census of galaxy structure is made for galaxies at different cosmic epochs and in environments spanning low to extremely high galaxy number densities. An important result of this work is that disk structures are far more prevalent in massive galaxies than previously thought. The associated challenges raised for contemporary theoretical models of galaxy formation are discussed. The method of galaxy structural decomposition is treated thoroughly since it is relevant for future studies of galaxy structure using next-generation facilities, like the James Webb Space Telescope and the ground-based Giant Magellan Telescope with adaptive optics.

In June 1983 the Astronomical Institute of the State University of Groningen, founded by Kapteyn about 100 years ago, celebrated its one-hundredth anniversary. At the suggestion of its Chairman, R.J. Allen, the Kapteyn Institute invited the International Astronomical Union to mark the centenary by holding a Symposium on "The Milky Way Galaxy". The purpose of the Symposium was to review recent progress in the study of our Galaxy, to define current problems, and to explore prospects for future development. The Symposium programme would emphasize the large-scale characteristics of our Galaxy, and highlight both the historical development of our understanding of the Milky Way Galaxy and the importance of studies of external galaxies to this understanding. The Symposium was sponsored by four IAU Commissions: 33 (Structure and Dynamics of the Galactic System), 28 (Galaxies), 34 (Interstellar Matter) and 41 (History of Astronomy). The Scientific Organizing Committee, listed on page xviii, represented a broad range of nationalities and of expertise, including two historians of science. A meeting of the Committee, held during the IAU General Assembly at Patras, provided an excellent opportunity to discuss plan and format of the Symposium, topics and speakers; thereafter, the-Committee was regularly consulted by letter and telephone. IAU Symposium 106 was held at Groningen on 30 May - 3 June 1983, in the new building occupied by the Kapteyn Institute since January 1983. There were about 200 participants, coming from as many as 25 countries.
