This book provides a timely and unique contribution to current debates on how effectively voluntary party quotas address the persistent underrepresentation of women in legislatures. Using a most similar case design and a mixed-methods approach, the authors draw attention to the ways in which electoral systems and party regulations interface with voluntary party quotas in Germany and Austria. All quota parties in these countries support the goal of equal participation of women and men in elected office, and quotas are presented as a means to precisely that end. In order to assess parties’ commitment to their declared goals, and the effectiveness of quotas, the book introduces the concept of the post-quota gender gap and defines it as the difference between a party’s adopted quota and the actual share of women in legislative bodies at the national and regional level. Complementing the existing literature on recruitment and socio-cultural legacies, the authors argue that the problem of voluntary party quotas lies at the intersection of party quota design and electoral law. Either parties need to design quotas that actually work within a given electoral system, or we need legislative action geared toward advancing parity not just in candidate selection, but in the composition of legislatures. The book draws on gendered candidate and election data, on the party statutes of federal and state-level party organizations, and on interviews with party officials and party women’s organizations.

Social pacts – policy agreements between governments, labor unions and sometimes employer organizations – began to emerge in many countries in the 1980s. The most common explanations for social pacts tend to focus on economic factors, influenced by industrial relations institutions such as highly coordinated collective bargaining. This book presents, and tests, an alternative and complementary explanation highlighting the electoral calculations made by political parties in choosing pacts. Using a dataset covering 16 European countries for the years 1980-2006, as well as eight in-depth country case studies, the authors argue that governments’ choice of social pacts or legislation is less influenced by economic problems, but is strongly influenced by electoral competition. Social pacts will be attractive when party leaders perceive them to be helpful in reducing the potential electoral costs of economic adjustment and wage restraint policies. Alternatively, parties may forgo negotiations with social partners and seek to impose such policies unilaterally if they believe that approach will yield electoral gain or minimize electoral costs. By combining the separate literatures on political economy and party politics, the book sheds new light on the dynamics of social pacts in Western Europe. In February 1934 fighting broke out in Linz between government forces and the Social Democratic Party. Within hours Vienna was up in arms and the fighting soon spread to other parts of Austria. A few days later the party was destroyed and Austria seemed to many observers to have joined the ranks of fascist states. The violence of the fighting, particularly the shelling of the vast workers’ housing complex, the Karl-Marx-Hof, and the summary execution of a number of leading figures in the fighting horrified the civilised world. This book, first published in 1980, looks at the importance of Austrian social democracy as one of the pillars of European Marxism and shows how it became a victim of the spread of fascism. The radical right and the peculiarities of Austrian varieties of fascism are given particular attention, and Dollfuss’s own brand of fascistic state is analysed in terms of classic forms of fascism. Particular emphasis is placed on the economic and social problems of the Austrian Republic which led to a deepening of the political crisis and also to the foreign political ramifications of the problem. Although Dollfuss appeared to be determinedly anti-Nazi it was he who finally gave the order to destroy the Social Democratic Party little realising he was destroying himself. Thus, this study illustrates how socialism was strengthened rather than weakened by the fighting in February, and Austrian fascism far from halting German fascism, paved the way for its final triumph.
